About this file
This justification and approval document awards contract N6426722C0303 to an unknown vendor for an unknown amount on October 26, 2021. The contract is for the Naval Sea Systems Command and involves the procurement of MK08 exploding bolts and shipping brackets from the sole source vendor CAD due to its unique qualifications and the non-availability of like items from other suppliers. The contracting officer determined fair and reasonable pricing would be obtained through cost analysis of other than certified cost data and historical cost relationships from the previous contract N6426719D0022. The approving official reviewed barriers to competition as required and Corona Division has no current plans to compete future contracts for these supply types, but will assess any new potential sources that emerge.

Text version
J&A No. 50,237 Ser 02/2478 as it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than CAD to provide the required supplies.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the J&A will be fair and reasonable. The Contracting Officer will use cost/price analysis of Data Other Than Certified Cost or Pricing Data as well as historical cost estimating relationships from the previous procurement, N6426719D0022, to determine that the final price to the Government is fair and reasonable. This information should be sufficient to support the fair and reasonable price determination for this procurement.
8. Actions to Remove Barriers to Competition
The approving official has reviewed the prior justification in accordance with DFARS PGI 206.304(a)(S-70) and completed the requirement at DFARS PGI 206.304(a)(S-70)(ii). For the reasons set forth in Paragraph 5, Corona Division has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, Corona Division will assess whether competition for future requirements is feasible.
