STATEMENT OF WORK
PROGRAM MANAGER AMMUNITION JOB PERFORMANCE AIDS VIDEO for AMMUNITION
MANAGEMENT
1. INTRODUCTION
Naval Surface Warfare Center, Corona Division Fallbrook Detachment, Expeditionary Systems Engineering Division, RS41 in conjunction with Program Manager Ammunition requires video formatted Job Performance Aides.
2. BACKGROUND
Marine Corps units and Ammunition Supply Points (ASP) have a responsibility to manage ammunition that has been assigned/issued. To assist with these responsibilities Program Manager Ammunition (PM Ammo), in collaboration with Naval Surface Warfare Center (NSWC) Corona, publishes user/technical manuals and provide information systems to manage ammunition inventory. The user/technical manuals are available online on the Marine Ammunition Knowledge Enterprise (MAKE) in a searchable format.
Ammunition management is multifaceted and the processes can be misinterpreted or are unknown in the case of new processes. Therefore, PM Ammo has a requirement to record processes in a videographed format suitable for playback on multiple platforms (including laptops and tablets).
3. SCOPE
The scope of this contract is to provide and deliver a Job Performance Aid (JPA) for various ammunition management responsibilities in videographed format, to augment user/technical manuals and onsite training.
4. APPLICABLE DOCUMENTS
Script for each video.
5. REQUIREMENTS
After contract award, the Government shall provide scripts for each requested video to the contractor. The contractor shall prepare storyboards for each video using the provided scripts and submit the storyboards for review no later than 21 days prior to scheduled onsite videography. Storyboards shall be approved by the government before onsite videography commences.
For each video, the contractor shall record the ammunition management process with the provided script and in accordance with the approved storyboards. The government will provide access to spaces, ammunition and personnel necessary to stage and capture photographic and video assets. Individuals appearing in the video will be Government personnel. Only Government personnel will handle ammunition. Each video shall be 1 to 5 minutes in length; shall include a clear view of the ammunition/process; and shall include clear and unambiguous delineation of the aspects to be highlighted. The video will point to the specific ammunition management aspects. The contractor shall make no changes to the script without the approval of the Government. Videography shall be performed at various locations.
Each video shall accurately capture the key points outlined in the script and shall include visually clear video content and intelligible audio utilizing synthetic or professional voiceover. Inspection will be at destination.
Acceptance will be at final delivery.
The contractor shall format each video to the following: MPEG-4, version 2 with AAC-LC encoding for audio (.mp4); Audio bitrate 5.1= 512 kbps; HDR Video Bitrate (720p) 6.5 Mbps or greater; Framerate 30; Video codec:
H.264; Aspect Ratio 16:9. The videos must be viewable by a HTML-5 compliant browser, such as IE 11.
The contractor shall deliver the Final JPA videos on DVDs to the specified destination. Each ammunition management video shall be labeled with the appropriate process name. Each DVD provided shall contain a table of
2 | 4 contents to identify processes found on the DVD. The Government shall have unlimited rights to use and distribute content contained in the videos.
A post award teleconference shall be scheduled for 30 days after contract award.
