About this file

This is a Brand Name/Sole Source Justification form for federal procurement submitted by Corona Division under the Simple Acquisition Threshold (SAT) authority. The justification authorizes procurement of specialized biosafety laboratory equipment from ESCO Technologies without full and open competition.

The procurement encompasses one G4 LABCULTURE Gen 4 Class II Type B2 Biosafety Cabinet (Model LB2-6B9-C) with customized specifications including separate power lines rated at 15 amps maximum for combined outlets and an etched tray NSF downflow grid, along with a complementary 6-foot adjustable-height stand (Model STA-6A0) and numerous accessory items. Additional components include a PLASTEC P30-4/3/60 B2 exhaust blower, a 3.0 HP variable frequency drive (VFD D30020), exhaust guard with bird screen, 316 stainless steel support stand, flexible PVC reducers, tray grid upcharge, IUID label, gauge block, probe holder, and TSI velocity meter Model 9535. All items are sourced exclusively from ESCO Technologies. The justification cites FAR 13.106-1(b)(ii) regarding procurement of particular brand-name items. The contracting officer's certification, digitally signed by James Ladaniel Blakely on June 8, 2026, confirms that completing this purchase as a brand name/sole source is in the Government's best interest, with notation that Corona Division has no current plans to compete future contracts for these supplies unless another potential source emerges.
