HQ B-2-0022 CONTRACT SUMMARY FOR PAYMENT OFFICE (FIXED PRICE) (FEB 1997)
This entire contract is fixed price.
Section C - Descriptions and Specifications
STATEMENT OF WORK
1.0 BACKGROUND
1.1 As a service to the NSWCPD Philadelphia Command and Environmental offices, the Corrosion, ICCP and Coatings Engineering Branch coordinates the regular testing and evaluation of effluent samples from Navy Yard oil/water separators (OWS). Every month, with occasional exceptions, an NSWCPD industrial support representative draws effluent samples from OWS associated with Navy-operated buildings within the Philadelphia Navy Yard. The industrial support representative then delivers the samples to the Naval Fluids Branch laboratory. The Naval Fluids Branch chemist then contracts a private laboratory to perform environmental tests, and the results are evaluated by c/332 before final delivery to c/1023. The purpose of the testing is to demonstrate command compliance with the City of Philadelphia Wastewater Control Regulation requirements for discharges into the sanitary sewer. NSWCPD demonstrates compliance by invoking selected Environmental Protection Agency (EPA) approved procedures and verifying that effluent discharges are below acceptable limits. NSWCPD requires that a contracted laboratory provide sampling bottles, pick up samples, test as required, and deliver analysis reports in accordance with requirements for cost, schedule and performance in paragraph 2.0 of this document.
1.2 The required laboratory test descriptions are as follows:
a) “Oil and Grease” tests are performed per EPA method 1664A.
b) “Dissolved Metals” tests for mercury are performed per EPA method 245.1; arsenic, cadmium, chromium, copper, lead, nickel, selenium, silver and zinc are performed per EPA method 200.8 (preferred). EPA test methods 200.7 or 200.9 are acceptable alternatives to EPA test method 200.8.
1.3 a) The Navy command requiring contracted services shall be referred to as NSWCPD
b) The private laboratory or other agency performing the contracted services for NSWCPD shall be referred to as the CONTRACTOR.
c) All OWS effluent bottled samples shall be referred to as “bottled samples.”
2.0 DESCRIPTION
2.1 Requirements for Schedule
a) The period of performance of this contract is 1 October 2016 through 30 September 2017.
b) NSWCPD shall contact the CONTRACTOR via read-receipt e-mail once per month when bottled samples are ready to be picked-up and tested. CONTRACTOR shall respond to NSWCPD via email within one business day. The response shall indicate a date and approximate time between the hours of 9:00 am and 3:00 pm that the CONTRACTOR will pick up the bottled samples.
c) CONTRACTOR shall provide to NSWCPD a number of sampling bottles sufficient to support the required testing. The Oil and Grease test, sample bottles provided shall be glass, prepared with either hydrochloric or sulfuric acid. For the Dissolved Metals test sample bottles provided shall be polypropylene (PTFE) or glass prepared with nitric acid.
d) CONTRACTOR shall pick up bottled samples, once per month, from NSWCPD (4700 South Broad Street, Philadelphia, PA 19112) within seven calendar days after CONTRACTOR has been notified by NSWCPD read-receipt email. The delivered email receipt date/time stamp will serve as contractually recognized CONTRACTOR notification.
e) CONTRACTOR shall complete required tests and provide required analysis reports no later than two business weeks after CONTRACTOR picks up bottled samples from
NSWCPD.
2.2 Requirements for Performance
a) CONTRACTOR shall perform an “Oil and Grease” test per EPA method 1664A on each of not more than nine bottled each month for the duration of the contract.
b) CONTRACTOR shall perform a “Dissolved Metals” test on each of not more than nine bottled samples four (4) times per contract year for the duration of the contract.
c) “Dissolved Metals” tests shall be performed for mercury per EPA test method 245.1 and for arsenic, cadmium, chromium, copper, lead, nickel, selenium, silver and zinc per EPA test method 200.8. EPA method 200.8 is the “Dissolved Metals” test for arsenic, cadmium, chromium, copper, lead, nickel, selenium, silver and zinc that is preferred by NSWCPD. EPA test methods 200.7 and 200.9 are considered to be acceptable, alternative “Dissolved Metals” tests for arsenic, cadmium, chromium, copper, lead, nickel, selenium, silver and zinc if EPA test method 200.8 is not available.
d) CONTRACTOR shall demonstrate to NSWCPD that an organizational quality management plan that applies to laboratory practice is periodically maintained and regularly executed.
e) CONTRACTOR shall maintain a Pennsylvania Department of Environmental Protection accreditation in Solid and Chemical Materials (SCM), Trace Metals (TM), and Extractable and Semi-Volatile Organic Compounds, excluding PCBs (SEMI) to perform the required tests throughout the period of performance of this contract. CONTRACTOR shall provide proof of this certification to NSWCPD as part of their proposal and periodically upon request throughout the duration of the contract.
f) CONTRACTOR shall deliver sampling bottles, preserved with the appropriate acid, to NSWCPD. Sample bottles shall be unbroken upon their arrival to NSWCPD. If broken bottles are received, the CONTRACTOR shall replace the broken bottles within 2 business days following notification at no additional cost to NSWCPD.
