The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirement, as implemented by FAR 6.302-1.

5. Rationale Justifying Use of Cited Statutory Authority

The Signal Generator, Keysight model E8257D with OPT 550, 007, 1EU, 1E1, UNT, UNX, UNW, HGT is Laboratory Standard Equipment for calibration of working oscilloscopes, Test Sets, Spectrum analyzers, among many others, and is required to meet the Naval Sea Systems Command, Code 04 (NAVSEA 04) accuracy ratio

J&A No. 50,015 Code: 022

PR No:

of 4:1 between standards and test equipment during calibration in accordance with paragraph 6-n of OPNAVINST 3960-16A. The Signal Generator is a "direct replacement" part/component for existing equipment already in use at the Navy Calibration Laboratories.

NAVSEA 04 Test and Measurement Diagnostic Equipment (TMDE) and Calibration program directs that only approved standards listed in the NAVSEA OD 48939 Navy Calibration Equipment document can be used for calibration in accordance to OPNAVINST 3960-16A. The Keysight Signal Generator E8257D series is required to calibrate oscilloscopes, Test Sets, Spectrum analyzers, among many others used across the fleet as the laboratories have established a library of calibration procedures similar to the way the E8257D series signal generators operate. There are exact setup instructions within these calibration procedures instructing the laboratory personnel how to setup tests.

The E8257D series of Signal Generators are embedded into 231 Instrument Calibration Procedures (ICPs) for workload including oscilloscopes, passive devices (i.e. attenuators, terminations, couplers), probes, power sensors, universal counters, radar test sets, spectrum analyzers, among many other instruments used across the fleet. Procurement of any other Signal Generator would result in a duplication of cost to the Government. If any other Signal Generator is procured, all 231 of these ICPs would require duplication to ensure all proper commands and test setups match the other Signal Generator. The calculated cost to duplicate 231 ICPs is estimated to be in excess of $3,000,000.00, the equivalent of 25,000+ labor hours. These additional costs cannot be recovered through a non-brand name competition.

Due to the excessive duplication of cost, the Keysight Signal Generator E8257D series is the only calibration standard that will meet the NAVSEA 04 requirement at their calibration laboratories. The E8257D series Signal Generator interfaces in the ICPs with the oscilloscopes, Test Sets and Spectrum analyzers to test manufacturer specifications in accordance with NAVSEA 04 policy. Therefore, the Keysight Signal Generator, E8257D and options is the only standard that will meet the NAVSEA 04 requirement of capability to perform the calibrations. This procurement will complete the capability requirement for the replacement of Signal Generator for NAVSEA 04.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

A sources sought notice expressing the Government’s interest in these types of generators was posted on the Federal Business Opportunities (FEDBIZOPS) website on 8 December 2015. The sources sought notice closed on 28 December 2015. One interested vendor responded and provided the technical description of a different signal generator. After evaluating the products salient characteristics, the Measurements Science department determined that any other brand name except Keysight would have the potential to cost the Government in excess of $3,000,000. The significant duplication of cost to the Government would be in the workload ICPs.

As of today, the Navy has developed 231 ICPs using the E8257D series signal generators as a standard.

Procurement of a different brand signal generator would require the duplication of all 231 ICPs to use the proposed signal generator

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated costs to the Government for the items covered by this J&A will be fair and reasonable. The Contracting Officer will use price analysis, including historical cost estimating relationships from previous procurements to determine that the final price to the Government is fair reasonable.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, NSWC Corona has no plans at this time to compete future contacts for the types of supplies covered by this document. If another potential source emerges, NSWC Corona will assess whether competition for future requirements is feasible.
