Section C - Descriptions and Specifications
STATEMENT OF WORK
1 INTRODUCTION
The Naval Information Warfare Center (NIWC) Pacific has a requirement for a Phase III Small Business Innovation Research (SBIR) Indefinite Delivery Indefinite Quantity (IDIQ) contract. This Phase III SBIR will provide innovative Airborne Systems Life Cycle Planning and Analysis methods and tools for wide-ranging initiatives.
These initiatives include Information Technology (IT) capabilities, communications, engineering, analysis, planning, assessment, design, hardware and software, operations, and administration of network and communications systems.
These initiatives support operations and sustainment for the Navy, Fleet Forces Command, Combatant Commands, and Services throughout multiple Areas of Responsibility (AORs). The Navy is focused on delivering agile, efficient and, interoperable IT systems, capability planning, integration and operations that support the warfighter.
2 BACKGROUND
NIWC supports Command and Control (C2) delivery systems providing Navy and Joint C2 at strategic, operational, and tactical levels.
Frontier Technology, Inc. (FTI) was awarded Phase I and Phase II SBIR contracts that directly support the Navy Coalition Enterprise needs for lifecycle planning and analysis tools under Navy Topic N05-039 entitled “Navy Technology for Shipbuilding Affordability.” This Phase I and II SBIR developed Trade Analysis and Optimization methods and tools. The following is a summary of the N05-039 Phase I and II contracts competitively won by FTI:
Phase I SBIR N05-039, Contract # N65538-05-M-0159, PoP: 05/09/2005 – 06/16/2006 Phase II SBIR N05-039, Contract # N00178-06-C-3044, PoP: 07/31/2006 – 01/29/2010
FTI’s research effort focused on integrating affordability into the development of systems and technologies for Navy ships. This effort demonstrated how Navy ship system data sources can be integrated together within a structured desktop computer tool to provide both insight and traceability from requirements analysis to performance evaluation and Life Cycle cost.
These efforts identified the need for a standard toolset and methodology for conducting alternative sustainment assessments across DOD. The Phase II effort enhanced processes and tools that successfully demonstrated the ability to identify, optimize, evaluate, and integrate tools and solutions to support the full range of lifecycle planning and decision support across DOD. These SBIR technologies have shown that effective decision-making requires modeling for prediction and optimization as part of comprehensive planning, sustainment and operational improvement concepts. The SBIR tools provide assessments of affordability, systems engineering, performance, operational assessments, scheduling, risk, cost estimating, and business case analyses. The tools combine the assessment of system and process cost, performance, logistics, schedule, and risk into a seamless decision space.
3 SCOPE
The scope of the Airborne Systems and Decision Support Phase III SBIR Program is to extend FTI’s modeling and simulation SBIR technologies to make the best and most informed acquisition, Test and Evaluation and operational implementation decisions. The technologies support the measurement of system and process effectiveness, deployment planning and decision support associated with the full spectrum of space system planning and operations. Specific objectives include utilization of SBIR developed decision support technologies. The technologies will be used to accomplish the following: accelerate development, delivery and implementation of Artificial Intelligence; assess system and process needs associated with environments to optimize investment resources necessary to implement system/process plans; assess the capacity and resiliency of complex systems supporting a range of DoD planning and operational scenarios; conduct comparison of system and process strategies and define best-value approaches; measure and monitor operational performance through the implementation of decision-supporting metrics; implement dashboards to enhance and simplify real-time analysis of data; support and maintain large, complex data repository management, modeling, analysis and communication capabilities; and provide analysis data to DoD databases.
Application of FTI’s analytical tools and assessment capabilities can be extended across DoD processes and agile development. The tools will provide decision and readiness support for assessments to improve human performance, safety education standards, procedures and equipment including improvements to safety policies and programs.
4 APPLICABLE DOCUMENTS
Federal Standards: The Contractor is required to adhere to all applicable standards and guidelines. In the absence of named standards, Department of the Navy (DON) standards and applicable Federal Information Processing Standards shall be utilized.
