1.0 INTRODUCTION

Naval Surface Warfare Center Corona (NSWC, Corona) Acquisition and Readiness Department, Trouble and Failure Report (TFR) Project, Material Readiness Assessment (MRA), and Surface Missile System Maintenance Data System (SMSMDS) requires a Firm Fixed Price (FFP) contract for Information Assurance (IA) Certification and Accreditation (C&A) validation services and TFR IA engineering technical support. IA and C&A Services are being procured for twelve (12) months.

2.0 BACKGROUND

The TFR Project has a requirement to achieve and maintain its IA C&A status on Trouble and Failure Reporting (TFR) System. The TFR System requires a valid Authority to Operate (ATO) and independent validation services and servicing to ensure proper security baselines are adequate and reported per guidance and the ATO reflects all current and planned network configurations. In order to meet these requirements, TFR Project requires IA C&A support and system support services listed in this Statement of Work (SOW), including support related to: the C&A documentation requirements including C&A plan, C&A package, ACAS scanning, mitigation, and reporting, implementing Security Technical Implementation Guide (STIG) requirements and generating checklists, Plan of Action and Milestones (POA&M) updates, C&A artifact documents, and uploading into Enterprise Mission Assurance Support Service (eMASS). Support is required to perform validation requirements to include: Validate IA Controls, Validate POA&M, validate Scorecard, create Certification Determination (CD) Letter, representation at Collaboration Meeting(s), and perform vulnerability and compliance management and support finding remediation.

The MRA and the SMSMDS are identified as separate CLINs in this SOW. Each System has a requirement to maintain its Information Assurance (IA) Certification and Accreditation (C&A). Each System requires a valid Authority to Operate (ATO) and independent validation services and servicing to ensure proper security baselines are adequate and reported per guidance and the ATO reflects all current and planned network configurations. In order to meet these requirements, MRA and the SMSMDS require IA C&A support and system support services listed in this Statement of Work (SOW), including support related to: the C&A documentation requirements including C&A plan, C&A package, ACAS scanning, mitigation, and reporting, implementing Security Technical Implementation Guide (STIG) requirements and generating checklists, Plan of Action and Milestones (POA&M) updates, C&A artifact documents, and uploading into Enterprise Mission Assurance Support Service (eMASS).

(a) The Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level.
