About this file
This file is a Questions and Answers document for federal contract solicitation N6426726R3002, a Follow-On Administrative Support Services task order under the SeaPort-NxG Multiple Award Contract (MAC) issued by the Department of the Navy Naval Sea Systems Command. The Q&A document, updated as of March 25, 2026, provides clarifications on proposal submission requirements, formatting specifications, and contract terms in response to 36 industry questions.
Key clarifications include: Key personnel are not required for this solicitation, though the contract will include a substitution of key personnel clause. The contract type is Cost-Plus-Fixed-Fee (CPFF) Level-of-Effort (LOE), with an estimated award date of May 28, 2026, and transition beginning at award for 30 calendar days. All proposal text must be formatted in 12-point Times New Roman font (including headers and footers), with call-out boxes and tables permitted at 9-point font as graphics; no hyperlinks (internal or external) are allowed, and all PDF files must be searchable. Proposals must be organized into separate volumes with specific page limits: Element A Technical Approach receives 20 pages, Element B Management Approach receives 10 pages, and Element C Personnel Approach has no page limit. Past performance responses require three references within the last five years demonstrating relevant experience. Government-provided Attachment documents contain hour discrepancies for the Secretary III (Orlando, FL) and Program Manager II positions that will be corrected in Amendment 0001. This task order is limited to active SeaPort-NxG MAC Prime holders and is set aside for SBA-certified 8(a) program participants.

Can the gov't clarify if Key personnel are required or not?

Question 10: N6426726R3002, SF 33, p. 10 and Section L, pgs. 8 & 9: In the instructions for Element A Technical Approach, offerors are required to address C.5.2.7, which is Transition. Offerors are also instructed to address a "detailed plan of action .... to fully assume responsibilities within 30 days" within Element B Management. To eliminate redundancy, is it permissible for offerors to fully address transition in Element A and refer back to this section in Element B?
Answer 10: See Solicitation N6426726R3002, Attachment 23, SeaPort Section L, Paragraph 3.0, “Offeror shall organize its proposal and include all proposal content exactly as described herein.”
Question 11: N6426726R3002, Attach. 9: Will the Government confirm that Program Manager on the Past Performance Reference Form is intended to the Government Program Manager?
Answer 11: Yes.
Question 12: SF33_Solicitation_N6426726R3002; pg. 2 of 52; section A.6 states " The Government has not designated key personnel for the labor category positions associated with this Solicitation / Task Order." However, SF33_Solicitation_N6426726R3002; pg. 12 of 52; section C-237-H002 states, "Substitution of Key Personnel." Since Key Personnel are not required, will the Government please remove section C-237-H002 from the solicitation?
Answer 12: No.
Question 13: SF33_Solicitation_N6426726R3002; pg. 2 of 52; Section A.2 states, "2. The Government contemplates award of a Cost-Plus-Fixed-Fee (CPFF) Level-of-Effort (LOE) Task Order resulting from this Solicitation." However, Section L; pg. 1 of 15; Section L, states "52.216-1 TYPE OF CONTRACT (APR 1984) - The Government contemplates award of a cost-plus-fix-fee (CPFF) contract resulting from this solicitation." Will the Government please clarify if the awarded contract will be a CPFF or CPFF LOE?
Answer 13: Amendment 0001 is forthcoming. CPFF LOE.
Question 14: N6426726R3002, Section L; pg. 4 of 15; Section L-211-H001 states "L-211-H001 UPDATES TO PERIOD OF PERFORMANCE AND DELIVERY DATES (NAVSEA) (JUN 2022) For proposal purposes the estimated date of contract, task order, or delivery order award is 05/28/2026." Will the Government please clarify the delivery order award date of 05/28/2026, as the Base Year PoP also starts May 28, 2026. Are we to assume that transition begins on May 28, 2026, and concludes 30 calendar days later?
Answer 14: Per Section L-211-H001 and Section F-CLIN 6000, Period of Performance begins 05/28/2026; and Section C, Paragraph 5.2.7, “…phase-in support shall begin at award for 30 calendar days.”
Question 15: N6426726R3002, Section L; pg. 11 of 15; 3.3.3 Cost Proposal Narrative; Direct labor rates states "Offeror and cost reimbursement subcontractors shall describe the basis of estimate for each direct labor rate proposed and provide substantiating information that fully corroborates each direct labor rate proposed." Will the Government clarify if pointing to the Wage Determination for BOE of a direct labor rate for the SCA labor categories is providing enough substantiating information for the Government? If it does not, will the Government please elaborate on what additional information the Government is requesting/requiring to see?
Answer 15: The Government has outlined specific requirements for substantiating direct labor rates. While referencing the wage determination may provide as a partial basis for estimating direct labor rates, it is unlikely to fully meet the Government's requirements for substantiating information. The solicitation explicitly requires additional substantiating information to fully corroborate each proposed rate.
Question 16: Will the Government allow offerors to add minimum hours to capture Management Support costs within a labor category for Financial Analyst?
Answer 16: The labor categories and associated hours are defined in the Attachment 01-LOE
Question 17: Attachment_01_LOE_N6426726R3002 shows "SCA - Regular - Government Site; 01313 - Secretary III (Administrative Assistant) Orlando FL, with a total of 9,560 and 1,1912 hours per yr, and Non-SCA - Regular - Contractor Site; MANP2 - Program Manager II with total hours of 4,780 and 956 hrs. per yr. of this contract." However, Attachment_02_Personnel_Qualifications_N6425726R3002 shows "01313 - Secretary III (Administrative Assistant), Orlando, FL with 4,780 hrs. and MANP2 - Program Manager II (Non-SCA), Contractor Site, with a total of 9,760 hrs."It looks as though the hours for the Secretary III, Orlando, FL, location, and MANP2 - Program Manager II were transposed. Will the Government please provide clarity to the hour discrepancies and update the applicable solicitation documents
Answer 17: Amendment 0001 is forthcoming. Attachment 02-Personnel Qualification will be updated.
Question 18: Attachment_12_GFP_N6426726R3002 shows a total of 12 laptops the Government will provide. Will the Government also be providing laptops for the remaining staff?
Answer 18: The Government will provide laptops for filled positions.
Question 19: N6426726R3002, Section L; pg. 9: Section L states, "Note: .... Nevertheless, in the Staffing Plan narrative, Offeror may describe actions it has taken to mitigate the impact of these risks to the Government." Will the Government confirm Offerors may provide the staffing Plan Narrative within Volume I Element C - Personnel Approach and there is no page limit?
Answer 19: See Solicitation N6426726R3002, Attachment 23, SeaPort Section L, Paragraph 3.0, Element C: Personnel Approach there is no page limit, which includes Staffing Plan.
Question 20: File Submission Format: One File Per Volume vs. Multiple Files
Reference: Solicitation N6426726R3002, Attachment 23 (Section L), Page 8 of 15, Paragraph 2.5 (File Naming Convention)
Section 2.5 provides file naming examples that appear to suggest individual files per document (e.g., separate files for Technical Approach and Key Personnel Resumes within Volume I). May an Offeror submit each proposal volume as a single consolidated PDF file (e.g.,CompanyName_Volume_I_Technical.pdf containing Element A, Element B, and all Element C content)? Or does the Government require each element and document within a volume to be uploaded as a separate file in the PIEE Solicitation Module?
Answer 20: See Solicitation N6426726R3002, Attachment 23, SeaPort Section L, Paragraph 3.0 “Offeror shall organize its proposal into separate volumes …”
Question 21: Reference: Solicitation N6426726R3002, Attachment 23 (Section L), Page 4 of 15, Paragraph 3.1.2 (Element B — Management Approach) and Proposal Organization Table (Page 3 of 15, Paragraph 3.0)
Question: Element B — Management Approach requires Offerors to address eight distinct areas including overall management approach, organizational chart, communications plan, quality control process, cost monitoring approach, risk management approach, subcontractor management, and a detailed 30-day transition plan with measurable milestones. The Proposal Organization Table allocates 10 pages to Element B. Element A — Technical Approach, which requires discussion of four specific SOW paragraphs, is allocated 20 pages.
Given the breadth and specificity of the eight requirements in Element B , particularly the requirement for a detailed transition plan with measurable milestones addressing hiring, onboarding, and training , does the 10-page limit for Element B apply to the Management Approach content only, with the transition plan excluded from that page count? Or does the 10-page limit encompass all Element B content including the transition plan?
Answer 21: See Solicitation N6426726R3002, Attachment 23, SeaPort Section L, Paragraph 3.0, “Offeror shall organize its proposal and include all proposal content exactly as described herein.”
Question 22: Will the Government permit offerors to utilize the format in Attachment 09 and include all past performance references in Volume II?

OR, should the approach be written as the new contractor coming into and taking over the contract?
Answer 25: See Solicitation N6426726R3002, Section C, SOW, Paragraph 5.2.7 “… other than the incumbent Contractor, phase-in support shall begin at award for 30 calendar days,” “ ... Contractor shall provide a transition out plan IAW CDRL A008, for phase-out support,” and Attachment 23, SeaPort Section L, Paragraph 3.1.1, “Offeror shall describe its specific understanding, capability, experience, and technical approach.”

However, the Technical Volume instructions (L.3.1.1) specify four SOW paragraphs (5.2.1.1, 5.2.1.2, 5.2.7, 5.2.1.10) requiring response. Will the Government clarify if it's your intent for past performance responses to address all RFP SOW Performance Requirement areas or only the four specified for the Technical Approach?

Specifically, should Offerors provide signed LOIs for every named individual listed (including non-key personnel), in accordance with the requirement to identify named contingent hires and include salary and uncompensated work details?
Answer 32: See Solicitation N6426726R3002, Attachment 23, SeaPort Section L, Paragraph 3.1.3 “Offeror shall submit a current “letter of intent” (with salary information redacted) with all resumes supplied for contingent key personnel hires.”
Question 33: Would the Government please consider extending the proposal due date to allow sufficient time for Offerors to receive responses to submitted questions and incorporate any necessary updates into their proposals? An extension would help ensure that all Offerors can provide complete and fully compliant submissions based on the Government’s clarifications.
