The SOW details the requirement for seven linear bar waist-high turnstiles that are Americans with Disabilities Act (ADA) and LENEL security system compliant. The turnstiles are needed to secure the building's primary entrances and provide controlled access. The SOW covers the contractor's responsibilities for providing, installing, testing, and training on the turnstile system. It also outlines the process for removing the existing turnstiles and disposing of them. Key requirements include completing the installation in two phases to maintain building access, adhering to OSHA safety standards, and being located within 50 miles of the Washington Navy Yard. The estimated period of performance is 2-6 months.

STATEMENT OF
WORK/PERFORMANCE WORK
STATEMENT
NAVSEA HEADQUARTERS
Purchase and installation of turnstiles for Building 201, Washington Navy Yard, D.C.
1. INTRODUCTION
1.1 Naval Sea Systems Command (NAVSEA) Headquarters requires new Security Access Control System (ACS) to secure building 201 which is a Level One restricted area. The facility houses multiple organizations with hundreds of employees requiring daily access to the facility.
An ACS is required to verify an individual’s authorized access and prevent unauthorized personnel from entering.
2. BACKGROUND
2.1 Washington Navy Yard (WNY) building 201 currently has four linear bar turnstiles, LENEL compatible, on the alleyway entrance. Currently installed turnstiles are over 20 years old and are prone to non-operational issues due to age. Many parts are no longer manufactured, and the turnstiles cannot be refitted and are unsustainable at this stage.
2.2 Replacement turnstiles are required to provide critical identification and security of personnel entering the building. Security access is accomplished by utilizing card readers on the turnstiles, which are compatible with the LENEL security system used by NAVSEA.
additionally, COMNAVSEA has instructed SEA00P to bring online the Riverside entrance as an additional entry way into building 201.
2.3 To accomplish this, the task requires a total of seven Linear Bar Turnstiles, compatible with LENEL and in compliance with the Americans with Disabilities Act (ADA), four at the Alleyway (North) entrance in building 201 and three at the riverside (South) entrance of building 201.
2.4 A connection to the Security Guard desk and manual override selectors for safety are required. LENEL is a part of the Advanced Entry Control System (AECS) used as a program of record for all NAVSEA facilities on the WNY installation.
