RFQ#: N6426722Q0166

Title: Patent Services

Questions & Answers

Question 1: The due date for offers on page 88 of the RFQ is July 25, 2022, 10AM PST. The due date for offers on the General Info portion of the SAM webpage is Aug. 9, 2022, 3PM PDT. Please advise of the offer due date.

Answer 1: See the RFQ amendment document posted to this announcement on SAM.gov. The Contractor is responsible for reviewing all posting announcements/attachments.

Question 2: Would you be able to provide pages one and two, or is there something else that should be inserted for pages one and two?

Answer 2: Pages 1 and 2 is not and will not be included in this combined synopsis/solicitation.

Question 3: Must the awardee have technical expertise in all technical areas, that is, mechanical, electrical, chemical, and biotech? Or, can the awardee have technical expertise in a single area, such as mechanical?

Answer 3: No. However, the Offeror’s must meet the minimum expertise in Mechanical, Electrical, & Software.

Question 4: Will the awardee be reimbursed for travel expenses for the post-award conference and the training/seminar/conferences deliverables?

Answer 4: The Contractor should quote any travel expense(s), if applicable, at the BPA call level only. All travel expenses shall be in accordance with the Joint Travel Regulations (JTR).

Question 5: Is it acceptable to quote on all deliverables, except the training/seminar/conferences deliverables or would such an offer be considered non-responsive?

Answer 5: No, this will not be acceptable. If an Offeror fails to provide pricing for all deliverables (SLINs) listed in the RFQ, the Offeror’s quote will be considered non-responsive.

Question 6: Is it possible to review, prior to preparing an offer, a copy of the “NSWC Crane Office of Counsel Patent Attorney Best Practices for Successful United States Patent and Trademark Office Patent Application Filing and Invention Litigation Defense” which is listed in the specification portion (Page 22) of the RFQ?

Answer 6: Removed the above mentioned reference from Section C, Paragraph 2.1 of RFQ.

Once the BPA Contract is awarded NSWC Corona Division plans to hold a meeting with all the awardees to spell out the Navy’s requirements.

NOTE:

As identified on Page 88 of 95 of the RFQ, no further questions will be accepted by the Government at this time (see the below reference):

“SUBMISSION OF QUESTIONS AND COMMENTS: Offerors shall submit comments, questions, or inquiries only to the Contracting’s point of contract (POC), the Contract Specialist identified in this solicitation. Do not submit communications to any Government representative other than the Contracting Officer or Contract Specialist. Only written questions may receive a response. The Government is not obligated to respond to all submissions. Questions must be submitted within seven

(7) calendar days of release of the solicitation.”
