QUESTIONS AND ANSWERS SOLICITATION NO. N6426722R005
Question 1: On page 65 of N6426722R0005, under section (e) Multiple offers:
If we choose to submit multiple offers, including alternative line items, should both (or all) offers have an entirely separate submittal? Meaning if we propose three different systems, will you want these all referenced in one complete submittal or three full and separate submittals?
Answer 1: See Solicitation Section L, FAR 52.212-1 Instructions to Offerors, Paragraph (e):
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
In accordance with the underlined sentence in Paragraph (e), submit separate offers that can be evaluated separately.
Question 2: The RFP requests a four day training of up to 9 Navy personnel. Do you expect this four day training to create your own team installers and trainers? Or should we expect to still be present to train the technicians at each domestic facility?
Answer 2: See Solicitation Section C, Statement of Work, Paragraph 5.3.2:
5.3.2 The Contractor shall provide an instructor to deliver a four (4) day training course consisting of maintenance and repair training that encompasses preventative maintenance, troubleshooting, and component removal and install in accordance with CDRL A004. The training course requires Government approval and shall accommodate up to nine (9) trainee personnel at a Government facility located at Naval Air Station Jacksonville, Jacksonville, Florida.
In accordance with Paragraph 5.3.2, an (i.e. one) instructor will train nine (9) trainee personnel at a (i.e.
one) Government facility located at Naval Air Station Jacksonville, Jacksonville, Florida.
Question 3: Will any Q&A from offerers be included as addenda on the appropriate SAM page?
Answer 3: See Solicitation Section L, L-215-H007 SUBMISSION OF QUESTIONS BY OFFERORS — ALTERNATE I (NAVSEA) (NOV 2021), as amended under N6426722R0005-00002.
Question 4: Would you please clarify if piezo resistive and capacitive SUT [sic] support should be included in our response? CSS 3.1 says no – requires ability to be upgradeable. CSS 3.8.12 says yes – indicates it should be considered part of the original system.
Answer 4: Include the types stated in CSS 3.8.12 (including Piezo Resistive). The Government currently does not need capacitive DUT, however, SVCS system needs to be upgradable as an option in case of future capacitive workload.
Question 5: Regarding the language in L-219-H001 SUBMISSION OF SMALL BUSINESS SUBCONTRACTING PLAN (NAVSEA) (JAN 2021), the clause appears to use “small business” and “disadvantaged small business” interchangeably. Will you please clarify if our subcontractor needs only to be a “small” business, or if they need to be “disadvantaged” such as woman-owned, veteran-owned, etc.?
Answer 5: L-219-H001 SUBMISSION OF SMALL BUSINESS SUBCONTRACTING PLAN (NAVSEA) (JAN 2021)
QUESTIONS AND ANSWERS SOLICITATION NO. N6426722R005
Offeror shall submit as part of its proposal a subcontracting plan in accordance with the clause entitled "Small Business Subcontracting Plan" (FAR 52.219-9). The plan shall include a five percent (5%) goal for small disadvantaged business concerns or a detailed explanation as to why the goal cannot be included in the plan.
(End of provision)
L-219-H001 instructs the contractor to submit a Small Business Subcontracting Plan in accordance with FAR 52.219-9. L-219-H001 further instructs that the Small Business Subcontracting Plan either includes a goal for 5% of the subcontracting to be awarded to Small Disadvantaged Business (SDB) OR a detailed explanation as to why the 5% SDB goal cannot be included in the plan.
The term SDB is defined at FAR 2.101 “Small disadvantaged business concern consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that:
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by—
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States ; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13 CFR 124.106) by individuals who meet the criteria in paragraphs (1)(i) and (ii) of this definition.”
Question 6: FAR 52.219-9 indicates that we may accept a subcontractor’s written “representations of its size and socioeconomic status as a small business…” Does this mean that the subcontractor does not have to be registered in SAM?
Answer 6: Per Federal Register Vol. 83, No. 187, Subcontractors or consultants to prime contractors are not required to be registered in SAM.
