About this file
This is a Justification and Approval (J&A) document for a sole source procurement by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Naval Sea Systems Command (NAVSEA).
The Navy is awarding a firm-fixed-price contract to Phillips Corporation Federal Division for a Hybrid 5-Axis Computer Numerical Controlled (CNC) Vertical Machining Center with an Additive Hybrid package and associated parts. The equipment includes a 5-axis CNC vertical machining center (UMC-1250SS), additive hybrid package (HYB-LMD1200), M-code outputs, auxiliary coolant filter, machine anchoring kit, chip conveyor, chip strainer, spindle air blast, spindle coolant, mounting rack, coolant tank oil skimmer, laser alignment system, training courses (4-day courses in CNC operation and start-up services), CAD/CAM software, and software licenses. The total estimated dollar value is not explicitly stated, but the anticipated completion date is ten weeks from the award date, with FY24 SCN funding. The procurement is justified under 41 U.S.C. 1901(e)(2) as a simplified procedure for commercial products and services due to sole source availability. Phillips Corporation is identified as the sole distributor of Haas additive manufacturing equipment manufactured by Haas Automation, Inc., and is the only source capable of providing equipment with the unique hybrid capabilities combining Laser Wire Directed Energy Deposition and precision machining required for the NSWCPD ADAPT.VE Lab. Market research was conducted through a Sources Sought Notice posted November 19, 2025, with a closure date of December 4, 2025, which yielded four responses. All competing vendors (Simple Connect LLC, Machine Tools USA Inc., Next Industries Inc., and FANUC America Corp) were determined technically incapable, as they either offered non-comparable equipment or lacked additive manufacturing capabilities integrated with the shipboard-validated CNC system. The Contracting Officer, Shawn Waters, approved the justification on March 3, 2026, and determined the anticipated costs to be fair and reasonable.

J&A No. 0233-26-142-00
FANUC
America Corp
1LA91 No No
The equipment being offered is not the same as shipboard operating, which is a requirement of this contract. There is no AM addition to the machine in their statement. There is no reason to procure this equipment for the NSWCPD lab, as it would not validate anything for the HAAS machine used on the shipboard.
7. Determination of Fair and Reasonable Costs.
The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Competition.
For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies and services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
NSWCPD will revisit shipboard fielding / installation schedules and the market periodically, to evaluate whether any other vendors can provide similar or improved solutions for NSWCPD Laboratory needs.
