Draft Statement of Work

1. INTRODUCTION

The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program has a duty to provide calibration standards to the depot level and intermediate calibration laboratories to verify the operation of naval aviation support equipment across the fleet. The King Nutronics model 3689A was found capable of providing inter-service calibration workload for United States Air Force and Marine Corp. Test instrument (TI) workload, that can be sent to NAVAIR calibration labs in support of interoperability among service calibration laboratories by the Naval Surface Warfare Corona Division (Corona Division) Measurement Science (MS) Department.

2. BACKGROUND

The precision pressure standards in the NAVAIR inventory are used to verify the accuracy and precision of TIs such as; but not limited to, dial pressure gages and digital pressure measurement devices. The workload for these precision pressure standards have increased over the last fifteen years. These precision pressure standard systems are used at intermediate level calibration laboratories afloat and ashore, as well as the depot level calibration laboratories. The Corona Division MS Department has identified the M/N 3689A as the commercially available system that can accommodate the excess of 3,200 hours of annual work load for the precision pressure standard systems in the fleet inventory. In addition, the 3689A meets the requirements of recent and anticipated TI workload being added to the NAVAIR inventory.

At a minimum 72% of the current model numbers of Advanced Pressure Calibrators and precision pressure standards in the NAVAIR METCAL program’s inventory are out of service. Repair of these legacy units is not considered commercially viable. The King Nutronics model 3689A is being procured as a replacement standard that can support the current NAVAIR METCAL pressure calibration workload. A minimum quantity of three (3) and a maximum of 135 King Nutronics model 3689A are being sought to replace broken and aging systems that have lost functionality due to aging internal components.
