1. Scope of this Specification

1.1 Design Summary

A. This Specification provides the technical requirements for the design, performance, construction, inspection, testing, and warranty of one (1) Medium Voltage (MV) Switchgear with four (4) sets of (3) pole no-load interrupter switches in a two bus configuration. This

Specification forms part of the technical requirements form (TS Document #1) for the procurement of this equipment and shall be read in conjunction with all documents listed herein.

1. The MV Switchgear shall include but is not limited to:

a. A single metal enclosed indoor, non-walk-in enclosure.

b. Two (2) incoming cable pull sections consisting of 15kVAC, 3 phase, 3 wire, 95kV

BIL, 40KAIC, 600A rated copper buses

c. Four (4) sections each consisting of fused no-load interrupter switches rated at

15kVAC, 3 phase, 3 wire, 95kV BIL, 80A current limiting fuses

d. Spare fuses

e. Bus bars

f. Space heaters

g. Distribution sections

h. Auxiliaries sections

i. Handles

j. Base bus and connections

k. Instrumentation and controls

l. Control wiring and accessory devices

2. Each bus shall be capable of switching (2) sets of three (3) electric pole no-load switches, rated at 15kVAC line to line, 600A from one (1) set of three phase source cables and one

(1) set of test device cables. The switching configuration that accomplishes this function shall be reviewed and approved by the Government.

3. Each pole of each switching device shall be equipped with a current limiting fuse, size

80E.

4. Each indoor rated enclosure shall have isolated vertical sections, providing independent power distribution and auxiliary sections. Utilization of switching components that exceed the above specified rated values is acceptable. The switching devices have an anticipated duty cycle of 100 operations per year.

1.3 Specification Terms

A. Throughout this Specification the following terms apply:

1. “Government” refers to Naval Surface Warfare Center, Philadelphia Division (NSWCPD).

2. “Contractor” refers to the party or parties submitting a bid for supplying the equipment specified herein. The selected Contractor shall be the Manufacturer and Supplier of the MV

Switchgear.

3. “Manufacturer” refers to the party, or parties, that manufacture a part or parts of the equipment or material.

2. Overview

2.1 Purpose

A. The Contractor supplied MV Switchgear shall provide a distribution interface between

Government supplied equipment under test. The MV Switchgear shall be located at the

NSWCPD in Philadelphia, PA 19112.

2.2 Diagrams

A. The conceptual MV Switchgear diagrams are depicted in Appendix A. The electrical power sources and test devices supplying each bus section will be from Government furnished equipment.

2.3 Required Equipment & Support Systems

A. Each MV Switchgear cabinet shall provide the required equipment and supporting systems, to include but not be limited to:

1. Enclosure with separate compartments as specified herein.

2. Controls compartment with hinged doors for local operation as specified herein.

3. Separate compartments for cable pulls as specified herein.

4. Procurement and installation of independent data acquisition high bandwidth (0-50 kHz) voltage and current sensors to interface with Government data acquisition system.

Additional information on the Government interface is provided in Section 7.

5. Capable of 1000 operations prior to the need of any replacement parts.

2.4 Deliverables

A. Progress Report: The Contractor shall submit a Progress Report to report schedule data for all

End Items listed in Section 2 paragraph C, In Accordance With (IAW) CDRL A001

Contractor’s Progress, Status and Management Report of this Technical Specification document. The planning and scheduling of this effort shall be proposed as discrete tasks and shall include design and production progress. The report shall also include status of long lead time components.

B. General Arrangement Drawings: The Contractor shall deliver General Arrangement drawings

IAW CDRL A002, Commercial Drawings/Models and Associated Lists, MV Switchgear

General Arrangement Drawings, of this technical specification document. The general arrangement drawings shall include both Plan and Elevation views. The Contractor shall provide foundation layouts with dimensions, weights and center of gravity for equipment with alignment drawings and procedures.

C. Switchgear drawings: The Contractor shall submit MV Switchgear drawings IAW CDRL

A003, Commercial Drawings/Models and Associated Lists, MV Switchgear Drawings, of this technical specification document. The Contractor shall provide manufacture assembly, installation assembly, mechanical schematics, protection systems, and electrical/electronic diagrams with complete materials list.

D. Electrical Single Line Drawings: The Contractor shall submit Electrical Single Line Drawings

IAW CDRL A004, Product Drawings/Models and Associated Lists, MV Switchgear Electrical

Single Line Drawings, of this technical specification document. All electrical, instrumentation, and controls wiring interconnections shall be clearly identified.

E. Manuals and supplemental data: The Contractor shall provide COTS manuals and supplemental data with all equipment and components for which manuals or data are available.

Copies of COTS manuals and supplemental data shall be delivered IAW CDRL A005, Date: 02 May 2018

Commercial Off-The-Shelf (COTS) Manuals and Associated Supplemental Data, MV

Switchgear Manuals, of this Technical Specification document. All manuals for the components shall be submitted in both electronic and paper formats.

F. Test Plan: The Contractor shall prepare a Test Plan IAW CDRL A006, Test Procedures;

Factory Acceptance Test, of this Technical Specification document.

G. Test Report: The Contractor shall prepare a Test Report for all successfully completed tests.

The Contractor shall prepare a Test Report, in Contractor format, IAW CDRL A007, Test

Inspection/Report, of this Technical Specification document, to document the result of the

Factory Acceptance Testing (FAT). These tests shall include, but not be limited to, Tests identified in Section 9 of this Technical Specification.

H. Packaging Plan: The Contractor shall package the description of procurement according to all current commercial standards and codes. The Contractor shall prepare a Packaging Plan for the description of procurement. The Packaging Plan shall be delivered to and approved by the

Government prior to delivery of the description of procurement. The packaging plan shall detail the precautions the Contractor plans to use to protect and preserve the description of procurement against corrosion, deterioration and physical damage during shipment and handling. The Packaging Plan shall be prepared and submitted IAW CDRL A008 Packaging

Plan and Lifting Arrangement Drawings of this technical specification document.

I. Lifting Arrangement Drawings: The Contractor shall submit Lifting Arrangement Drawings

IAW CDRL A009 Commercial Drawings/Models and Associated Lists; Lifting Arrangement

Drawings. The requirements for these drawings are specified further in section 5.5 of this technical specification document.

J. Calibrations Certificates. The Contractor shall prepare a calibration certificate IAW CDRL

A010, traceable to the National Institute of Standards and Technology (NIST) for all supplied instrumentation, outlined in section 6.5, and shall be calibrated in accordance with its

Instrument Calibration Procedure (ICP). If an ICP does not exist then best commercial practices shall be used. A calibration sticker must be attached to the item which indicates serial number of the item, date that the calibration was conducted and date when the items need to be re-calibrated. In addition, a calibration certificate must be provided on signed Company letterhead certifying that calibration was successfully performed on the item and as a minimum it shall contain the following information:

K. Long-Lead-Time Procurement Schedule: The Contractor shall submit a Procurement

Schedule for long-lead-time parts IAW CDRL A011 Procurement Schedule: Long Lead Time

Compnonents. Long lead time materials include, but are not limited to, the Current Sensors, High Voltage Dividers, Multi-Cable Transits and sub components..

L. Quality Inspection Test Plan: The Contractor shall submit a Quality Inspection Test Plan IAW

CDRL A012.

3. Applicable Codes, Standards, and Regulations

3.1 General

A. Unless otherwise specified, the equipment shall be designed, constructed, and tested in accordance with the applicable provisions of the following standards. The latest edition of the referenced document (including any amendments or corrections) applies, at the time of contract award.

B. Where a standard is referred to and conflicts with a part of this Specification, the Government shall be consulted in writing for immediate resolution.

C. When an equivalent standard to those identified in this Specification are proposed by the

Contractor, the Contractor shall notify the Government in writing for immediate resolution.

4. Rating, Conditions of Service, and Performance Warranty

4.1 Equipment Ratings, Materials, and Workmanship

A. The MV Switchgear Contractor shall be ISO-9001 Certified and shall submit current

Certification documentation upon Contract Award.

B. The MV Switchgear shall be sized to continuously deliver the full power as specified herein.

C. The MV Switchgear shall be compatible with the interfaces as specified herein.

D. The MV Switchgear shall be completely factory engineered, including any protective devices and equipment indicated with necessary interconnections, instrumentation, and control wiring.

E. The MV Switchgear shall be fully tested at the factory prior to shipment as specified herein the

Testing Requirements in Section 8.

F. The MV Switchgear shall be as completely factory assembled as possible within shipping and handling limitations as specified herein.

G. The MV Switchgear shall be designed to ensure personnel safety in accordance with NFPA

70E.

H. Materials used for work performed under this contract shall be new and suitable for the intended service conditions of the equipment.

I. Work shall be performed by skilled mechanics in the various crafts and be executed in a first class and workmanlike manner in accordance with recognized good practice in the industry.

4.2 Switchgear Acceptance, Performance Warranty and Defects Liability

A. Acceptance of the MV Switchgear shall follow the successful completion of all Tests including but not limited to as described in Section 8 including the review and approval of all test reports by the Government, and receipt of the Contractor supplied Test Certifications.

B. The Contractor shall warrant that the MV Switchgear supplied shall be entirely suitable for the intended service and is free from faults in design.

C. The Contractor shall warrant the MV Switchgear for a period of twelve (12) months from the date of Acceptance by the Government that all equipment furnished by the Contractor shall be free from defects in design, material, and workmanship.

D. The Contractor warranty shall cover all parts, labor and repairs related to the MV Switchgear.

5. General Requirements

5.1 Equipment Drawing and Technical Data Submittal Requirements

A. The Contractor shall submit, all deliverables identified in Section 2.4.

B. The sequence of drawing and technical data submission shall be such that all information is available prior to the Government’s review. All drawings shall form part of the contract after the Government’s review and approval.

C. All drawings shall be submitted in digital format as PDF files suitable for mark-up with comments and printing. The title block shall contain the name of the Government, contract name and number, and the Government’s equipment tag number.

D. The Contractor shall make all necessary changes in design that are required in this specification to make the work conform to the provisions of the contract without additional cost to the

Government.

E. All final submitted drawings shall be brought to an As-Built status and be endorsed with the wording “As Built” in the revision block.

5.2 Installation Instructions, Operating, and Maintenance Manuals

A. MV Switchgear Operating and Maintenance (O&M) Manuals shall be supplied by the

Contractor to provide all information deemed necessary for the Government to operate and maintain the component throughout its design life.

B. The documentation shall contain Manufacturer contact information, warranty information, instructions, drawings (reduced as necessary, but clearly legible), parts lists, catalogs, and any other instructions that may be needed or be useful in the installation, planned maintenance, corrective maintenance, dismantling, assembling and for identification when ordering replacement parts. The manuals shall be provided in searchable, digital format and in paper hardcopy format. Hardcopy format shall be assembled and bound between hardcovers to Letter size (8.5 inch by 11 inch). Where the Contractor’s and/or Subcontractor’s standard brochures are included, they shall be clearly marked to indicate the part that has actually been furnished.

C. The maintenance documentation will be clearly written in the standard industry nomenclature and shall include periodicity requirements, special tool requirements, spare(s) and consumable(s) details, as well as any additional drawings or information necessary to complete the maintenance.

D. Each set of Manuals shall be divided into separate volumes for:

1. Installation Instructions

2. Operating Instructions

3. Maintenance Manuals with list of replaceable parts

E. The Contractor shall provide COTS manuals and supplemental data with all equipment and components for which manuals or data are available. Copies of COTS manuals and supplemental data shall be delivered IAW CDRL A005, Commercial Off-The-Shelf (COTS)

Manuals and Associated Supplemental Data, MV Switchgear Manuals, of this technical specification document. All manuals for the components of the system shall be submitted in a single three-ring binder or multiple binders, as necessary.

F. The Contractor shall provide replaceable parts spares for all recommended components for the first twenty four (24) months of operation of the equipment. The spare parts are to include but not limited to all replaceable fuses, filters, space heaters that are factory recommended to be replaced during maintenance during the first twenty four (24) months of operation of the equipment.

G. The Contractor shall provide Installation Drawings IAW CDRL A005, COTS Manuals and

Supplemental Data.

H. The installation drawings shall provide sufficient detail including clearances and tolerances required for installation.

5.3 Nameplates, Markings, and Notices

A. Nameplates, notices and the like shall be permanently attached in according with standard practices to the equipment to bring the attention to the following:

1. Notices required by statutory regulations such as maximum safe working load.

2. Warning notices such as “DANGER” and “WARNING”.

3. Name of Manufacturer

4. Government’s contract number

5. Equipment tag number

6. Manufacturer’s serial number

7. Design, performance information, and rating as applicable

8. Date of Manufacture

9. Ambient Temperature

10. Voltage

11. Current

12. Number of phases

13. Total weight

5.4 Special Tools, Devices, and Test Equipment

A. The Contractor shall supply a complete list and recommended quantities of test equipment and any special tools required to install and maintain the MV Switchgears. The list of recommended special tools and test equipment shall be noted in the Maintenance Manuals.

B. The Contractor shall deliver one set of necessary special tools and devices required for the installation, operation, and maintenance of the plant or equipment supplied. These shall be new, of first-class quality, crated separately from other equipment and materials, and be clearly marked as to their intended use.

5.5 Assembly, Packaging, and Shipping

A. Unless otherwise specified, the equipment shall be packed in accordance with the best commercial practice for shipment and transportation. Any damage received in transit due to defective or insufficient packing or defective methods of packing shall be corrected by the

Contractor at their expense and within a reasonable time when called upon to do so.

B. The Contractor shall package the description of procurement according to all current commercial standards and codes. The Contractor shall prepare a Packaging Plan and Lift

Arrangement Drawings for the description of procurement. The Packaging Plan and Lift

Arrangement Drawings shall be delivered to and approved by the Government prior to delivery of the description of procurement. The Packaging Plan and Lift Arrangement Drawings shall detail the precautions the Contractor plans to use to protect and preserve the description of procurement against corrosion, deterioration and physical damage during shipment and handling. The Packaging Plan and Lift Arrangement Drawings shall be prepared and submitted

IAW CDRL A009 Commercial Drawings/Models And Associated Lists; Lifting Arrangement

Drawings of this technical specification document.

C. Delivery of all components shall not exceed (15) fifteen weeks after receipt of order (ARO) and approval of drawings.

D. The Contractor shall provide a (2) two week notice on when the equipment will be delivered along with the shipping carrier’s information.

E. The Contractor shall deliver the equipment in a flatbed truck that is accessible with crane or fork lift. The shipping carrier shall be responsible of making the equipment accessible for the government to offload by crane or fork lift.

F. The Contractor shall provide lift arrangement drawings, in accordance with A009 Commercial

Drawings/Models And Associated Lists, for all components and assemblies to be lifted on site at NSWCPD, Philadelphia PA.

G. The lift arrangement drawings shall provide sufficient detail in order to develop lift plans and for review and approval for all crane and rigging operations necessary to move and position the

MV Switchgear on-site.

H. The lift arrangement drawings shall identify the location, configuration and rating of all lifting points, shall provide a lift diagram as needed to depict any restrictions on lift angles at lift points and shall identify associated rigging hardware.

I. The lift arrangement drawings shall also include, or be accompanied by, engineering calculations.

J. Contractor shall supply any special/non-standard lifting tool(s) necessary to lift MV Switchgear.

K. Total lifting/rigging apparatus shall be no more than Forty Five (45) inches in height.

L. The lift arrangement drawings for four-point configurations (if required) shall be designed to meet the requirements of NAVFAC P307 'Management of Weight Handling Equipment' as follows:

1. Slings, shackles, and attachment points in a four leg assembly for a four-point lift shall be sized based on either pair of diagonally opposing legs carrying the entire load, unless the assembly is equipped with devices that automatically adjust for equal distribution of the load such as engineered equalizer plates.

2. Chain hoists can be used for equalizing loads only if used in conjunction with load indicating devices.

M. Welds of lifting pads, jacking and handling features on the components and assemblies shall be inspected in accordance with NAVSEA Technical Publication S9074-AR-GIB-010/278, Table

VII, Machinery Class M2, Category A.

5.6 Security Requirements

A. Contractor Personnel Identification. In the performance of this contract, contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and by displaying distinguishing badges or other visible identification for meetings with Government personnel. Contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and formal and informal written correspondence.

6. Design and Construction Requirements

6.1 Metal-Enclosed Switchgear Enclosure

A. The MV Switchgear non walk-in enclosure shall be constructed of vertical metal enclosed sections bolted together to form a rigid assembly and shall be front and rear aligned.

B. The MV Switchgear enclosure shall be rated for NEMA ICS 6 Type 3.

C. The MV Switchgear enclosure shall have removable bolt-on side and hinged rear and front panels.

D. The MV Switchgear enclosure shall be designed for input MV cables entry to be from the top of the enclosure.

E. The MV Switchgear enclosure shall be designed for output MV cables to exit from the bottom of the enclosure.

F. The MV Switchgear enclosure shall be designed for output sensor cables to exit from the bottom of the enclosure.

G. The MV Switchgear enclosure shall be designed for input Low Voltage auxiliary cable(s) to enter from the bottom of the enclosure.

H. The MV Switchgear enclosure shall have ventilation openings with air filters as required to reject heat inside the cabinet. The use of cooling fans shall be prohibited.

I. The MV Switchgear enclosure doors, removable panels, and any ventilation openings shall have

EMI/RFI shielding gaskets.

J. The MV Switchgear enclosure overall physical dimensions shall not exceed Two Hundred and

Twenty Eight inches (228") in width by Fifty Four inches (54") in depth by Eighty Four inches

(84") in height.

K. The MV Switchgear shall be built in no less than 2 submodules to be assembled at installation on location at NSWCPD.

L. The MV Switchgear enclosure bottom shall not be open. The equipment will be installed on a

Customer provided raised structural steel platform (not concrete pad).

M. The MV Switchgear enclosure shall provide a separate controls compartment for the low voltage customer interface, sensor interface and controls for the heater circuit.

N. The MV Switchgear enclosure shall be comprised of:

1. Two (2) input cable interface sections

2. Four (4) medium voltage no-load interrupter fusible switch sections

O. The MV Switchgear enclosure shall provide a number of thermal imaging windows capable of being used by standard industry thermal imaging apparatus. The windows shall be arranged to allow for viewing of all bus connections, links, and switching mechanisms. The windows shall be covered with hinged panels and installed with EMI/RFI shielding gaskets. Hinged panels shall be clearly labeled as thermal imaging window panels.

P. All MV Switchgear enclosure doors and hinged access panels shall be provided with a means to attach a customer provided padlock to prevent entry.

Q. The MV Switchgear enclosure shall provide adequate space to breakout multi-conductor cables and route conductors to the termination point without compromising cable and conductor bend radius requirements.

R. The MV Switchgear enclosure shall provide cable supports inside the enclosure to allow non-conductive wire fastening after the cables are broken out and routed to the termination points.

S. Each MCT block shall be provided with the appropriate wedges, stayplates, blanks, and multi-diameter blocks for all cabling transiting through the block.

T. External and internal surfaces shall be coated with at least one coat of corrosion-resistant material.

U. Painted surfaces shall conform to requirements specified in IEEE C37.21-7.2.2

6.2 Input/Output Interface Section

A. Each MV Switchgear input/output cable interface section(s) shall have copper tin-plated bus bars. All phase bus bars shall be insulated providing a minimum breakdown voltage of 16,000 volts per ASTM D 149.

B. Phase-to-phase air clearances and phase-to-ground clearances between noninsulated parts shall not be less than six (6) inches, per IEEE 1662.

C. The minimum creepage distance among live uninsulated parts of different potential and between live uninsulated parts and grounded metal parts as measured along the shortest path across the surface of any intervening insulation shall not be less than eight (8) inches, per IEEE 1662.

D. Each MV Switchgear input/output cable interface section(s) shall incorporate provisions for installing grounding devices such as grounding stud/ball on each phase and ground with sufficient accessibility during maintenance periods.

E. Each MV Switchgear input/output cable interface section shall accommodate the following customer installed cables:

1. Input: Four (4) 8kV-133% Three conductor #1/0 AWG power cables, overall individual cable diameter 2.12-2.24”, overall conductor diameter 0.88”, type LS8KVTSU-100. Cable entry from the top of the enclosure.

2. Output: Four (4) 8kV-133% Three conductor #1/0 AWG power cables, overall individual cable diameter 2.12-2.24”, overall conductor diameter 0.88”, type LS8KVTSU-100. Cable entry from the bottom of the enclosure.

F. Each MV Switchgear input/output cable interface section shall be designed to accommodate customer installed Thomas and Betts (T&B) 54255SP two-hole copper lug connection for the power cables.

G. Each MV Switchgear input/output cable interface section shall have a common isolated ground bus that is run on the bottom of each section.

H. Each MV Switchgear input/output cable interface section shall have a ground pad for equipment bonding.

I. Each MV Switchgear input/output cable interface section shall be provided with a Multi-Cable

Transit (MCT) frame and appropriate blocks to accommodate all input cables, and shall include any blanks, and any other necessary items, to close the MCT in accordance with MCT OEM guidelines. Blank blocks shall be provided, in addition to the cable blocks, for future Test

Device outputs installation.

6.3 Medium Voltage No-Load Interrupter Fusible Switches

A. Each MV Switchgear no-load interrupter fusible switch shall be two (2) positions (single throw), rated for 15kVAC, 600A.

B. Each MV Switchgear no-load interrupter fusible switch shall have fuses on each phase rated at

15kV and 80A of continuous current.

C. Each MV Switchgear no-load interrupter fusible switch shall accommodate the following cable(s):

1. One (1) 8kV-133% Three conductor #1/0 AWG power cable, overall cable diameter 2.12-

2.24”, overall conductor diameter 0.88”, type LS8KVTSU-100

D. Each MV Switchgear no-load interrupter fusible switch shall provide lockable vault handles with a two point latch (ON, OFF) on all MV no-load interrupter fused switches. The lockable vault handles shall provide positive lockout means at each position of the switch.

E. Each MV Switchgear no-load interrupter fusible switch shall be provided with an access window capable of viewing the position of each disconnects’ stabs to verify open or close status

Date: 02 May 2018 with the front door closed. This access window shall be designed such that the BL safety rating of the Switchgear is not reduced.

F. Each MV Switchgear no-load interrupter fusible switch shall be designed in such a way that any blown fuse indication is visible when the front hinged panel door is open.

G. Each MV Switchgear no-load interrupter fusible switch shall have vertical insulating barriers between the front device section, the main bus section, and the cable compartment with full front to rear vertical insulating barriers between adjacent sections.

H. Each MV Switchgear no-load interrupter fusible switch section shall be provided with an MCT frame and appropriate blocks to accommodate all input cables.

6.4 Space Heater

A. The MV Switchgear shall have 120-volt heaters in each vertical section to control moisture condensation

B. The MV Switchgear space heaters shall be controlled by a thermostat and humidistat located in each section.

C. The MV Switchgear space heaters thermostat and humidistat circuit shall have a three position

OFF/AUTO switch where OFF disables thermostat and humidistat and AUTO enables thermostat and humidistat control of the heaters.

D. A single external source of Customer provided 120V power will be provided to MV

Switchgear.

6.5 Instrumentation and Controls

A. Voltage Dividers:

1. The MV Switchgear shall be provided with a total of two (2) high bandwidth (0-50kHz) high voltage divider devices connected at each Input Interface section for Customer utilization.

2. The voltage dividers shall be Zimmer model HST9-3 and measure each phase voltage to chassis ground.

3. The sensors shall be installed in accordance with vendor installation guidance including the installation of appropriate fuses and surge arrestors for proper operation of the device.

4. The surge arrestor shall be Siemens model 3EK7-100-3AB4-ZP12P31M81Q13 that are permanently installed inside the enclosure with proper creepage and clearance distances.

5. The surge arrestors shall be connected directly on each phase connection and not fused.

6. Each Zimmer device shall be fused at 1A to protect the unit.

7. Each Zimmer devices shall be calibrated and provided with a one year calibration certification document.

8. The two voltage dividers supply power shall be derived from a single external source of

Customer provided 120VAC single phase grounded power. Each divider shall have a single 15 Amp receptacle installed near the device. These outlets shall be wired to a single connection/junction on the Input Interface Section.

9. Contractor shall provide a means for the voltage divider interface cables to be routed from the switchgear to the external Government controls rack using a MCT frame and appropriate blocks to accommodate all controls wiring. Cables shall be run separately from any non-instrumentation cables.

10. The instrumentation cables and sensors shall be installed in accordance with vendor installation guidance and OEM guidelines.

B. Current Transducers

Date: 02 May 2018

1. The MV Switchgear shall be provided with a total of twelve (12) high performance current transducers connected at the load side of each no-load interrupter switch for Customer utilization.

2. The current transducers shall be LEM model ITZ-600-SB and measure each phase current.

3. Each current transducer shall be procured in a fashion that will prevent lead time delays.

4. Each LEM ITZ sensor shall be calibrated and provided with a one year calibration certification document.

5. The instrumentation cables and sensors shall be installed in accordance with vendor installation guidance and OEM guidelines.

6. The current transducers electronics rack module supply power shall be derived from a

Customer provided 120V power.

7. The current transducer electronics rack module will be installed on a separate Government controls rack located within 30 meter of the sensors.

8. Contractor to provide means for the current transducer interface cables to be routed from the switchgear to the Government controls rack using MCT frame and appropriate blocks to accommodate all controls wiring.

9. Contractor shall provide a means for the current transducer interface cables to be routed from the switchgear to the external Government controls rack using a MCT frame and appropriate blocks to accommodate all controls wiring. Cables shall be run separately from any non-instrumentation cables.

10. Bus within the current transducer shall be removable.

11. Removable bus links shall be insulated, shall not contact the current transducer, and shall be sized to allow for bus link removal without removing the transducer.

C. All instrumentation and control wiring shall be properly supported throughout the cabinet avoiding any energized surfaces. Adhesive hold down pads shall not be used within any portion of the enclosure.

D. Each instrumentation and controls connection compartment shall be adequately sized to permit the proper termination of the low voltage control and instrument wires and cables in accordance with the requirements of the MV Switchgear and national and local electrical codes.

E. Each instrumentation and control connection compartment shall incorporate a ground lug connection.

F. The Costumer shall use the following items for instrumentation.

6.6 Spare Parts

A. Maintenance Spares and Consumables

1. The Contractor shall submit to the Government for review and approval, their recommended list of spare parts, assemblies, and consumables to be delivered to the

Government for efficient maintenance of the equipment being supplied. The quantity of spares and consumables shall be based on twenty four (24) months of operation.

2. The Contractor shall itemize any spare parts, assemblies, and consumables, other than spare parts and consumables specifically included under the contract, that are recommended for the Government to acquire for forty-eight (48) months of operation of the equipment after Acceptance of the MV Switchboard (as identified in Section 4.2).

These spares, assemblies, and consumables shall be fully itemized. Prices shall be quoted in Dollars US ($US) currency, including packaging, and delivery into the Government’s warehouse.

B. Construction Spares

1. The Contractor shall supply on-site Construction Spares to include spare parts, assemblies, and consumables to cover normal predictable losses, wastage, and damage during installation, testing, and commissioning.

2. The Contractor shall supply a list of the itemized Construction Spares to the Government for review and approval.

C. Spare Part and Consumables Packaging and Identification

1. All spares parts and consumables supplied shall be listed in the Maintenance Manuals, and shall include the following information:

a. Name of spare part(s)

b. Name of spare part(s) supplier(s)

c. Manufacturer’s spare part(s) number

d. Spare(s) original manufacturer, or commercial equivalent, name and part number

2. Spares, assemblies, and consumables supplied shall be packed and delivered separately to the Government, and be identified using the part numbers listed in the maintenance manuals.

3. Spare Part and Consumable Packages shall be clearly labeled with the following information:

a. Government’s contract number

b. Name of equipment supplied

c. Name of spare part(s)

d. Name of spare part(s) supplier(s)

7. Performance Requirements

7.1 MV Switchgear Performance Requirements

A. MV Switchgear Technical Data Sheets

1. Each MV Switchgear main bus bars shall have a continuous current rating of 600 Amps.

2. The MV Switchgear shall have a maximum peak withstand current of 40kA.

3. The MV Switchgear shall have a main bus bracing of 100kA.

4. The MV Switchgear shall have a Basic Impulse Level rating of 95kV peak.

5. The MV Switchgear shall have a maximum continuous voltage rating of 15kVAC line to line, 60Hz.

6. The MV Switchgear shall have a one minute withstand voltage of 30kV.

7. The MV Switchgear shall be able to withstand short circuit voltage of 8kV.

8. The MV Switchgear auxiliary voltage shall be 120Vac, 60Hz for all controls and instrumentation. Step down transformers or power supplies are allowed.

7.2 MV Switchgear Performance

A. The MV Switchgear shall be rated to meet the following input characteristics:

1. Nominal three-phase input voltage rating with the following characteristics:

a. Line to Line voltage unbalance of 3%

b. Average line-to-line voltage from nominal: +/- 5%

c. Voltage modulation: 2%

d. Maximum transient voltage: +/- 16%

e. Maximum total harmonic distortion of 5%

f. Maximum single harmonic of 3%

g. Maximum deviation factor: 5%

B. Each delivered isolation device, instrumentation and any other component must be pre-qualified and tested in accordance with IEC 62271-1 and IEC 62271-102.

7.3 Environmental Conditions

A. The MV Switchgear shall be installed indoors rated and capable of operating in an environment with an ambient temperature range of 40°F to 122°F.

8. Inspections and Tests

8.1 Categories and Scope of Tests

A. The Contractor shall prepare a Test Report, in Contractor format, for all successfully completed tests. The Contractor shall prepare a Test Report, in Contractor format, IAW CDRL A006, Test/Inspection Report, FAT Test Report, of this technical specification document, to document the result of the Factory Acceptance Testing (FAT). The final test report will be submitted only after failures (if any) have been corrected, and the applicable test has been repeated to verify adequacy of the correction.

B. The Contractor shall perform their standard tests and those applicable from industry standards such as but not limited to:

1. IEC 62271-102 High Voltage Switchgear and Controlgear, Alternating Current

Disconnectors

2. IEC 62271-1High Voltage Switchgear and Controlgear, General Specifications

C. The Contractor’s test plan shall include pass/fail criteria for each test.

D. The Government will have the right to observe any or all tests performed at the factory and shall be notified a minimum of 14 days prior to such tests.

E. Should any test item fail to conform to the specified requirements, the Contractor shall perform a failure analysis identifying the cause(s) of such failure along with the corrective action(s) to be taken. This analysis and corrective actions shall be supplied to the Government for review and approval.

F. If previously tested items are changed or modified in a way that could negate the previous test, the Contractor shall perform a complete retest to demonstrate conformance with specified requirements.

G. The Contractor shall submit a Certified test report for each test, including a summary of results, to the Government. The test report shall be complete with the Contractor’s acknowledgement certifying the test data and verifying conformance to the specified requirements.

H. The Contractor shall submit calibration data sheets for all instrumentation.

I. These test shall include at a minimum the following three primary categories in accordance with guidance from IEC 62271:

1. Dielectric tests. Power frequency withstand test shall be performed to demonstrate the ability of the insulation system.

2. Rated continuous current tests. Test shall be performed at ambient temperature for such a period of time that the temperature rise of any monitored point has not increased by more than one (1) degree Celsius over one hour period. .

3. Mechanical endurance tests. A test cycle consists of operations between connected, test and disconnected positions to demonstrate proper sequential operation and to establish satisfactory function with a minimum of 500 operations.

4. Certified factory test reports, signed and dated by the person who conducted the test, shall be provided to the Government prior to shipment.

5. Grounding of instrument transformer case test. The effectiveness of grounding of each instrument transformer case or frame shall be checked by a low potential source such as

10V or less using bells, buzzers, or lights.

6. Electrical operation and control wiring tests shall include wiring continuity, insulation test, polarity verification and sequence test and include:

a. Demonstrate each isolation device indication of Open/Close locally All tests shall demonstrate trouble free, stable operation.
