About this file
This document is a Calibration Standard Specification (CSS) procurement package for a Power Range Calibrator for the Department of the Navy Metrology and Calibration Program. The calibrator is intended for use in testing and calibrating power meters found in the Navy's inventory. The key requirements include operating at 115 VAC, 50-60 Hz, with a temperature range of 60-85°F and humidity of 20-60%. The calibrator must be able to output voltages corresponding to power meter readings from 3W to 100mW, with an accuracy of 0.12% or better. It must include cables and adapters compatible with specified power meter models. The calibrator can have its own display or use an external voltage source, and must be adjustable during calibration. Accessories such as mounting hardware are also required depending on the unit's size. This CSS supports the related federal contract opportunity N6426724R0003 for Power Range Calibrators.

1.0 Scope
1.1 General
This document specifies the minimum requirements for a Power Meter Calibrator for the Calibration Standards Specification (CSS). The Power Meter Calibrator will be used to test range accuracy and the zero set of power meters found in the Navy inventory. The Power Meter Calibrator may be of a commercial design or a modified commercial design.
1.2 Usage
The requirements of this CSS are tailored to the intended use of the equipment. The Power Meter Calibrator covered by this CSS is intended for calibration of testing equipment in controlled environments in which Naval test equipment is operated. The Power Meter Calibrator will be used by civilian and uniformed Navy personnel in shore-based laboratories, land vehicles and sea vehicles.
2.0 Requirements
2.1 Electrical Power Source
The Power Meter Calibrator shall operate at a nominal value of 115 VAC and 50-60 Hz.
2.2 Environmental Requirements
The temperature ranges and humidity limits for both the operating and non-operating conditions are as follows. The Power Meter Calibrator shall be able to perform at its specified requirements at a temperature between 60 and 85 degrees Fahrenheit. The Power Meter Calibrator shall be able to perform at its specified requirements when the relative humidity is 20 to 60 percent.
2.3 Warm-Up
The Power Meter Calibrator shall comply with the specified performance requirements after a warm up time not exceeding 60 minutes.
2.4 Material
The Power Meter Calibrator shall be made of materials that are durable and capable of withstanding corrosion due to the environment in which it will be; this includes, but is not limited to, controlled temperature laboratories and naval vessels. The material should also be low maintenance and require little to no cleaning of the system.
2.5 Dimensions
The Power Meter Calibrator shall be no larger than 3½ in. high x 8 in. wide x 10 in. deep. The weight shall be no more than 10 lb.

2.6 Markings
Every switch and port should be clearly marked on the Power Meter Calibrator, displaying either the measurement values or the function. Additionally, the Power Meter Calibrator shall be marked with the manufacture name, manufacture model number and serial number in a spot that is easily accessible.
2.7 Range, Accuracy, and Zeroing
The Power Meter Calibrator shall be able to output voltages that correspond to a power meter reading from 3 µW to 100 mW, with no less than eight different points of measurement. Alternatively, output voltages and points of measurement in this range can be achieved with an external voltage source.
The accuracy of the Power Meter Calibrator shall be less than or equal to ±0.12% for measuring ranges and verifying the zero set. Alternatively, if this accuracy cannot be achieved and an external voltage source is used, the Power Meter Calibrator shall transfer measurement uncertainty to that external source. The measurement uncertainty of the Power Meter Calibrator in this external mode should be negligible or less than ±0.02%.
2.8 Connectors
The Power Meter Calibrator must include appropriate cables and adapters for use with its workload in the following table:

2.9 Display
The display can either be present on the Power Meter Calibrator, an external voltage source, or a combination of the two. It should clearly show the applied voltage (Volts) or power (Watts or dBm) via a digital display or preset markings via switches or a rotary knob. There shall also be a clear indication whether the device is outputting or in standby.
2.10 Adjustments
The Power Meter Calibrator shall be adjustable to ensure the output of the unit can be brought into specification during calibration. The adjustment mechanism shall be such that it can be locked or is inaccessible when not being calibrated.
3.0 Accessories
3.1 General
The Power Meter Calibrator shall be equipped with all accessories, cables, and adapters necessary in order to connect to the workload in table 1 and with any required external voltage source.
3.2 Mounting Accessories
For a Power Meter Calibrator that is larger than 2½ in. high x 2½ in. wide x 5 in. deep, it shall include brackets or other mounting accessories for rack or bench mounting.
