About this file

This document is a Statement of Work (SOW) for a scientific investigation of high-powered vortex beam modeling and analysis. The key objectives are to develop theoretical and computational models, construct nonlinear multiple phase screen simulation software, simulate Laguerre-Gaussian vortex beams through atmospheric turbulence, generate analytic perturbative studies of thermal blooming, and compare simulation results between the University of North Carolina at Charlotte (UNCC) and the Naval Surface Warfare Center (NSWC) Corona Division. The Government will provide UNCC with unclassified data from analytical and computational modeling developed at NSWC Corona Division. The period of performance is required to be completed by December 30, 2024, with the place of performance at UNCC. The Government will inspect and accept the deliverables, which include scientific and technical reports.

The related federal contract opportunity is a pre-solicitation for "Scientific Investigations of Light" with Solicitation Number N6426724Q0270. The Naval Surface Warfare Center, Corona Division, intends to use other than full and open competition to award a sole source Firm Fixed Price (FFP) contract to the University of North Carolina at Charlotte. Interested parties are invited to submit a response by the response due date provided in the Sam posting.

STATEMENT OF WORK

Scientific Investigation of High Power Structured Light

1. INTRODUCTION

2. BACKGROUND

3. SCOPE

4. APPLICABLE DOCUMENTS

Naval Surface Warfare Center (NSWC), Corona Division, Measurement Science & Engineering Department, Metrology Research & Advancement Branch, Code MS36, requires the development of high powered vortex beam modeling and analysis.

In the high power regime, the DoD community has largely focused on continuous wave and pulsed Gaussian beams for atmospheric propagation. Consequently, laser weapon systems predominantly generate and use such lasers. The effects of the atmosphere on such beams has been studied for decades, but still presents challenges that significantly affect system performance. As such, there is significant value in investigating both alternative theoretical and computational models as well as alternative laser sources and related enabling technology. Broadly, high-powered vortex beams will be the subject of this work.

This project will provide multiple items that improve understanding of high power structured light propagation. Focus will be placed on the development of theoretical and computational models that allow for parametric studies to be exercised, and which complement experimental studies. In particular, the construction of nonlinear multiple phase screen simulation software and resulting simulations of Laguerre-Gaussian beams at high power through atmospheric turbulence. Moreover, analytic perturbative studies of thermal blooming of Laguerre-Gauss vortex beams in air will be generated.

Lastly, comparison of different simulation results from both organizations.
