About this file

This is a Brand Name Justification Form for Simplified Acquisitions, specifically requesting the procurement of specialized cables for the USS AMERICA's Manual Control Switchboard installation. The Navy requires 7,596 feet of Cable LSMSCU-61 and 2,724 feet of Cable LS2SWU-12, with delivery scheduled to start on 15 OCT 2025 to the NSWC Philadelphia Division. The cables must meet specific technical requirements, including operating in temperatures from -20 to 105 degrees Celsius, withstanding 1000 volts, having a 1.25-inch diameter, meeting MIL SPEC standards M24643/18 and M24643/33, and having been previously shock and vibration tested.

The document details a market survey conducted to validate that Seacoast cable is the only vendor meeting all Navy specifications. Alternative manufacturers like American Wire Group and Philatron Wire and Cable were evaluated but did not fully comply with the required military specifications. The justification emphasizes that changing cable suppliers would necessitate additional shock testing, requiring new engineering support and enclosures, which would increase government costs and resources. The sole source procurement is based on the unique qualifications of the specified cable part numbers and their compliance with stringent Navy technical requirements.

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

This requirement is for the purchase of Manul Control Switchboard cable Part number LSMSCU-61 and LS2SWU-12 to support with Ship Change Document (SCD) 25501 Manual Control switchboard Installation on Board of USS AMERICA. The cable is required for data transmission between interfacing apparatus.

Item 1. Cable LSMSCU-61 QTY 7,596 feet (91,152 Inches) Item 2. Cable LS2SWU-12 QTY 2,724 feet (32,916 Inches)

Material total amount of items to be procured is The material should start delivering on 15 OCT 2025.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

This requirement is for the purchase of Manual Control Switchboard cable Part number LSMSCU-61 and LS2SWU-12. The cable will be used in support of Ship Change Document (SCD) 25501 Manual Control Switchboard on Board of USS AMERICA to connect effected equipment form the ship change document to interface by sending and receiving data.

The selected part numbers are required because it meets the following:

1. The enclosure was shocked and Vibed with these cables.

2. Meet bend Radius of 8 inches which is the same diameter for cable entry on existing cable entry

3. Operates -20 to 105 degree Celsius, ship deploys to hot and cold climates therefor must operate during those temperatures.

4. Voltage rating of 1000 volts, must be able to withstand up to 1000 Volts.

5. Cable Diameter of 1.25 which is the same diameter for cable entry on existing cable entry.

6. Meets MIL SPEC standard for M24643/18 and M24643/33.

Other Brands such as American wire Group and Philatron Wire and Cable make similar cables with similar conductor size but they do not meet NAVY MILS SPEC of M24643/18 and M24643/33 that is required for this project.

M24643/18 is a low-smoke, zero-halogen shipboard cable suitable for watertight and non-flexing service. This Mil-Spec cable features multiple stranded bare copper conductors, Silicone Rubber/Glass Braid/Braid covering insulation, and an LSZH cross-linked Polyolefin jacket.

M24643/33 is low-smoke, zero-halogen shipboard cable. It is suitable for watertight, non-flexing service. This Mil-Spec cable features paired and stranded tinned copper conductors, Cross-Linked Polyethylene (XLPE) insulation, and an LSZH cross-linked Polyolefin (XLPO) jacket

All the requirements were evaluated by C446 system matter experts. Therefore, the system successfully completed shock and vibration testing before the first ship install which was LHA7 on FY22/FY23. Changing the material will require new shock testing to enclosure with new cable, which will require engineering support and new enclosures to test. This will cost the government more money and resources.

3. MARKET SURVEY

Market research was conducted by calling and emailing different vendors to find the cable that is required for installation of local switchboard on board of LHA6 via SCD22501.

Seacoast cable PN LSMSCU-61 and LS2SWU-12 meet all the requirements: conductor size, NAVY MILS SPEC of M24643/18 and MIL SPEC M24643/33.

American Wire Group (AWG) is another company that build cables, the comparable part number to LSMSCU and LS2SWU is AWG PN FR-XLPE. PN FR-XLPE meets voltage requirements and has an outer jacket, but the outer jacket does not meet the NAVY MILS SPEC of M24643/18 and M24643/33. American Wire cable PNFR-XLPE cannot be used on board of US NAVY Ship.

Philatron Wire and Cable is another company that builds cables. The comparable part number to LSMSCU and LS2SWU is PN EVE083CS. Philatron Wire and Cable PN EVE083CS meets the conductor size and number. However, PN EVE083CS does not meet NAVY MILS SPEC of M24643/18 and M24643/33. Therefore, this part number does not meet requirements to be installed onboard of US Navy Ships.
