This equipment will be used to execute the research and development tasks performed by the NSWCPD modeling and simulation lab, Code 30 distributed heterogeneous simulation lab, Microsoft Windows 10 computer hardware refresh, and cybersecurity lab. The total estimated cost of the hardware including all its other costs on site system is

Requirements described herein represent the Government’s minimum needs as verified by certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition

The authority permitting other than full and open competition is FAR 16.505(b)(2)(i)(B), “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.”

P.R. Number: 1300569058

5. Rationale Justifying Use of Cited Statutory Authority

This procurement is necessary to ensure support of the research and development tasks of the NSWCPD modeling and simulation lab, Code 30 distributed heterogeneous simulation lab, Microsoft Windows 10 computer hardware refresh, and cybersecurity lab.

Utilizing equipment from any brand other than HP would present an issue with IT configuration management and interoperability when connecting to existing infrastructure, due to different specifications from manufacturer to manufacturer. Third party white box systems pose a security risk to underlying classified network(s) systems. We cannot validate that those third party computers contain hardware components and/or software that could be malicious to our network. Security measures are practiced per SECNAV M5510 and DoD 5200.2. The aforementioned hardware was chosen based on the following specifications:

After a competitive procurement process, NASA awarded multiple resellers a contract to supply HP computers and accessories under NASA SEWP V.

6. A determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 5.404(d).

The Contracting Officer will determine whether the cost to the Government for the supplies/ services covered by this Justification and Approval are fair and reasonable, prior to award.

We are also trying to replicate existing systems in the fleet. The brand name provides for the same hardware that is already being used in the fleet systems. We need the ability to test down to hardware such as network interface controllers and hard drive controllers identical to the fleet to support the mission.

- Laptops listed have high color gamut IPS displays without webcams or microphones per DOD rules for classified systems -Workstations and plotters are part of an approved list of equipment that can be installed on the network -NSWCPD currently owns data acquisition equipment that has been configured to the max PCIe slots for the above referenced HP equipment (mechanically and electrically compatible) which has been optimized to work with the requested workstations -Capability for the RAID 0 hard drive to be in a removable/lockable enclosure (CRU type device) which is neccessary to secure classified information -Allows for defective media retention, which complies with DOD regulations

P.R. Number: 1300569058

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 7, NSWCPD Code 0222 has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.

7. Other Facts Supporting the Justification

IAW FAR 5.202(a)(6), this J&A will be posted along with the solicitation.

After adequate market research conducted by the technical branch via online searches, contacting manufacturers, past procurement experiance, and knowledge of the systems due to current ownership of similar and same models; it was concluded that no other manufacturer’s equipment could replace the above referenced items to maintain functionality and interoperability. The components required to operate and manage systems is owned and copyrighted by HP; no other source has access to the required information to be able to provide the required functionality.
