pURCHASE DESCRIPTION

WEB-BASED TRAINING COURSE MAINTENANCE AND REDEVELOPMENT

1. INTRODUCTION

This request is for the maintenance and redevelopment of (58) HTML5 web-based, 508-compliant course hostable on Total Workforce Management System (TWMS) and/or Navy e-Learning (NeL) for NAVSEA 10D5, Enterprise Workforce Development.

2. BACKGROUND

Naval Sea Systems Command (NAVSEA) requires the designing, development and maintenance of web-based training (WBT) for the NAVSEA Enterprise. The purpose of this training is to develop the required skills, training, competencies, and certifications for approximately 70,000 employees, comprised of command staff, headquarters directorates, affiliated Program Executive Offices (PEOs) and numerous Field Activities.

3. REQUIREMENTS

The contractor shall support the NAVSEA Corporate Operations and Total Force Directorate, SEA 10 (10D5) in completing maintenance for all fifty-eight (58) existing WBTs as needed.

The contractor shall provide support and maintenance to the listed web-based training modules to be executed through the Total Workforce Management Services (TWMS) system and/or Navy e-Learning (NeL) as applicable to their initial contracts. TWMS and NeL are web-based, common access card (CAC) enabled Government-Off-the-Shelf applications which gather information from official programs of record and combines data to allow users to manage their total workforce via one easy-to-use web interface. Training shall be developed using HTML5 and SCORM (as applicable), in order to remain compatible with TWMS and NeL.

Maintenance updates are required on an annual basis to support unknown and unforeseen requirements in tandem with HTML5 conversion efforts. This in inclusive to testing in multiple environments as well as troubleshooting unique errors external but impactful to the training source material. Additional external factors affecting performance include new browser support as Internet Explorer default parameters shift to the Microsoft Edge platform.

Specific maintenance, as it pertains to 508 compliance, includes supporting screen reader capabilities within all environments accessible to NAVSEA end users. Recent upgrades to WIN10 and Freedom Scientific Jobs Access with Speech (JAWS) software have made it necessary to revisit compatibility with Internet Explorer, Chrome, Edge and Firefox. This could include additional keyboard controls to make navigation easier if not utilizing a mouse. In-course screen updates will be made to the first module of every course to include content regarding proper use of Screen Reader (SR) mode. New audio cues will be inserted as prompts for SR mode. Supporting text requires updating to support SR button changes.

Regular and reoccurring maintenance pertaining to embedded course links will be tested, reviewed and updated as applicable. Link maintenance is to be conducted quarterly.

The maintenance work identified will not result in additional course time as already established.
