The Naval Surface Warfare Center (NSWC), Corona Division, Performance
Assessment Department, Code PA44 requires one (1) 3U Rackmount Dual Channel
Digital FM Baseband Demodulator and one (1) 2U Rackmount Telemetry System to be used as integral components of the NSWC Corona ADVANCED TELEMETRY
SYSTEM –CLASSIFIED/UNCLASSIFIED (ATS-C/U). These components will be used to decommutate and display live missile and target telemetry data using
PCM/FM/FM demodulation techniques in order to assess performance and readiness of fleet and FMS combat systems.

ULYSSIX Technologies, Inc. does not sell its proprietary products through resellers or distribution agents and therefore these products have no alternate source than the manufacturer.
□ FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. [When utilizing this exception, the rationale shall describe why the relationship between the initial order and the follow-on is logical (e.g., in terms of scope, period of performance, or value).]

3. Rationale Justifying Use of Cited Regulatory Authority.
a.) ☒ The Items Described in Paragraph 1 Must Be Compatible In All
Aspects (Form, Fit And Function) With Existing Systems Presently Installed.

ULYSSIX technologies have been tested and used under harsh environmental circumstances including aboard US Naval vessels during live fire missile exercises and provided outstanding results. ULYSSIX technologies are an integral component of the NSWC Corona ADVANCED TELEMETRY SYSTEM -
CLASSIFIED/UNCLASSIFIED (ATS-C/U). If another brand/manufacturer were procured, PA44 would need to evaluate and field test the units before deploying them which would cause unacceptable delays in the ability to rapidly deploy the ATC-C/U in support of live fire missile exercises.
The associated cost to the government of identifying a potential alternate product, field testing it, re-training staff, and transitioning all products to the new system is extremely large. An RFI would be required and would require two (2) months and approximately 120 hours to prepare, publish, and evaluate responses. To test the product, each mission will have a minimum of 100 engineers supporting (labor per event estimated at $1,000,000). In addition, the cost of operating the ship: fuel, shipboard crew (minimum 25), wear & tear, etc. will be in excess of $800,000 per event. There is an associated cost with reserving the range for use, estimated at a minimum of $200,000 per event. That is estimated a minimum of $2 million per event in labor, ship and range costs alone, with multiple events planned soon after the RDD. Although very large, that $2M cost pales in comparison to the cost of incurring delays to the overall program and possibly even missing acquisition
Milestone gates. That cost would be measured in the tens of millions of dollars, if not hundreds of millions. Weapons tested onboard are slated for deployment onboard
AEGIS Destroyers, each of which costs over $1 billion dollars to build and field for the US Navy.
f.) ☐ Other: If required, discuss any other rationale that supports the use of a brand name/sole source for this effort.
4. Implication of Procuring another Brand/Manufacturer.
