Section C - Descriptions and Specifications

STATEMENT OF WORK

SCOPE: This requirement is for the upgrade of the input connector on the Rhode and Schwarz Model FSMR26-N Microwave Measuring Receiver to a ruggedized 3.5 mm male connector.

Background: The FSMR26-N is a Microwave Measuring Receiver procured from Rhode and Schwarz USA, Inc. The FSMR26-N has multiple uses as a Radio Frequency (RF) power meter, modulation analyzer, frequency counter and audio analyzer. There are a total of 94 Instrument Calibration Procedures that can be used with the FSMR26-N system to calibrate a wide range of intermediate level calibration equipment and support equipment used throughout the US Navy.

Examples of equipment calibrated by the FSMR26N include but are not limited to signal generators, radar test sets, step attenuators, transponder set test sets, coaxial directional couplers, modulation meters, radio test sets and noise generators. In October of 2015 the US Navy and the original end manufacturer (OEM) for the FSMR26-N began a joint inquiry into dips in the frequency response of the FSMR26-N below a frequency of 3.6 GHz. It was determined on 15 October 2015 that the frequency response anomaly was caused by a mechanical issue with the input connector. The OEM and the US Navy jointly agreed by 15 February 2016 that the dip in the frequency response of the FSMR26-N could be resolved by upgrading the current input connector to a ruggedized 3.5 mm connector.

REQUIREMENTS:

1.1 The contractor shall upgrade the current input connector on the FSMR26-N system with a ruggedized 3.5 mm connector.

1.2 The contractor shall provide an updated operator’s manual for the FSMR26-N to include any relevant changes including, drawings, parts lists and operational instructions. The operator’s manual shall be provided in accordance with CDRL T001.

1.3 The contractor shall provide an updated service manual for the FSMR26-N to include any relevant changes including, drawings, parts lists and operational instructions. The operator’s manual shall be provided in accordance with CDRL T001.

1.4 The contractor shall provide a calibration of the serviced system and provide a calibration certificate with data in accordance with CDRL A001.

1.5 Calibration of all upgraded systems must be traceable to the National Institute of Standards and Technology (NIST) and result in an Accredited Certificate/Report of Calibration by an organization accredited to ISO 17025 with headquarters in the United States of America.

1.6 A calibration label indicating the dates that the OEMs calibration is valid shall be placed on each system.

1.7 The contractor shall provide updated interactive training media on CD-ROM or DvD format in accordance with CDRL A002

1.8 The contractor shall provide an updated Technical Data sheet in accordance with

CDRL E001.

HQ C-1-0001 ITEMS(S)_0002___ - DATA REQUIREMENTS (NAVSEA) (SEP 1992)

The Contractor shall provide a copy of the standard commercial warranty with the item. The standard commercial warranty period shall begin upon the final acceptance of the applicable material or software. Acceptance of the standard commercial warranty does not waive the Government's rights under the "Inspection" clause, nor does it limit the Government's rights with regard to other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.
