About this file

This is a Draft Purchase Description for Standard Gas Mixtures and Cylinders for the Naval Surface Warfare Center (NSWC), Corona Division. The document outlines requirements for acquiring seven specialty gas mixtures with specific molecular compositions, including hydrogen, oxygen, helium, and nitrogen, with a blend pre-tolerance of ± 2%. The contract also calls for 28 high-pressure aluminum cylinders meeting Department of Transport (DOT) Specifications 3AL-2216, with an internal volume of 0.208 ft³, water capacity of 12.98 lb, and pressure capacity of approximately 30 cubic feet when filled to 2000 psig.

The gas mixtures are intended to support Navy Calibration Labs' calibration standard test equipment. Vendors must provide a certificate of analysis for each gas mixture, stating certified concentration and analytical uncertainty, with nitrogen balance components exempt from analysis. The cylinders must be labeled to indicate their contents. This pre-solicitation seeks potential sources capable of providing these specialized gas mixtures and cylinders, with interested parties invited to submit a capability statement including company details, business size, estimated unit pricing, lead times, and commentary on the draft purchase description.

3. REQUIREMENTS

Naval Surface Warfare Center (NSWC), Corona Division, Measurement Science

Department, Code MS35, requires the acquisition of the below listed Standard Gas

Mixtures and Cylinders.

NSWC Corona Division has a requirement to support the Navy Calibration Labs with calibration standard test equipment.

In order to meet the requirements, the equipment listed in the specifications is required.

Contract requirements include the purchase of seven specialty gas mixtures, with requested quantities of each gas mixture listed below. Blend pre-tolerance of each component not to exceed relative value of ± 2%

Vendor must provide certificate of analysis with the specialty gas mixture which states certified concentration and analytical uncertainty of the mixture components.

Nitrogen balance component in the gas mixture will not require analysis.

Contract requirements include the purchase of 28 high-pressure aluminum cylinders to be filled with the requested specialty gas mixtures. Cylinders specifications included as references, but similar sized cylinders are acceptable. Cylinders must also be labeled to state its contents.
