About this file

This document is a Brand Name Justification for Simplified Acquisitions for the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The procurement is for two Rockwell Automation Allen-Bradley ControlLogix 5580 Controllers (Part Number 1756-L85E), each with 40MB user memory, a USB port, 1 gigabit Ethernet port, capability for 300 EtherNet/IP devices, and a 4-character alpha/numeric display. The controllers are needed to refresh technology and improve capabilities for the Compatibility Test Facility (CTF) Test Plant Control Panel system, which designs and tests components for Navy shipboard electrical architectures.

A market survey conducted by C/62 revealed that alternative options from manufacturers like Siemens and Schneider Electric would require significant system modifications and potential increased costs. Rockwell Automation's Allen-Bradley controllers can be sourced through commercial vendors like Kendall Electric and Rodwell International. The procurement is specifically for the NSWCPD NSLC Detachment in Philadelphia, PA, with the brand justification emphasizing the critical need for compatibility with existing hardware and maintaining the CTF program's design and testing capabilities.

2. UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

This procurement is in support of the CTF program that has been established to design and test the necessary components for Navy shipboard electrical architectures. Adequate test facilities are required to qualify new components, certify new designs, and validate integrated hardware and software performance of prototype and production power and propulsion systems for full-scale submarine components, equipment, and integrated power systems.

The distinct advantage of this brand lies in its compatibility with the existing Rockwell Automation Allen-Bradley ControlLogix hardware currently utilized within the TPCP system at CTF. Failure to proceed with this purchase could critically undermine the design and construction of the CTF test site, which is vital for conducting vendor qualification and compatibility testing in alignment with the requirements and timeline of the CTF program.
