Scope of Work

Acquire and Install Wireless Radio Control System for AE-123

Building 633, Philadelphia Navy Yard Annex

1. PROJECT DESCRIPTION

Acquire and install new wireless radio control system for AE-123 in building 633 at the Philadelphia

Navy Yard Annex.

2. PROJECT OBJECTIVE

Facilitate operation of AE-123 in an environment with new physical obstacles.

3. SITE ANALYSIS

AE-123 is currently operated with a pendant controller. New construction in the vicinity of the crane makes operation with a pendant controller difficult. The pendant controller is tethered to the crane with a control cable and a strain relief cable. The new construction creates obstacles for the cables, and if the cables catch on an obstacle a crane accident could occur.

4. ENGINEERING SYSTEMS REQUIREMENTS

i. New control system shall comply with NAVCRANECENINST 11450.2A, DESIGN OF

NAVY SHORE WEIGHT HANDLING EQUIPMENT.

a. Specifically, the controller itself shall comply with NAVCRANECENINST 11450.2A

Section 2-5.16.4, Radio Controls. NAVCRANECENINST 11450.2A Section 2-5.16.4(a) requires crane radio control systems to be compliant with ANSI ECMA 15, CMAA #70

Section 5-15, and NEMA ICS 8 Part 9.

b. All wiring necessary for installation shall comply with NAVCRANECENINST

11450.2A Section 2.5, ELECTRICAL.

ii. AE-147 is a crane with a wireless radio control system that operates in the vicinity of AE-

123. AE-123 control systems and AE-147 control systems shall be significantly different so that there is no inadvertent operation of either crane by the wrong controller. The radio controller type and frequencies for adjacent AE-147 are included in ATTACHMENT A.

iii. New control system shall be within the FCC Part 15 unlicensed range. Radio frequency shall be type accepted by the FCC and bear the FCC label. Submit DD1494 for information.

iv. Provide new wiring diagram for the controls. It shall show the radio transmitter and receiver are an integral part of the crane control system as required by NEMA ICS 8 Part

9.9. In addition, it shall show an interlock between the new radio control and the existing pendant control as required by CMAA #70 Section 5-15.3. Furthermore, it shall show power disconnecting circuits and warning devices as required by CMAA #70 Section 5-

15.7. Existing wiring diagram and variable frequency drive information is included in

ATTACHMENT B.

v. Interlock between new radio control and existing pendant control shall be through a plug.

Modify existing pendant to have a plug that fits into a plug on the crane. Both the new radio control receiver and the existing pendant shall be able to fit into the control plug, but only one shall be able to plug into it at a time.

vi. Transmitter shall be turned on deliberately with a switch system that cannot be operated accidentally.

vii. Transmitter shall operate each function of the crane and these functions shall be clearly labeled. The crane has bridge, trolley, main hoist, and auxiliary hoist functions. Each of these functions is controlled by a variable frequency drive. Existing auxiliary hoist is not functional, but the controller shall still be designed to provide auxiliary hoist control in case the auxiliary hoist may be made functional in the future.

viii. Include a backup transmitter, two spare rechargeable batteries, and a battery charger in accordance with NAVCRANECENINST 11450.2A 2-5.16.4.

ix. Newly installed radio control system shall pass performance test required by NEMA ICS 8

Part 9.

x. New transmitter shall be a belly-box-type with levers or joysticks.

xi. Existing crane general arrangement drawing is enclosed as ATTACHMENT C.

xii. Provide a new red mushroom type emergency off button to existing pendant to make it conform to NAVCRANECEN 11450.2A 2-5.16A.

xiii. Provide functional NAVCRANECEN 11450.2A 2-5.17 required indicator lights to bottom of crane girder.

xiv. Work will be in a secured area with government provided escort available from 7am to 3:30 pm.

xv. The working floor is congested with equipment. The government will provide a scissor lift with a 7’ by 2-1/2’ platform to the contractor. The crane is accessible through an indoor hatch in the roof of the work area.

xvi. Provide classroom-based or field-based operator, trouble shooting, and maintenance trainings. The length of trainings shall be one working day for each topic.

5. INVOICING AND PAYMENT

i. All invoices must be submitted through Wide Area Workflow (WAWF) per section "G" of the contract. If the vednor does not currently have a WAWF account, one must be created. Refer to the applicable clause for instruction.
