High Compliance Multifunction Calibrator Five (5) Year IDIQ
STATEMENT OF WORK (SOW)
High Compliance Multifunction Calibrator
1.0 INTRODUCTION
The Naval Air Systems (NAVAIR) Metrology and Calibration (METCAL) has a requirement for a maximum quantity of 125 High Compliance Multifunction Calibrators, hence forth referred to as the Multifunction Calibrator. This is a modernization effort since the current systems are approaching obsolescence and often require accessories to complete servicing the workload due to changes in the support equipment calibrated with the required Multifunction Calibrator over the last 20 years. Hence a new system is called for that will save the program increasing costs for labor, logistics support and down time due to unrepairable systems.
2.0 BACKGROUND
A commercial or modified commercial High Compliance Multifunction Calibrator system is sought for calibrating a wide range of electrical and electronic support equipment including, but not limited to Cruise Guide System Test Sets, Power Multi-Meters, Phase Angle meters and Transponder Test Sets. Such applications require high compliance and burden tests that may also pose a danger to unprotected sourcing equipment (up to 240 Vrms, 60 or 400 Hz). The Multifunction Calibrator will be used shipboard and at shore-based facilities and must conform to Class 3 requirements as listed in MIL-PRF-28800F. Equipment will also be subjected to conditions aboard both military and commercial land, sea, and air vehicles during periods of operation, transportation, and storage. The Navy will require the ability to perform any applicable firmware updates that may become available from the vendor by means of a Non-Universal Serial Bus (USB) device such as a CD-ROM or DvD drive.

4.0 REQUIREMENTS
4.1 A Quantity of Two (2) Operator/Maintenance manual(s) are required to be supplied with each Multifunction Calibrator unit. A statement of copyright release for reproduction of technical manuals for government use shall be printed in the first two pages of each technical manual. If an existing manual is provided, the statement of copyright release for reproduction and/or government restricted website posting shall be permanently incorporated into the manuals (printed and CD versions). Manuals may be furnished in either hard copy or electronic format using a widely available commercial document format. Examples of such are MS Word or Portable Document Format (PDF) Reference CDRL T001. Units shall be provided with a manufacturer’s standard commercial warranty, one (1) year minimum.
4.2 Calibration requirements are mandatory to the specification CSS-02-249 Rev 0.0 04 (March 2015). Requirements verification shall be mandatory to the specification CSS-02-249 Rev 0.0 04 (March 2015) Out of tolerance conditions observed during verification testing shall be considered warranty failures. Upon award the government will order up to three Multifunction Calibrator units to be regarded as pre-production units. Requirements testing will be performed by the government, any and all out of tolerance conditions must be remedied by the vendor within 60 days of receipt of returned unit sent by the government.
4.3 A Certificate of Calibration or a Certificate of Conformance must be issued for each unit procured. Reference CDRL A001.
4.4 Production units are all those Multifunction Calibrator units’ not designated pre-production units by the government. Sample testing will be applied to further option year orders to ensure units meet the requirements of CSS-02-249 (March 2015)and this statement of work (SOW). Systems or accessories supplied under this procurement that are out of tolerance by not complying with CSS-02-249 (March 2015) and this SOW will be returned to the vendor for warranty repair.
4.5 The minimum interval between calibrations shall be 12 months. At the end of this interval, a minimum of 85 percent of the Multifunction Calibrator units shall remain in tolerance. Assuming an exponential decay of in tolerance condition, this requires a Mean Time Before Out Of Tolerance (MTBOOT) of 72 months.
4.6 The contractor shall have a calibration facility traceable to the National Institute of Standards and Technology (NIST) and have a current Accredited Certificate/Report of Calibration by an organization accredited to ISO 17025 with headquarters in the United States of America for the calibration of MULTIFUNCTION CALIBRATOR systems of the commercial item or modified commercial item furnished to the government under this procurement.
