1. INTRODUCTION

The Naval Surface Warfare Center, Corona Division (CORDIV) has a requirement to design and install exhaust ventilation systems in building 575 Jig Grinding Room, Tool Maker’s Shop, and Machine Shop Expansion.

2. BACKGROUND

Grinding equipment use wet and dry grinding operations. Common materials used are O1 and A2 tool steel. The room has limited space to be floor or ceiling mounted and will require media collection to be located off site. It is recommended to place the filtration system in the welding area in the adjacent room. Electrical power panels are available with spares located in the machine shop expansion to draw power. The building’s power is currently near capacity and will require a peak load study to determine if the system will cause any power failures during operation.

Industrial Hygienists (IH) completed a site survey on 13 July 2017 to measure material exposure rates in the Grinding Room. Exposure rates were determined to be within Occupational Safety and Health Administration (OSHA) Permissible Exposure Limits (PEL). However, occupants have reported issues with air quality causing difficulty breathing and eye irritation.

Sampling data was taken while 60% of equipment was operational. Sampling data was taken for a period of 25 minutes and projected over an 8-hour shift to determine exposure rates.

The Jig grinding room produces excessive amounts of metal dust as a bi-product of grinding and cutting operations. Housekeeping has become burdensome and is difficult to manage with workload. Occupants have made complaints of eye irritation and difficulty breathing while in this space. The grinding room requires the installation of an exhaust ventilation system to reduce exposure and to improve environmental conditions.

CNC machines release coolant mist into the surrounding area. Environmental conditions will be improved by exhausting mist to a self-contained filtration system that will remove any hazardous contaminants from the air.

Tool maker’s shop has CNC machines that dissipate coolant mist into the surrounding areas. The machines require the installation of a coolant mist collection system to filter contaminants from the air before being released into the workspace.

The welding area in the machine shop expansion requires an air filtration system to be installed to reduce exposure to harmful fumes and grinding particulates. The system shall be self-contained and can be floor or wall mounted. The wall-mounted system shall include adjustable arms that are mechanically supported to rotate and extend to the work surfaces. The floor-mounted system shall be a downdraft system.

3. SCOPE

This project consists of the design, construction and installation of fixed industrial local exhaust ventilation (LEV) systems in B575 Jig Grinding Room, Tool Maker’s Shop, and Machine Shop Expansion and used for the reduction and prevention of employee exposure to harmful airborne substances in the industrial environment. The design shall include all electrical, mechanical and civil modifications necessary for a functional system and to be compliant with all applicable codes.

4. APPLICABLE DOCUMENTS

Codes, specifications, and standards referred to by number or title form a part of this specification to the extent required by the following references and others that may exist in this document. 5. REQUIREMENTS

This project consists of the design, construction and installation of exhaust ventilation systems in building 575 grinding room, toolmaker’s shop, and machine shop expansion capable of source capture to confine and exhaust fumes, vapors, and particulate matter produced or generated from grinding, cutting, and welding operations.

A site visit shall be held in the location of the grinding room project prior to close of the solicitation. The contractor shall field verify project constraints and ensure the quote accurately reflects the total costs of the project. The contractor is responsible for installing a complete system and all necessary actions to accomplish the requirements of the project as stated in section 5.

The primary components of the project are as follows:

5.1 Mechanical Design

5.1.1 Jig Grinding Room (Rm112A)

5.1.1.1 Design and mount local attachments to existing equipment located in room 112A. Attachments shall be designed, located and placed so that dust and particulates shall fall or be projected into the hoods in the direction of the airflow. Design shall comply with applicable OSHA requirements.

5.1.1.2 Contractor shall provide media filter system. Fan shall be suitable for use. The fan shall provide sufficient airflow rate to efficiently extract the contaminant, including a sufficient in duct velocity to transport the contaminant to the cleaning/filter system. Reference Donaldson Torit WSO 20 or similar.

5.1.1.2.1 Moore Jig Grinder shall have a minimum exhaust volume of 390 cubic feet per minute.

5.1.1.2.2 Brown & Sharpe shall have a minimum exhaust volume of 220 cubic feet per minute.

5.1.1.2.3 Okamoto Grind-X shall have a minimum exhaust volume of 220 cubic feet per minute.

5.1.1.2.4 HARIG 618 shall have a minimum exhaust volume of 220 cubic feet per minute.

5.1.1.3 Ductwork shall be provided to safely transport contaminants to a filter/cleaner/exhaust point. Duct velocity shall be at a minimum 4,500 fpm in the branch and 3,500 feet per minute in the main. Design and installation shall be in accordance with SMACNA Standards.

5.1.1.3.1 Construct tees, bends, and elbows with minimum radius 1-1/2 times centerline duct width. Where not possible and where rectangular elbows are used, provide airfoil turning vanes.

5.1.1.3.2 Provide, at a minimum, 45-degree entry fittings for rectangular ducts and 45-degree wye takeoffs for round ducts.

5.1.1.3.3 Increase duct size gradually, not exceeding 15-degree divergence wherever possible. Do not exceed 30-degree divergence upstream of equipment. Do not exceed 45-degree convergence downstream of equipment.

5.1.1.3.4 Discharge ducting shall be placed so that it does not affect any air supply system.

5.1.1.3.5 Where air is removed from a space, air balance shall be completed to prevent negative pressure. Work shall include room modifications to balance air as needed. When modifications are required, provide written details to government for approval.

5.1.2 Machine Shop Expansion (Rm 120)

5.1.2.1 Welding filtration system shall be installed as near as practicable to the work being welded. Contractor shall provide two options to be selected: (1) standalone system floor mounted and include two adjustable arms capable of reaching work surface. (2) Two standalone floor mounted downdraft workbenches. Reference Donaldson Torit T-2000, UAS VB-1500, or similar.

5.1.2.2 Exhaust rate shall be at a minimum rate of 2,000 cubic feet per minute per welder.

5.1.2.3 Capture velocity shall be sufficient to maintain a velocity in the direction of the hood of 100 feet per minute in the zone of welding when the hood is at its most remote distance from the point of welding.

5.1.3 Tool Maker’s Shop (Rm 112)

5.1.3.1 Contractor shall provide and install four (4) standalone coolant mist collection systems. Reference Donaldson Torit WSO 10 or similar.

5.1.3.1.1 Mist collectors shall be machine mounted, or ducted to a central location. Central collection location shall be approved by government prior to construction.

5.1.3.1.2 Mist collectors shall be sized according to volume of enclosure.

5.1.3.1.3 Mist collector shall include coolant recovery features.

5.1.2.4 Contractor shall provide connectivity to existing compressed air system to satisfy system requirements. Each installed compressed air drop shall have a dedicated isolation valve.

5.2 Electrical

5.2.1 Contractor shall provide and install all electrical equipment between newly installed equipment and existing electrical panels as necessary to provide power.

5.2.2 Electrical conduit shall be surface mounted and installed in accordance with NFPA 70 and UFC 3-520-01.

5.2.3 Heavy duty fusible disconnect switches shall be provide on systems rated for greater than 240V in accordance with UFC 3-520-01.

5.2.4 Circuit breakers disconnect switches, and other devices that are electrical energy isolating must be lockable in accordance with NFPA 70E and OSHA 1910.303.

5.3 Structural

5.3.1 Non structural components (including architectural, mechanical, electrical, and plumbing equipment) and their supports and attachments that are permanently attached to a structure must be designed and constructed to resist the effects of the earthquake motions in accordance with ASCE 7-16. Calculations shall be provided to the government for verification and approval prior to start of work.

5.3.2 Post-installed anchors (anchors installed into existing hardened concrete) must be approved to resist seismic loads and have a current ICC-ES report. Where anchorage conditions required an engineered design, it must be performed in accordance with the ICC-ES report and the cracked concrete provisions of ACI 318-19.

5.4 PROJECT OBJECTIVES

5.4.1 Facility Function

Building 575 is a 38,674 square foot single story building that serves as a warehouse, machine shop, office and laboratory space.

5.4.2 SAFTEY REQUIREMENTS

5.3.2.1 The contractor is responsible for ensuring that all work under contract meets Federal OSHA standards. The contractor is responsible for ensuring safe work performance of employees and subcontractors and bears sole responsibility for the safety of its employees. The contractor is expected to take all steps necessary to establish, administer, and enforce safety rules that will meet the current requirements of Federal Occupational Safety and Health Administration (OSHA).

5.4.2.2 All construction type activities shall follow the safety guidelines of EM385-1-1 (US Army Corps of Engineers Safety and Health Requirements Manual) and shall be consulted for a variety of hazardous activities associated to the statement of work.

5.4.2.3 The contractor is responsible for ensuring that all work under contract meets state OSHA standards and local requirements such as the states of Washington OSHA (WISHA), California OSHA (Cal/OSHA), Nevada OSHA (NVOSHA), or Hawaii OSHA (HIOSH) as applicable. These standards will apply for the contractor activity on federal property within the respected state.

5.4.3 Sustainable

To the greatest extent practical, integrate sustainable strategies and features into the design to minimize the energy consumption of the facilities; conserve resources; minimize adverse effects to the environment; and improve occupant productivity, health, and comfort to reduce the total cost of ownership of the project. Ensure sustainable strategies and features in the design phase are incorporated in the construction phase.

5.4.4 Security

5.4.4.1 All contractors and subcontractors must undergo government vetting before access can be granted.

5.4.4.2 Contractor will submit SECNAV 5512 and provide required identification as stated in SECNAV 5512 at least two (2) weeks prior to date of access to allow for processing.

5.4.4.3 Contractor must obtain favorable background investigation prior to accessing the restricted areas.

5.4.5 MANAGEMENT AND DELIVERABLES

5.4.5.1 Contractor shall conduct weekly update meetings with government and provide up-to-date schedule (A001) at each meeting to identify potential issues and communicate progress.

5.4.5.2 Contractor shall provide design drawings for approval at 60%, 90%, and 100% completion (A002) to ensure all requirements are met.

5.4.5.3 Contractor shall provide As-Built drawings for all completed work in both PDF and AutoCAD format. (A002)

5.4.5.4 Contractor shall submit a Safety Program Plan to government no less than 20 days prior to start of installation (A003).

5.4.5.5 Contractor shall provide monthly financial reports covering from the first to last business day of each month beginning 30 calendar days after effective date of order (A004).

5.4.5.6 Contractor shall provide monthly Personnel Roster covering from the first to last business day of each month beginning 30 calendar days after effective date of order (A005).

5.4.5.7 Contractor shall provide monthly funds and man-hour expenditure reports covering from the first to last business day of each month beginning 30 calendar days after effective date of order (A006).

5.4.5.8 Contractor shall provide O&M manuals to the government prior to final acceptance of the project. Submittals shall include a printed, and digital copy of the O&M manuals. Printed copies shall be placed in a 3inch, 3-ring binder with a cover page on the front surface of the binder stating “Building 575 Grinding Room Ventilation O&M Manuals”. A total of three sets shall be provided to the government (A007).

5.4.6 Work Hours

5.4.6.1 Hours of Operation are Monday through Friday, 0730-1600 (not including all Federal or State Holidays).

5.4.6.2 All work that secures HVAC, electrical, voice and data shall be coordinated with NSWC building representative or PM. Contractor is responsible for submitting a work schedule that shall be reviewed and approved by the contracting office.

5.4.6.3 In the event construction work interferes with onsite-scheduled work, contractor may be required to work evenings and weekends to complete the installation. The final schedule shall be approved by the contracting official.
