About this file
This document is a brand name justification for the procurement of various machine filters for use on profiling machinery by the Naval Foundry and Propeller Center (NFPC). NFPC requires Mahle/Filtration Group OEM filters for ten specific part numbers to ensure maximum reliability and functionality of their profiling machines, which are integral to meeting critical production requirements in support of the Navy's Virginia and Columbia Class programs. Use of off-brand replacement filters in the past resulted in unplanned machine failures that prevented NFPC from meeting the required 70% machine availability. A market survey found only one supplier, Burhani Enterprises, that could provide the OEM filters in response to sources sought notices. The justification was approved by the requisition originator, supervisor, and contracting officer. The estimated value of this procurement is $81,000.

BRAND NAME JUSTIFICATION
Procurement of Various Machine Filters for use on Profiling Machinery
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The Naval Foundry and Propeller Center (NFPC) has commissioned multiple profiling machines in the past few years. These machines require a varying amounts of hydraulic and air filters to keep the machines running in optimal condition. This request comprises of the vendor providing NFPC with the various types of hydraulic and air filters that meet the original equipment manufacturers specifications. The vendor is responsible for supplying and delivering the OEM, Mahle/Filtration Group, filters with no deviation:
Item

9 filter element PI 8430 DRG-60 77681042
10 filter element 852 519 MIC 77687767
This is a brand name justification to procure various filters listed above and the estimated dollar value is at $81,000.00.
2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
NFPC utilizes various machine hydraulic and air filters for their profiling machines.
These machines are an integral part of NFPC’s critical production. NFPC requires machine utilization of at least 70% availability for operation to meet production requirements. This has been determined by NFPC and NAVSEA as the requirement to meet the Columbia Class schedules and deadlines for the Navy. Available for operation means in a state ready to machine components. During preventative, planned and unplanned maintenance, any machine NOT in a state of operation and ready to machine components affects these requirements. Keeping the equipment available for operation is done by developing and managing preventative maintenance (PM) and corrective maintenance (CM) that utilizes both the NFPC maintenance and the Original Equipment Manufacturer (OEM) personnel. Previously in a cost savings measure, NFPC maintenance mechanics used replacement-type-off brand filters and issues have occurred with the off brand replacement filters resulting in erroneous sensor alarm errors and flow resulting in unplanned machine failures thus not meeting the production requirement.
Therefore, NFPC maintenance has requested to go back to the original equipment manufactured filters. Procuring replacement-off-brand filters will likely cause significant impact to not only NFPC’s mission but the Navy’s Virginia, and Columbia Class Programs, and extend to project delays with naval vessel manufacturers.
Procurement of OEM filters listed are needed to ensure maximum reliability and functionality of the profiling machines to meet NFPC’s mission requirements.
3. MARKET SURVEY
A sources sought notice was published on SAM.gov (dated June2023) and GSA (RFQ1644064) to determine the availability of open market sources willing and able to provide the OEM preferred filters. One (1) source, Burhani Enterprises, responded to the GSA sources sought within the specified period of time. Therefore, market research was conducted by obtaining pricing from the OEM machine manufacturer, OEM Filter distributor for the USA, a GSA vendor and previously awarded vendor.
4. ADDITIONAL FACTS
NSWCPD has no plans at this time to compete future contracts for the types of procurement covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
5. APPROVALS:
I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this justification precludes the use of full and open competition.
