JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Philadelphia Division
(NSWCPD), Code 0231.
2. Description of Action Being Approved
Award of a firm-fixed-price (FFP) contract on a sole source basis to Canadian Commercial
Corporation on behalf of its 100% subcontractor RTDS Technologies, Inc. for NovaCor Real-
Time (RT) Simulator Chassis.
3. Description of the Supplies or Services
The planned acquisition will consist of three (3) NovaCor Real-Time (RT) Simulator Chassis with ten (10) processing cores enabled. The chassis will be housed in two cubicles that contain the required power supplies, fans, mounting rails and I/O interfaces. One of each I/O cards will be procured for mounting inside of the cubicles:
- 12 channel analog input card
- 12 channel analog output card
- 64 channel digital input card
- 64 channel digital output card
Additionally, the following communication equipment is included for external communication and RT chassis synchronization:
- 1 x GTNET Chassis
- 1 x GTNET X2 card with SKT firmware and an additional firmware to be chosen after or during commissioning
- 1 x additional firmware installation onto a GTNET X2 card
- 1 x Global Bus Hub (GBH) for RT chassis synchronization

An unlimited site license for RSCAD software is included in addition to the hardware. This software is required to run RT models on the above hardware, and includes the RSCAD GUI, compilers and component libraries. The unlimited license does not require future costs and covers updates to future versions of the software to maintain model compatibility.
Shipping, RTDS factory testing, as well as a 5-day installation are included in the procurement cost. Additionally, a commissioning and training course at NSWCPD is included in the procurement at no cost.
The total estimated dollar value of this procurement is $590,850 which will be funded with FY20
RDT&E funds. The delivery shall be within three (3) months after receipt of award. The
Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Sources and Services Will
Satisfy Agency Requirements, as implemented by Federal Acquisition Regulation (FAR)
Subpart 6.302-1.
5. Rationale Justifying Use of Cited Statutory Authority
The Office of Naval Research (ONR 33) and Electric Ship Office (PMS 320) have invested heavily into the development of Real-Time (RT) Modeling & Simulation (M&S) of shipboard power system components and architectures, across several external institutions, , and has produced many successfully Verified and Validated (V&V) RT models, utilizing the RTDS brand of RT simulators.
RTDS’ proprietary Real-Time (RT) hardware and software are Commercial Off-the-Shelf (COTS) products developed at the expense of RTDS. Models created and subsequently delivered to NSWCPD and
PMS 320, were created in RTDS’s RSCAD simulation environment. These models will only execute on RTDS hardware (i.e. processors, I/O, communication and synchronization hardware);
therefore, an alternative to direct receipt and utilization of these models does not exist.

RTDS equipment at NSWCPD is essential and will save significant model conversion costs to the Division, while avoiding unacceptable program delays.
The proposed procurement does not limit NSWCPD’s abilities to continue pursuing other model conversion techniques or use of other vendor’s equipment for RT simulation.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A Sources Sought of the procurement was posted to beta.sam.gov on 21 May 2020 as required by FAR 5.201(b)(1). While one response was received from , it was determined is unable to supply the required hardware/software as discussed in section 3 due to the fact that they do not support the real-time simulation of
RSCAD models, as it is RTDS hardware-specific. NSWCPD currently has real-time simulators that have worked well for many purposes; however, this procurement will address the gaps listed in section 5 and is intended to reduce third-party contracting labor and time and shift more of that work in-house. A letter explaining the preceding rationale was issued to on
16 October 2020. OPAL confirmed receipt of the letter the same day and also agreed to the
Government’s rationale that cannot run RSCAD models. Additionally, a pre-solicitation notice synopsizing this procurement was posted via beta.sam.gov on 9 October 2020 with a subsequent close date to the synopsis of 22 October 2020. As of the date of closing, no responses have been received. At this time, there are no additional interested sources capable of fulfilling the Government’s minimum need. No additional market research was conducted because it is not practicable, for the reasons discussed in section 5, for any other contractor than
RTDS Technologies, Inc. to provide the required supplies.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable. The contractor will submit a formal price quote and sufficient information to support the accuracy and reliability of the estimate. The contractor’s quote will be reviewed by experienced technical analysts and contract specialists with the aid of field pricing support if necessary. Similar quantities of this requirement have been purchased from other government agencies and cost/pricing information was received on those past procurements. This information should be sufficient to support the fair and reasonable cost determination of this procurement.
8. Actions to Remove Barriers to Competition
All future procurements for the listed items in section 3 will be monitored to ensure that RTDS, Inc. is still the only company that can satisfy the agency requirements. NSWCPD will continue to monitor the marketplace and identify potential sources of the supplies identified in this
Justification. Any sources discovered that can potentially satisfy this specific procurement will be taken into account for any future requirements.
