1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

Procurement of the following products from the Anritsu Brand.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME

BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF

THE ACQUISITION

The test site utilizes Anritsu items for electronic testing, and the current equipment is approaching obsolescence. Anritsu equipment is proven to be accurate and reliable and are much more sensitive than lower cost options. This sensitivity is critical for testing electronic components for the new BRR-6C buoy, which is to be installed on the CLB Class of submarines. The test site team is familiar with Anritsu equipment, and they would need to spend time learning how to use equipment from any other brands. This would be unacceptable as we have critical delivery dates, and any unnecessary slip could cause us to miss these dates. The components are available through Anritsu’s website or through authorized distributors listed on Anritsu’s website.

If unauthorized distributors were used, they would incur extra costs to the Government and would lead to a counterfeit risk.

3. MARKET SURVEY

Other equipment was researched. The Keysight P9372B was investigated, and it’s frequency range was 300 kHz – 9GHz. The frequency range of 6 GHz – 9GHz is never used by the test team. The Anritsu spectrum analyzer can analyze a frequency range of 5 kHz – 6 GHz. The test site team has determined the 5 kHz – 300 kHz to be part of the frequencies of interest to be studied. Additionally, the Keysight P93728 is not battery operable which is necessary if shipboard testing is required. The HamGeek NanoRFE VNA6000 was investigated, and it did not meet the requirements since it did not contain a spectrum analyzer. Understanding the transmission of radio frequencies of BRR-6() is critical and it is important to conduct Radio Frequency studies such as signal identification and analysis, interference detection, and measuring signal strength and power. Additionally, the HamGeek signal analyzer is not battery operable. After examining these requirements, the Anritsu Spectrum Analyzer MS2036C has been determined to best meet the requirements of the BRR-6() requirements.
