4.2.2 The contractor will generate test plans for incorporation of SBIR products into existing HTS components or the interface with HTS components. Test plans will be executed and results will be documented in test or technical reports or presentations.

4.3 HTS System Component Post-Test Evaluation and Recommended Repairs

4.3.1 The contractor shall perform inspections and testing on various HTS related components. The contractor shall perform evaluations of test data relevant to HTS system components. The contractor shall provide written conclusions and recommendations based on the evaluations of HTS components and test data. The contractor shall provide estimates for additional scope based on their conclusions and recommendations.

4.4 HTS Power System Test Bed Integration Support

4.4.1 The contractor shall provide technical assistance in developing a high power test bed for superconducting power cables. This includes test bed specification and requirements development, fabrication and procurement of test bed components and test bed integration.

4.5 HTS VLF Antenna Integration Support

4.5.1 The contractor shall provide technical assistance in developing a HTS VLF antenna. This includes specification and requirements development, design, prototyping, fabrication and procurement of sub and full scale components.

4.6 Undersea HTS Power Cable Integration Support

4.6.1 The contractor shall provide technical assistance in developing an undersea HTS power cable system. This includes specification and requirements development, design, prototyping, fabrication and procurement of sub and full scale components.

5. PLACE OF PERFORMANCE

Contractor shall provide support as outlined in individual task orders. It is estimated that 70% of the work will occur on-site at the contractor facility, 15% of the work will occur off-site at NSWCPD, and 15% at other off-site locations. These other off-site locations may include, but are not limited to; Washington, DC and surrounding area; San Diego, CA; Norfolk, VA; Ft. Lauderdale, FL; Panama City, FL.

6. TRAVEL

Travel for task order performance will mostly be to NSWCPD, NAVSEA, or ONR. Travel to other sites may include, but is not limited to; NSWC Carderock Division, Naval Station San Diego, Naval Base Point Loma, Naval Station Norfolk, South Florida Ocean Measurement Facility, NSWC Panama City Division

7. SECURITY REQUIREMENTS

7.1 The contractor facility shall have an area compliant with handling ITAR restricted information as well as ITAR restricted systems.

7.2 The Contractor is responsible for completing all required government mandated training to maintain security and network access to government sites and IT systems.

8. DATA REQUIREMENTS

8.1 Contracting Officer’s Management Report (CDRL A001)

8.1.1 This report shall reflect both prime and subcontractor data if applicable at the same level of detail.

8.1.2 The CDRL shall be delivered electronically, unless otherwise stated, and while contractor’s format is acceptable, Government’s approval is required from the COR.

8.1.3 Labor Rate Tripwire Justification

8.1.3.1 The contractor shall advise the COR and the Contract Specialist, by email, if the pending addition of any individual (Key or non-Key) will be at fully burdened average labor rate (including pass-through and/or target fee) that exceeds the labor tripwire amount.
