SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
The purpose of this amendment is to provide answers to submitted RFI’s.
Questions and Answers:
Q1. Are the towers set to run year round if needed?
A1. Yes, the towers operate in all weather, depending on the test site schedule.
Q2. Is the basin drained in the winter?
A2. No. The 77H tower is circulated to prevent freezing when necessary, and the 87 tower has a heated basin.
Q3. How long are the idle periods and how often is each tower cell idle? Can they be run every 3 to 5 days if needed for proper treatment.
A3. The towers are idle if there are no test site operations, which is a relatively rare occurrence, except when repairs or construction are occurring on the sites. In those cases, a tower may sit idle for 2-4 weeks.
a. Individual cells on the Bldg 77H tower may be idle if the site operations are run at low capacity (thus, not requiring all three cells) or if the ambient temperature does not require the fan operation; however, the cells all serve one basin, and water would be bypassed into the basin before the return from the valve pit. The cells themselves do not store water.
b. Similarly, the Bldg 87 tower runs its cells on an as-needed basis, and while the cells have individual basins, the basins are also connected.
c. Generally, if the contractor recommends circulation (frequency, duration, etc) as part of the overall chemical treatment program, the site operators can arrange to circulate the system as needed.
Q4. How often are the towers cleaned?
A4. There is a separate contract in place for mechanical PM and cleaning of the cooling towers and their associated mechanical/electrical components. Cleaning of the various elements (nozzles, etc) occurs on an as-needed basis depending on the results of monthly PM inspections.
Q5. Is there make up and blowdown water meters?
N6449819Q5259
A5. Yes.
Q6. Do you want remote monitoring 24/7 on controllers and would you be willing to purchase new controllers?
A6. If new controllers are recommended based on the condition of the existing ones, that could be done as part of the NTE repairs. However, the navy does not intend to purchase new controllers to support a specific chemical treatment program; the proposed chemical treatment program should either make use of existing equipment. In any case, remote monitoring (for example, via the DDC system to report back to Bldg 4) is not desired, particularly given the various security issues associated with transmittal of test site process-related data outside the building envelope.
Q7. What is the tower make up? Do you get make up from the river (Bldg 77H)?
A7. Both towers use potable water for makeup.
Q8. *If water make up comes from the river is it filtered/treated?
A8. N/A, see #7 above.
Q9. Do you want the 2 legionella samples per tower (4 total) included on the agreement?
A9. Yes, sampling/testing for Legionella shall be conducted twice for each tower over the course of each year of the contract. These tests should be scheduled with the TPOC.
Q10. Can the contract start immediately based on current conditions for treatment?
A10. Yes.
