STATEMENT OF WORK

Camp Pendleton Range 800 & MFA7 Geotechnical Engineering Services

1. Introduction

Naval Surface Warfare Center (NSWC) Corona, Range Systems Department, Branch 34, has been tasked by Program Manager for Training Systems (PM TRASYS) United States Marine Corps, with foundation design for new observation tower structures, at Marine Corps Base Camp Pendleton (MCBCP). This contract will address the Geotechnical Survey required to complete the Infrastructure upgrade for MCBCP ranges 800 and MFA7.

This contract will also address the Unexploded Ordinance (UXO) avoidance required for the proposed structure site at range 800.

2. Background The government’s objective is to design and implement a 3-story range observation tower structures constructed of 8’ wide x 20’ long x 8.5’ tall shipping containers as part of the infrastructure improvements for MCBCP Range 800 and MFA7. A Geotechnical engineering firm is being sought to perform a Geotechnical Survey on both sites, Range 800 and MFA7. This Geotechnical Survey will serve as the basis of design for any concrete foundation work required for the full scope of the infrastructure upgrade. The exact locations of the survey at Range 800 is 33°26’49.40”N, 117°25’34.30W, while the exact location of the survey at Range MFA7 is 33°26’38.60”N, 117°27’21.40W. A government engineer shall be on-site with the Geotechnical engineering firm at the time work is performed.

The range 800 area to be investigated is located on an active range and while not likely, there is always the possibility of unexploded ordnance (UXO) being present. A UXO survey is required only on range 800 in the buildable area limited to 40 feet x 40 feet. The specialized UXO staff will provide UXO avoidance support while in the field conducting any ground disturbing activities. The UXO staff shall escort the Geotechnical staff to ensure their safety and avoid UXO hazards while in the field at the range. The government shall have one Live Fire Range Safety Officer (RSO) on-site for the Range 800 UXO avoidance survey.

The UXO staff shall scan the surface of the site to verify that no UXO or Material Presenting a Potential Explosive Hazard (MPPEH) are present. The UXO staff shall conduct subsurface avoidance techniques during the collection of soil samples to ensure no UXO hazards are encountered during intrusive sample collection at range 800. The UXO staff shall use specialized scanning equipment with a qualified UXO Tech III and Tech II to support the project. If a subsurface anomaly is encountered at the proposed boring location, the UXO staff and Geotechnical staff shall move the proposed boring location to a location with no anomaly. In the unlikely event that live items are encountered the contractor shall immediately notify the government project manager and a course of action will be determined.

The UXO staff and Geotechnical staff shall be responsible for providing very brief planning documents (Work Plan, Site Safety and Health Plan, Activity Hazard Analysis and Process Specific Standard Operating Procedures), labor, equipment and materials necessary for performing Unexploded Ordnance (UXO) avoidance.

UXO staff shall be qualified in accordance with the latest version of NAVSEA OP-5; EM 385 Manual, Department of Defense Explosives Safety Board (DDESB) Technical Paper 18 (TP-18) and all other Navy/Marine Corps governing directives and orders for ground disturbance activities.
