SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

GENERAL

The contractor is hereby advised that the United States Government and Agencies thereof are exempt from State and Local Government tax by virtue of Article 6 of the United States Constitution. No exemption certificate is required.

1. INTRODUCTION

The Naval Surface Warfare Center, Corona (NSWCCO) Division, Measurement Science and Engineering Department performs Metrology, Test, and Monitoring Systems Assessment supporting the NAVSEA Metrology and Calibration (METCAL) Program.

2. BACKGROUND

Measurement Science and Engineering Department, Code MS35 provides support and guidance for the Test and Measurement Diagnostic Equipment (TMDE) and the Calibration Standards Program in support of Navy Calibration Laboratories. The Dew-Point Generator and Measurement System is capable of generating and measuring both dew-point and frost-point temperatures to support various dew-point hygrometers and test instruments.

3. SCOPE

NAVSEA METCAL Program requires a contract to procure Dew-Point Generator and Measurement Systems in accordance to Calibration Standards Specification (CSS) 06-3217.

5. REQUIREMENTS

5.1.1 The Contractor shall provide operator/service manual(s) required to be supplied with each calibration standard.

At a minimum, these manual(s) shall contain information on operator/maintainer safety, theory of operation, troubleshooting, preventative maintenance, periodic maintenance, calibration, maintainability data, and operational instructions. The manuals can be either print or electronic media format on either CD-ROM or DVD disks. (CDRL T001)

5.1.2 The Contractor shall ensure the units shall be provided with a manufacturer’s standard warranty, of one (1) year minimum after installation and acceptance by the Navy.

5.1.3 A calibration certificate with a report referencing actual data shall be provided by the vendor to the Government for each calibration standard installed. (CDRL A001)

5.1.4 Calibration certificates provided must include standards that are traceable to the National Institute of Standards and Technology (NIST) and result in an Accredited Certificate/Report of Calibration.

5.1.5 The Contractor shall provide a calibration label indicating the calibration interval shall be placed on each delivered Dew Point Generator.

5.1.6 The Contractor shall provide a Software/Firmware version description to be provided with each system delivered. The Software/Firmware version description shall be the same on all Dew Point Generator’s delivered.

5.1.7 The Contractor shall provide a Software/Firmware Change Request, to the US Navy prior to any software/firmware changes to alert and inform the US Navy about changes to software/firmware and also to provide detailed information about the changes and estimated cost. The Software/Firmware Change Request shall be provided on CD-ROM or via an internet downloadable site to the US Navy for correction of software errors or commercially available improvements for the model numbers of the calibration standards installed for a period of not less than five (5) years. (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. 52.217-7 OPTION FOR INCREASED QUANTITY--SEPARATELY PRICED LINE ITEM (MAR 1989)

The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
