About this file

This document is a justification and approval (J&A) for a sole source procurement of dead weight piston gauges from Fluke Electronics Corporation. The Navy requires subsequent calibration support for pressure measuring instruments used on fleet weapons platforms and support equipment with accuracy of 0.1% and pressure up to 10,000 psi. The current Ruska 2400 series pressure gauges and ancillary equipment are only compatible with the Fluke STE-PG7000 system. A sources sought notice from February to March 2023 yielded only one response from Fluke, who confirmed they have no authorized resellers. As replacing the ancillary equipment would require multiple procurements and technical data packages, it would cause unacceptable delays affecting operational readiness. The contracting officer determined fair pricing based on past procurements from Fluke. The approval official certified the J&A meets requirements and no plans exist to compete future requirements due to the specific needs.

subsequent calibration support for the lower accuracy (≥ 0.1 %) and lower pressure (≤ 10,000 psi) pressure measuring instruments (pressure transducers, pressure gauges, pressure switches) used in the fleet weapons platforms and their support equipment.

Loss of the DPG primary pressure calibration systems ability to support the higher accuracy fleet pressure calibrators and high pressure measuring instrumentation would negatively affect the fleet’s ability to continue providing organic pressure calibration support, thus affecting operational readiness.

The Ruska 2400 Series DPGs also require a number of ancillary parts in order to operate as a working system to perform the required calibration support. None of the current ancillary equipment is compatible with any system other than the Fluke ADPG STE-PG7000. The estimated value of the ancillary equipment is estimated to be or of the estimated purchase price of material covered by this Justification and Approval.

Thus, if the Government were to procure any other unit than the Fluke STE-PG7000, the Government anticipates an additional cost of to replace the ancillary equipment, which is not expected to be recovered through competition. In addition, replacement of the ancillary equipment would require multiple procurements and each of the procurements would require individual Technical Data Packages (TDP) and contracts. In addition to the delay associated with generating each TDP and contract, each procurement would also have varying manufacturing lead times and delivery schedules. The combination of the foregoing factors would result in unacceptable delays in fulfilling the agency’s requirements, which would compound the negative affect on operational readiness as noted above.

6. Description of Efforts Made to Solicit Offers from as Many Offeror’s as Practicable

Per DFARS PGI 206.302-1(d), a Sources Sought Notice (SSN) was posted on SAM.gov requesting any interested Offeror’s to submit their company’s capability statements to meet the specifications listed in the Statement of Work (SOW) and Calibration Standard Specification(CSS) 06-2176C. The posting was issued on 02/14/2023 and closed on 03/01/2023. Industry requested an extension to the SSN to 03/14/2023, which was granted. Fluke Electronics Corporation was the only Offeror who responded to the SSN. Fluke verified that they do not have authorized resellers or distributors of their product via email on 4/12/2023.

The material required for this procurement is considered a commercial item and; therefore, a combined synopsis/solicitation will be posted to on SAM.Gov per FAR 12.603. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Fluke to provide the required parts.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the items covered by this J&A will be fair and reasonable. Similar quantities of this requirement have been purchased from this Offeror in the past and cost/pricing information was received on those past procurements. This information should be sufficient to support the fair and reasonable cost determination of this procurement.

8. Actions to Remove Barriers to Future Competition

The approving official has reviewed the prior justification in accordance with DFARS PGI 206.304(a)(S-70) and completed the requirement at DFARS PGI 206.304(a)(S-70)(ii). For the reasons set forth in Paragraph 5, Corona Division has no plans at this time to compete future requirements for the types of supplies covered by this document. If another potential source emerges, Corona Division will assess whether competition for future requirements is feasible.
