Statement of Work

United States Marine Corps Intelligence Support Services

1. INTRODUCTION

1.1 The Headquarters (HQ) United States Marines Corps (USMC) Intelligence

Division supports a broad spectrum of Intelligence, Tactical and Cyber Warfare within the U.S. Navy, USMC and Joint Combatant Commands. To meet the

Commandant of the Marine Corps Force Design 2030 requires the Fleet Marine

Force (FMF) to apply a near-peer threat informed approach combined with a maritime campaigning perspective. The FMF requires intelligence support services that enables strike first and asymmetrical advantage in a littoral maritime gray zone environment. To meet the emergent and increasing Force Design 2030 intelligence requirements, the FMF necessitates non-personal intelligence support services.

This intelligence support requirements are used to identify, develop intelligence on, and defeat threats posed to the United States interest in Areas of Responsibilities

(AOR). In order to affect this, Navy, Marine Corps and Combatant Commands

(including subordinate commands and external organizations supporting

Combatant Command mission areas) has provided support to areas including, but not limited to, Targeting, Lead Development, Signals Intelligence, Geospatial

Intelligence, Open Source Intelligence, Imagery Intelligence including National

Technical Means (NTM) and Tactical Full Motion Video, Multi-/All-Source

Intelligence, Counterterrorism, Counterintelligence, Mission Planning, Data

Forensics/Science and a myriad of support under multiple intelligence disciplines.

Specialized support for intelligence systems; tactical intelligence signals/communications detection and analysis; Cyber analysis; targeting; and technical support to Navy, Marine Corps and Joint operations. In addition, Warfighting challenges of today have created demands on Joint, Naval and Marine

Corps forces that exceed in quantity and differ in kind from anything experienced in our nation’s history. New warfighting concerns and threats to our national security require reshaping our force structure to secure the warfighting capabilities and capacity needed to address current and future threats.

1.2 The aforementioned operations require highly specialized support capabilities residing in an advanced technology and innovative industrial organization that is independent of platform and major weapon system developers. These operations require timely fusion of various sub-systems with special security features that can rapidly meet urgent Warfighter and tactical mission requirements. An increased focus on Low Contingency Operations, formerly known as the global war on terrorism, requires an increase in intelligence support operations – capable of providing a scalable and rapid response – and a significant change in our nation’s

Warfighting force structure and the way we support, train and deploy Warfighters to meet emerging threats.

2 SCOPE of SUPPORT

2.1 Provide analytical, technical, and managerial solutions for tasks identified by HQ

USMC Intelligence Division to support Navy, Marine Corps and Joint intelligence requirements within or outside CONUS. These include, but are not limited to:

technical, intelligence analysis, intelligence operations, intelligence processing and dissemination across multiple intelligence disciplines, modeling and simulation, system engineering/system integration/modernization and highly technical web scrape capability (including Dark Web). Each supporting area will specify efforts in one or more of the following specialized areas:

Electronic Intelligence (ELINT), Geospatial Intelligence (GEOINT), Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Human Intelligence (HUMINT)

Full Motion Video (FMV), Intelligence Support to Operations (ISIO), Information Operations (IO), Open Source Intelligence (OSINT), Publicly Available Information (PAI)

Cellular Exploitation (CELLEX), Irregular Warfare Analysis (IWA), Multi-/All-Source Intelligence Analysis, Intelligence and Mission Planning, Counterintelligence (CI), Counterterrorism (CT)

Military Deception (MILDEC) Planning, Linguistic Support, Source Management, Non-conventional Assisted Recovery (NAR) Operations, High Performance Computing Technologies, System Engineering, Information Technology (IT), System and Network Administration, Data Science and Analysis, System Integration, Cyber Warfare analysis, assessment and operational integration, Knowledge Management, Controlled Access Program Support, Courseware Development, Intelligence Communications, Analytical Assessments, Logistics, Non-Attributable Web-Scrape Capability

3 APPLICABLE DOCUMENTS AND DATA ITEMS

3.1 The applicable references and standards invoked, and the deliverables required under any contract will vary with each task. Applicable documents may include

HQ USMC instructions and or local Command Instructions. In keeping with the on-going Defense acquisition policy changes, maximum utilization will be made of

Open/Enterprise Standards wherever practical and cost effective to the

Government. Where backward compatibility with existing systems is required, selected interoperability standards will be invoked. A detailed Contract Data

Requirements List (CDRL) (Form DD-1423) will be included in each task statement issued under the contract. Dependent on task order (TO) and deliverable, the contract deliverables will be classified as defined in Attachment 1, Task Order

Requirements List, of this Statement of Work (SOW).

4 REQUIREMENTS

4.1 The Contractor shall, in accordance with TO issued, perform work within the parameters of the task areas listed below. Executed task statements shall reference one or more technical areas and define the objective, scope, individual sub-tasks to be accomplished and required deliverables. No work will commence on a task until the TO has been approved and signed by the Government’s Ordering Officer. All work performed on any issued TO will be classified at the TS/SCI level and completed work will reside and be processed on TS/SCI systems.

5 ELECTRONIC INTELLIGENCE

5.1 The Contractor shall utilize established open-source electronic network to assimilate open source network, including access to network in specified

Government facilities or designated spaces. Open-Source network includes data warehousing, web interface/portal and analytical nodes hosted on a secure Virtual

Private Network. Support the deployment and operation of “nodes”. A “node” is one or more communications receivers or network interfaces integrated with a network server to assimilate tracks to the network data servers. “Nodes” could be deployed globally to target areas of Marine Corps, Navy and/or Joint interest.

“Nodes” may be integrated based on requirements with fixed electro-optical surveillance systems. The Contractor shall provide integration, including management of master databases and/or servers. The contractor shall provide deployment and management of specialized software where applicable to integrate and manage disparate data sources from established open-source network. The

Contractor shall provide support for deployment, integration, and management of hardware necessary to manage the open-source network infrastructure.

6 GEOSPATIAL INTELLIGENCE

6.1 The Contractor shall support requirements by combing quantitative and qualitative analytical methods and semi-embedded IT support, enabling a geospatial based predictive capability. The Contractor shall apply effective application of methodologies and information though business processes and hands-on involvement of intelligence specialist and technologists to determine best problem-solving approaches.

6.2 The Contractor shall provide geospatial analysts to serve as a bridge between qualitative analysis of all-source intelligence and the empirically based analysis utilizing geospatial techniques. The Contractor shall support analysts of populated spatial baseline layers that delineate physical terrain, infrastructure, and environmental information. The Contractor shall focus on producing assessments that enable geo-visual characterization of activities, behavior, and physical features that affect the Course of Action decisions.

7 SYSTEMS ENGINEERING AND DATA SCIENCE

7.1 The Contractor shall provide engineering personnel who are experienced in the

Systems Engineering (SE) processes, which provide a framework and methodology to plan, manage, and implement technical activities throughout the life cycle. The

Contractor shall use SE planning and execution to apply processes and tools in a rigorous, integrated, and disciplined manner to achieve a system solution that balances performance, cost, schedule, and risk.

7.2 The Contractor shall develop software requirements and design specifications, and implement individual software components. The Contractor shall prepare software development plans, define embedded computer resource requirements for system developments and life cycle maintenance, construct programming guides, develop operations manuals for Government review and approval, and develop top level software architectures. The Contractor shall have personnel experienced in

Software Quality Assurance Configuration Management. The Contractor shall also specify and implement code as necessary to support rapid prototyping, development, installation and checkout. Contractor personnel performing these activities shall have experience in the development of communications processors and protocols as well as a detailed knowledge of requirements related to National-level intelligence, surveillance, and reconnaissance (ISR) systems.

7.3 The Contractor shall conduct data science activities, applying skills and experience extracting new and innovative insights from complex, non-traditional, and/or large datasets. The Contractor shall work with intelligence analysts to identify innovative ways to apply data science to PAI in order to meet intelligence requirements derived from the Secret Internet Protocol Router Network and Joint Worldwide Intelligence

Communication System sources.

8 IT, SYSTEM AND NETWORK ADMINISTRATION

8.1 The Contractor shall support system administration, network configuration, desktop configuration, system response/notifications, troubleshooting efforts, hardware/software (HW/SW) updates/patches, information assurance, and IT computer system upgrades, and modifications. The Contractor shall provide operations, maintenance, system administration and technical services for controlling and managing all servers, workstations, peripherals and associated operating systems and SW applications. The Contractor shall ensure daily systems integration, support, management and control of all HW/SW, system and network configurations. The Contractor shall control and manage network infrastructure services to include troubleshooting and testing networks, routers, switches, hubs and systems, and other related hardware components. The Contractor shall ensure video feeds are accessible prior-mid mission and perform troubleshooting as needed, and serve in a backup role for content management of video/information display walls, and for the electronic movement of information between networks.

The Contractor shall be responsible for reporting and documentation of network/desktop changes impacting configuration management. The Contractor shall provide network configuration and performance management as required, and coordinate and/or establish accounts for new personnel at the TO level.

9 SYSTEM INTEGRATION

9.1 The Contractor shall perform integration testing on each new sub-system to ensure compliance with the stated requirements and its compatibility with the existing system. The Contractor shall provide integration and test evaluation support for numerous independent sub-system development efforts. Top-level integration plans shall be developed for systems and their respective implementations and the specific build phases for these systems. The Contractor shall develop appropriate specifications and sub-systems necessary for total system integration.

10 KNOWLEDGE MANAGEMENT

10.1 The Contractor shall provide Knowledge Management/Information Management functions, including but not limited to implementing taxonomy. metadata, metadata strategy, standards, data governance, security classification guidance, and execution and maintenance of policies. The Contractor shall establish common taxonomy for file naming conventions, file structures, and metadata tagging to supported units. The Contractor shall support SharePoint development and serve as the administrator for SharePoint common access portals, as well as special use portals for Navy, Marine Corps and Combatant Commands (including subordinate commands). The Contractor shall provide oversight to ensure portals are properly applying metadata and following naming conventions so products are discoverable and searchable in Intelligence Community search engines and tools.

11 COURSEWARE DEVELOPMENT

11.1 The Contractor shall conduct site visits to complete a needs assessment and gain/help develop requirements from government stakeholders needed to then develop courseware for qualification and/or certification for unit specific ISR missions. The Contractor shall manage all aspects of courseware development from concept to production, including helping to develop instructional approaches and/or strategies to meet training objectives. Once developed, the Contractor shall be responsible for maintaining, documenting, and updating all courseware to ensure it constantly complies with evolving mission requirements within Navy, Marine

Corps, and Combatant Command organizations. When applicable, the Contractor shall develop and update job qualification sheets and training task list to meet new requirements.

12 INTELLIGENCE ANALYSIS

12.1 The Contractor shall provide intelligence analysts with the experience, knowledge base and expertise to conduct advanced analytics and intelligence analysis, and produce fused intelligence products directly supporting real-time Continental

United States (CONUS) and Overseas CONUS missions. These intelligence analysis and operational support services include: Multi/All-Source Intelligence

Analysis; Targeting; Foreign Military/Civil Air Analysis; GEOINT Analysis;

HUMINT; HUMINT lead development; HUMINT Operations Management;

HUMINT Source Management; IMINT including NTM and FMV; IWA; OSINT

Analysis; PAI; CI; CT; MILDEC; CELLEX; Linguists; IO; ISIO; NAR operations and SIGINT Analysis. The analyses may include geographically focused maritime operational intelligence; scientific and technical research, development and proliferation, and operational intelligence analysis and support to Marine Corps

Special Operations, Navy Special Warfare; Joint Specials Operations Forces and

Navy Expeditionary Combat Command. The Contractor shall leverage human terrain and socio-cultural information to support specific culture and habitat variables. The Contractor shall identify gaps in target activities as they relate to geospatial relevance.

13 INTELLIGENCE OPERATIONS

13.1 The Contractor shall provide appropriately personnel and subject matter experts to assist the Government in the management of unmanned aerial vehicle (UAV), unmanned aerial system (UAS), unmanned underwater vehicle (UUV), manned and space platforms and sensors; national ISR systems; and other strategic and tactical platforms, sensors, and supporting systems. These requirements can include SIGINT, Measurement and Signature Intelligence, IMINT, GEOINT, HUMINT, OSINT and FMV. The Contractor shall develop and manage priority intelligence requirements, essential elements of information, indicators, named areas of interest, and intelligence messages in support of operations. The

Contractor shall support information request from various analytic tools, databases, and systems. These could include, but not limited to, Multimedia

Message Manager, Arc Geographic Information System (ArcGIS), SOCET

GeoSpatial Exploitation Product (SOCET GXP), RemoteView, ERDAS Imagine, Analysis, Integration and Modeling of the Earth System (AIMES), National

Exploitation System, Multi-INT Analysis and Archive System, National Security

Agency Network (NSAnet), Combined Information Data Network Exchange, Real Time Regional Gateway, Palantir, Proton, Image Product Library, HUMINT

Online Tasking and Reporting system, Coliseum, and Global Controlled

Operations Management System.

14 TECHNOLOGY ASSESSMENTS

14.1 The Contractor shall investigate new and emerging technologies applicable to this

SOW and perform tradeoff analyses associated with alternative and/or selected engineering approaches. These efforts shall include high performing computing technologies areas such as remote sensing, network systems, data mining, electronic warfare, surveillance communications, visualization and cyber warfare-associated IT systems. Characteristics of current requirements in the field of communications include link budget analysis for under water communications assets, existing line-of-sight and beyond line-of-sight communications assets as well as assessments of various signal-processing techniques.

15 MODELING AND SIMULATION ANALYSIS

15.1 The Contractor shall conduct mission, force, and system analyses identified in individual task statements specifically oriented to definition of issues and their refinement within the National system architecture. The Contractor shall participate in and/or conduct independent testing of various systems. Detailed and comprehensive results of these analyses shall be reported in accordance with

Government requirements and converted into technical reports suitable for use in design reviews leading to potential hardware implementation or modifications.

16 INTELLIGENCE COMMUNICATIONS

16.1 The Contractor shall provide support for intelligence communications and network requirements and engineer design upgrades or develop new intelligence communications and networks. The Contractor shall assess system capabilities to meet current and future operational requirements. This includes, but is not limited to, conducting surveys for architectural design and alternatives, operational assessments, tests and evaluations.

17 WARFARE ANALYSIS/ASSESSMENT

17.1 The Contractor shall perform warfighting/cyber warfighting assessments and effectiveness analyses of operational nodes, systems, and subsystems in the operational context, including campaign, mission, engagement and force structure analysis at various levels of fidelity in support of the sustainment of Marine Corps, Joint and Naval systems and to determine the right cyber/warfighting capability and capacity required to address threats of the future. The Contractor shall conduct analytical assessments to support the development of Mission Technical Baselines and outline problem spaces to facilitate integrated cyber/warfighting Capabilities.

The Contractor shall support the development of excursions to existing integrated security constructs, existing major combat operations/conventional campaigns, and steady state security posture to serve as the analytic framework specific to Marine

Corps, Joint and Naval cyber/warfighting assessments. The Contractor shall support the develop mission level metrics applying appropriate Modeling and

Simulation tools to assess various options, develop Measures of Outcome, Measures of Effectiveness, and Measures of Performance for evaluating relative merits of cyber and or warfare systems. Metrics shall be reflective of effectiveness, performance, and overall military worth.

18 LOGISTICS SUPPORT

18.1 The Contractor shall provide general purpose logistics support associated with forward deployed mission operations. Provides transportation support for all incoming and outgoing deployed personnel; ensures compliance with command supply discipline policy to include inventory control, storage and distribution;

maintains inventory and ensures adequate supplies including purchasing of new orders; collects and properly discards worn out items or returns damaged supplies;

maintains property accountability including vehicle maintenance; assists with coordination and escort of visitors within the deployed location facilities; picks up and delivers meals for on-duty mission personnel, and performs other duties as needed.

19 WEB SCRAPE

19.1 The Contractor shall gather selective information from authorized sources to assemble, catalog, compare, and analyze publically available internet statistics to determine facts, trends, and associations among the Combatant Command AOR’s indigenous populations. The assembled data and information will be analyzed to determine the locations, composition, and potential for partnerships in communities of interest. The Contractor shall provide a Web Data Extraction (or “web-scraping”) capability as a key enabling function and an integral role in intelligence production. This service will be enabled by the contractor’s state of the art technology to download and characterize massive amounts of “scraped” internet information in a manner not attributable to the US Government. This highly developed and evolved capability requirement may feed several key tasks and functions within this SOW with vital data to deliver intelligence effects.

19.2 The Contractor shall perform web-scrape activities and research methods utilizing systems that obfuscate the Internet Protocol Address, providing analysts the capability to conduct internet research that is not attributable to the government client’s organization and gain local access to internet information (including Dark

Web-based information) via anonymous operating systems. Using proprietary applications, the Contractor shall be capable of venturing onto websites, through social media, and into the Internet’s uncontrolled recesses to extract a wide variety of data without leaving a forensic footprint.

20 PROGRAM MANAGEMENT

20.1 The Contractor shall be responsible for the efficient Program Management of this contract and the TO’s issued under it. Procedures shall be effectively implemented to ensure the Government’s high standards of performance are met, including full responsiveness to contractual requirements and timely delivery of professional quality products. Personnel assigned must have the required security clearances and shall possess the technical and managerial experience levels specified in this solicitation and shall have demonstrated successful execution and administration of programs with equal or greater complexity and size.

20.2 Management activities may include preparation and maintenance of work breakdown structures, preparation of inputs to subsequent statements of work, development and maintenance of detailed schedules, verification integration, financial planning and reporting, tracking of project progress against requirements of the statement of work, scheduling, and preparation of monthly progress and financial reports. Attend technical planning sessions, Readiness Reviews, Design and Operational Reviews, and Flight/test reviews. The Contractor shall also prepare and conduct quarterly program management reviews and support other management briefings as required.

20.3 The Contractor shall be responsible for effective administration of subcontracting activities. Significant corporate experience in system integration and subcontracting management is required to implement a holistic approach to system developments. The Contractor shall supply and maintain cost and technical reporting systems that reflect sub-contractor and prime contractor progress against the delivery requirements specified in each task order.

21 GOVERNMENT FURNISHED MATERIAL

21.1 As specified on individual orders, the Government will provide technical manuals, drawings, equipment, etc., to be used during the performance of individual orders.

All Government furnished material shall be returned either to the Contracting

Officer’s Representative or the Sponsoring Activity within 15 working days of completion of each individual order.
