About this file

This is a Justification and Approval (J&A) document for other than full and open competition issued by the Naval Surface Warfare Center, Corona Division.

The document authorizes a sole-source award of a firm-fixed price purchase order to Allegheny Machine Tool for two DN Solutions Mynx 6500 Vertical Machining Centers. These critical equipment items are required for munitions production at the Allegany Ballistics Laboratory (ABL) in Rocket Center, West Virginia, in support of the Department of War's urgent need to accelerate key munitions production under the Munitions Acceleration Council (MAC) effort. The acquisition is conducted under 41 U.S.C. § 1901 and FAR 12.201-1 (simplified procedures), with competition restricted under FAR 12.102(b) based on there being only one responsible source. Allegheny Machine Tool is identified as the exclusive distributor of DN Solutions equipment in West Virginia. A Sources Sought Notice posted on SAM.gov from May 18, 2026 to June 2, 2026 identified three interested vendors, but none met the Statement of Work requirements and were deemed not technically capable. The justification emphasizes that procuring alternative equipment would result in unacceptable delays of six to eight months due to software incompatibility, operator training requirements, and tooling standardization issues specific to the existing Mynx 6500 fleet at ABL. The Contracting Officer has determined the anticipated cost to be fair and reasonable, and Corona Division currently has no plans to compete future contracts for similar supplies unless another potential source emerges.
