Question 1: What is the target date for the RFP release?

Answer 1: Within the next 60days.

Question 2: The Pre-solicitation notice specifies a 30 day ARO delivery requirement. Industry standards for spares normally meet this requirement, however the building of ruggedized systems that integrate computers, displays, consoles and racks have longer lead times. Will proposing longer delivery times for those items render a bidder as technically unacceptable? Will the government consider a change to this requirement?

Answer 2: Businesses should propose realistic lead times for items in their proposal. The Navy will not change the requirement. How the offers are rated will be included in the solicitation.

Question 3: While LPTA offers a streamlined and simplified source selection approach to procure commercial and non-complex services and supplies, it does not allow the government to trade-off features that represent value for cost. Has the government considered a best value approach that will allow comparison of features that may vary for complex ruggedized systems?

Answer 3: As of now this will be LPTA.

Question 4: How detailed is the technical data package to be included with the solicitation?

Answer 4: The solicitation will explain how businesses are to propose.

Question 5: Does the government intend to include past performance as an element of technically acceptable?

Answer 5: Yes

Question 6: Will other NSWC Divisions, other than NSWC Philadelphia Division, have access to this contract?

Answer 6: No
