SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
PART I
The following changes have been made:
1. Section F- Deliveries or Performance CLIN Structure of this RFP has been revised.
PART II
This amendment provides a list of questions and comments received in response to the solicitation. The questions and comments are provided for all potential offerors to review. Note that questions may have been edited for clarity and duplicative questions may have been combined or deleted. All available, necessary information and any necessary changes to the solicitation resulting from consideration of the below questions and comments have been incorporated into the solicitation in PART I of this Amendment. As a result of this amendment the solicitation is considered to be clear.
Q1: Section B – Supplies or Services and Prices lists CLINs 0001 through 0006. However, Schedule F on page 18 lists CLINs 0001 through 0011. The RFP also states that the minimum of one engine per year is all that is guaranteed by the contract. Furthermore, in Schedule F we see that each year is further broken out to show a CLIN for one engine per year followed by a CLIN to include the additional four engines that may be exercised in that given year. There are certain fixed costs to maintain a fully operational facility with a Radioactive Materials License and the special fixtures and other requirements. If only one engine is awarded in a given year, the cost for the one engine would obviously need to include those facility and licensing costs. Once those operating costs have been recovered for the year, any additional engines awarded in that same year would then be provided at a lower cost. If the offeror is required to provide a fixed price for five engines per year and in reality they may only receive one engine, the facility operational costs may not be covered on a unit price that accounts for five engines. Should Schedule B be amended to reflect this and be more in line with Schedule F?
A1: The CLIN Structure in Section F- Deliveries or Performance has been amended to reflect the correct CLIN Structure as presented in Section B- Supplies or Services and Prices. The solicitation is clear on its face in regards to the contract minimum.
Q2: The Solicitation lists a total of twenty- five engines over a period of performance of five years. It is known that a total of 39 additional engines were identified as affected assets from
Fukushima beyond what has already been processed under a current contract. Does this contract allow for the Navy to include the other 14 engines if they become available?
A2: The Navy does not anticipate any work above and beyond the stated quantities under this contract.
Q3: CLIN 0006 – Technical Data, this CLIN is listed as “Not Separately Priced” Unit – LOT - Therefore it is assumed that a total price is requested for all 25 LM2500 SST GGA included in the solicitation. Each engine requires that a full technical data report be submitted after processing in order for NAVSEA to review and approve the release of the asset back to the Navy. If a lump sum lot price is being requested for this CLIN, how will this be invoiced and paid to the contractor?
A3: The solicitation is clear on its face; CLIN 0006 is not a separately priced line item.
Q4: What Report Format will be used for CLIN 0006?
A4: As stated in Section B, CLIN 0006 will be I/A/W Contract Data Requirements List (CDRL)s attached to the solicitation. In Exhibit A, all CDRLs can be found. Block 4 on the CDRL refers to the Data Acquisition Document Number/Data Item Description which is explained on page 3 of the CDRL. Please note Block 16 of the CDRL for remarks in regards to the DID.
All DIDs listed in Exhibit A for CDRLs A0001, A0002, and A0003 can be searched at the following link: http://quicksearch.dla.mil/
The closing date and time remains unchanged.
