PURCHASE DESCRIPTION

SCORE MINE LOCATING SYSTEM – FABRICATED FLAT & CURVED BRACKETS (13P45)

1.0 INTRODUCTION

Southern California off Shore Range (SCORE), located on Naval Air Station North Island (NASNI) California has a requirement for custom brackets for a Mine Locating System (MLS).

This procurement is for the MLS Brackets (in two styles: Flat and Curved).

2.0 BACKGROUND

Recently, US Navy training tethered mine shapes have inadvertently broken from their moorings, causing loss of Mine Warfare (MIW) training capability. Due to this situation, Commander Naval Air Force Pacific Fleet (CNAP) and Naval Mine and Anti-Submarine Warfare Command (NMAWC) have mandated the use of an Electronic Mine Locating System (MLS) to provide GPS tracking of inert underwater mine shapes, whereby, preventing loss of materials and unsafe marine hazards. Flashing beacons are required on the mine shapes to facilitate their rapid retrieval during nighttime hours. In support of this mine locating capability, developed a few years ago, and to address safety issues, RS31 requires additional brackets as part of the Mine Locating System.

3.0 APPLICABLE DOCUMENTS

The contractor shall refer to government -provided drawings:

4.0 REQUIREMENTS

The government requires a firm-fixed-price contract for the fabrication of Thirty-Three (33) brackets total in accordance with Table 4-1.

Twenty-five (25) Flat Brackets (FB) – including one (1) First Article FB Eight (8) Curved Brackets (CB) total – including one (1) First Article CB.

The MLS brackets shall be used at SCORE’s underwater mine ranges surrounding San Clemente Island (SCI). A Drawing Package and this SOW is provided for solicitation purposes.

SOLICITATION RESPONSES

The government shall only consider solicitation responses by contractors who demonstrate the technical capabilities and understanding of fabricating the brackets as described in the Government Furnished drawings listed in Section 3.0, and this document.

PAINTING/ COATING REQUIREMENTS

The contractor shall paint/ coating to the brackets in accordance with drawings:

BRACKET IDENTIFICATION

The contractor shall identify the brackets in accordance with TABLE 5-1 in drawings FLT_BRK-SCORE49-M12 SHEET 2 and CRV_BRK_SCORE53-M10 SHEET 2.

MODIFYING OR DEVIATION FROM DRAWINGS

Brackets have been tested and verified not to change the sonar characteristics of a tethered mine shape. The contractor shall not modify or deviate from the Government-provided drawings listed in Section 3.0 without written government authorization. All clarifications, modifications, authorizations shall be coordinated through the Government’s Contracting Officer or their designated POC.

RANGE ACCEPTANCE OF BRACKETS

Receipt of brackets at the range will not constitute “acceptance” by the government.

Only after authorized range personnel has inspected the brackets is range acceptance possible.

FIRST ARTICLE BRACKETS

The contractor shall manufacture one (1) First Article Flat Bracket, and one (1) First Article Curved Bracket in accordance to drawings CRV_BRK_SCORE53-M10 and

FLT_BRK-SCORE49-M12.

RANGE DELIVERY

The contractor shall have 45 working days after contract award to deliver both First Article brackets to the range.

RANGE INSPECTION AND ACCEPTANCE

The Range shall have 10 working days to inspect and notify the Contracting Officer of acceptance of First Article or End-item brackets. The Contracting Officer shall officially inform the contractor of the Acceptance of Brackets, and provide authorization to the contractor to manufacture the remaining End-item Brackets.

DELIVERY

The Government requires delivery of the remaining brackets no later than 90 days after contract award.

REJECTED BRACKETS

Any rejected bracket shall be returned to the contractor and the range will identify brackets as either accepted, rejected (needing modification) or scrap.

Contractor is responsible for disposing of all brackets identified as scrap.

Rejected brackets shall be returned to the contractor’s facility, at government expense, approximately 10 working days after notification.

Contractor shall identify modified brackets as outlined in Table 5-1 of drawings CRV_BRK_SCORE53-M10 and FLT_BRK-SCORE49-M12. Reworked brackets are to be shipped at contractor’s expense with advance notice as outlined in section 4.8.

SHIPPING BRACKETS

All shipping of brackets from the contractor’s facility shall be at the contractor’s expense, and the cost of shipping is to be included in the contractor’s initial bid.

SHIPPING COORDINATION

Shipping of Brackets shall be coordinated through the Range’s POC.

END- ITEM DELIVERY NOTICE

The contractor shall provide the range 5 working days of advanced notice of a bracket delivery to the Range. Notice provided via a phone call, or E-mail.

ALL SHIPPING FROM GOVERNMENT FACILITIES

All shipping of brackets from Government facilities shall be at Government expense (including brackets returned for reworking).
