Statement of Work Next Generation Test Set (NGTS)
Air Interface Data Sub-Section
1. INTRODUCTION
The Naval Surface Warfare Center (NSWC), Corona Division is a Naval Sea Systems (NAVSEA) Command activity, and is the Navy’s independent assessment agent. The NSWC Acquisition and Readiness Department has a requirement for procuring an air interface data sub-section (uplink, downlink, telemetry, etc.) for testing of surface missiles. In an effort to modernize test equipment (electronic unit(s)) both hardware and software must be cyber secure and compliant. This modernization also has the requirement of extended lifecycle support.
This statement of work is to modernize equipment for the air interface data sub-section of equipment that provides data transport, over the air interfaces, which includes uplink, downlink, and telemetry data.
2. BACKGROUND
Chief of Naval Operations (CNO) and Chief of Information Officer (CIO) have issued directives on cybersecurity that extends to Platform Information Technology (PIT) equipment limiting operating systems which may be used and requiring various process to be employed. For Navy currently owned equipment that is non-compliant, obsolete, and does not support required life cycle process, replacement is the only option.
Current Navy owned equipment, the air interface data sub-section all major electronic units contain non-compliant operating systems and are obsolete. For 70% of the units, the OEM no longer offers compatible replacement products.
3. SCOPE
The scope of this contract is to procure electronic unit(s) that functionally replace non-compliant cybersecurity units owned by the Navy. This Statement of Work (SOW) identifies the electronic unit(s) to be received, the operating system, and the drivers for the selected operating system. The electronic unit(s) are scoped in functionality to uplink, downlink, and telemetry capabilities in support of SM-2, SM-3, SM- 6, RAM, and ESSM ordinance and variants there in.
4. APPLICABLE DOCUMENTS
Federal Standards: The contractor is required to adhere to all applicable standards and guidelines when applicable. In the absence of named standards, Department of the Navy (DON) standards, applicable Federal Information Processing Standards (FIPS), and broadly accepted professional standards shall prevail as related to the associated industries within the task identified in Section 5.0.

5. REQUIREMENTS
The requirements of the product apply to electronic unit(s) are scoped in functionality to uplink, downlink, and telemetry capabilities in support of SM-2, SM-3, SM-6, RAM, and ESSM ordinance and variants there in.
The following section specifies the task requirements for the NGTS Air Interface Data Sub-Section.
5.1 Functional Requirements
5.1.1. Functional Requirements. For clarity, this SOW is divided into two (2) parts: Part A addresses specific hardware and hardware/software requirements for the electronic unit(s).
Commercial Off-The-Shelf (COTS) equipment is preferred as much as possible. Part B outlines requirements for the cybersecurity and drivers/software. Specific application of Contract Data Requirements Lists (CDRL) referenced in this package are specified in the appropriate sections of each CDRL.
5.1.2. (Part A) Hardware Requirements. The Government requires the Contractor to design, develop and integrate a scalable replacement system or platform that contains functionality to uplink, downlink, and telemetry family capability in hardware and software. The support of SM-2, SM-3, SM-6, RAM, and ESSM is required.
5.1.2.1. RF capabilities required are S-band and X-Band.
5.1.2.2. Additional band capabilities should be listed.
5.1.2.3. Hardware/Software receiver capabilities supporting seeker returns, fuse returns, and telemetry returns. Specifically the receiver shall support 2T waveforms, PAM waveforms, SOQPSK waveforms, Land Line Telemetry and Serial Interface Support, and PCM/FM waveforms.
5.1.2.4. Hardware/Software data link capabilities shall support AEGIS waveforms, JUWL/P3I waveforms, SLS/TDD waveforms, ICWI/2T waveforms, Semi-Active and Active waveforms.
5.1.2.5. The electronic unit(s) shall be able to be declassified for operations in many environments.
5.1.3. (Part B) Cybersecurity and Drivers/Software Requirements. The Government requires the Contractor to design, develop and integrate a scalable driver/software package including interfacing with the hardware requirements. The software package shall be usable locally on the hardware and remotely (such as in a distributed system). The software package shall encompass functionality to uplink, downlink, and telemetry family capability in hardware and software. The support of SM-2, SM-3, SM-6, RAM, and ESSM is required. Additional cybersecurity requirements are listed.
5.1.3.1. Drivers/Software functionality, decryption of data returned from the selected waveforms, data shall be available from the decryption available.
5.1.3.2. Data Processing and Storage, data is required to be stored, made available for additional processing remotely, and have the ability to be decrypted.
5.1.3.3. Air data interface drivers/software shall be usable in Linux operating system.
5.1.3.4. Risk Management Framework (RMF) artifacts shall be provided. (CDRL A002)
5.1.3.5. Software shall be developer manageable for platform specific support capability.
5.1.4. The technical documentation for these products shall be itemized. Source document format, MS Office Suite Compatible, Universal importable CAD format, etc. (CDRL A001)
5.1.5. The vendor shall provide an Acceptance Report of built system. (CDRL A003)
5.1.6. The vendor shall provide Monthly Status Report. (CDRL A004)
5.2 MILDEP Support
5.2.1. Unique MILDEP requirements for the system, its components and associated equipment:
5.2.1.1. Air data interface equipment shall use Linux operating system
5.2.1.2. Provide RMF artifacts (CDRL A002)
5.2.1.3. Developer manageable, platform specific support capability.
6. DELIVERABLES
The list of CDRLs constitute delivery of the end product for the Air Interface Data Sub-Section. The CDRLs represent either physical items or items that are delivered as demonstrated performance.
The contractor shall provide deliverables as described in the SOW and CDRLs. Format and delivery schedule for deliverables shall be outlined in CDRLs.
