Budgeted funds will include FY25 Other Procurement, Navy funding. The total estimated dollar value of the proposed acquisition is The costs above are based upon the above quantities. The anticipated completion date is six (6) months from the date of the award. The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition.

41 U.S.C. 1901(e)(2), sole source (including brand-name) acquisition under the authority of Simplified Procedures for Certain Commercial Products and Commercial Services.

5. Rationale Justifying Use of Cited Statutory Authority.

National Instruments is the only responsible source, and no other supplies will satisfy agency requirements based on unique characteristics that are essential to the Government. The specified equipment has characteristics and specifications that are unique and cannot be identified in similar equipment offered by competitors. This procurement of National Instruments branded hardware and equipment is necessary to provide a data acquisition system for the FFG62 Land Based Test Site (LBTS) which will collect electrical signals for current, voltage and accelerometer (vibration) measurements. For the reasons set forth below, only the equipment produced by National Instruments will meet the Navy’s needs. As such, competition will be limited to only authorized dealers of their equipment.

The unique characteristics of the National Instruments hardware are as follows, which provide the rationale for the use of the statutory authority cited herein:

1. The standing National Instrument software used in the FFG62 DAS is approved by the

Technical Warrant Holder for Machinery Integration, SEA 05Z11, as per NAVSEA INST 09094.5B section 7.a

2. The components meet the various acquisition rates as required per requirements of NAVSEA

INST 09094.5B PERFORMANCE & SPECIAL TRAILS.

3. The FFG62 DAS utilizes National Instruments Software (LabVIEW) for data acquisition and there is no interoperability between alternate manufactures.

4. There are no competing brands for analog to digital equipment or industrial networking technology directly compatible with DAS software.

a. Hardware needs to be able to communicate with the Labview Software Suite to ensure integration with existing software, where other hardware manufactures cannot meet this requirement.

5. Procuring the National Instruments brand-name data acquisition system processing hardware and associated equipment is essential to the requirements of the FFG62 LBTS data acquisition system. The system has the following requirements not supported by alternative manufacturers:

a. Hardware shall support the higher collection rate of 250 kHz.

b. Hardware shall support expanding test site channel list (1000 channels with the ability to increase to 2000 channels).

c. Hardware shall support the multiple Node Architecture along with synchronization between nodes to allow for expansion upon growth of the test site.

d. Hardware shall support the ability to produce Mean, Max, and Min data at a lower 10

Hz rate.

6. Utilizing another vendor’s hardware and subsequent software would require a complete system overhaul and additional software development.

7. Using an alternate brand would have a critical impact on the ability to design and build the FFG62 LBTS DAS within the proposed test site construction schedule. The test site will conduct vendor qualification and compatibility testing in accordance with the requirements of the FFG62 program and its published schedule.

a. Hardware platform allows for hardware customization and flexibility during testing that other brands cannot offer.

b. Hardware platform is designed to perform in the extreme conditions that exist at other test sites.

8. A prototype system, previously procured under contract N6449823P5321, using identical equipment from National Instruments, has been successfully tested with its capabilities documented, and approval has been given to commence with full design and development.

This procurement encompasses the remainder of the components for the FFG62 DAS Analog to Digital electronic equipment.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Market research was conducted evaluating potential vendors including Testmart, TestForce, and Ideal System Solutions. All of these vendors provide hardware solutions from the OEM, National Instruments, which would satisfy our technical requirements. On 22 November 2024, an RFI was conducted. Two technically acceptable responses were received from Testmart and New Tech, indicating there will be significant competition for this brand name purchase.

Additional market research was conducted on 01 February 2025 into other potential brands that specialize in similar equipment needed for this procurement. Dewetron hardware products could not support the higher channel count of the system. Another vendor, Dewesoft Company, has a line of similar products, but fails to meet our technical requirements, in particular the 250 KHz collection rate.

7. Determination of Fair and Reasonable Costs.

The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this justification will be fair and reasonable.

8. Actions to Remove Barriers to Competition.

For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
