1.1. Vendor Questions/Concerns:
A) Do you have any specifications for the required Monopoles
B) Do you have any specifications for the required precast foundations
C) Specifications for both the specified Old Castle building and the Thermobond building. Precast
Building specs for door size, any electrical, lights, wall board insulation (R-11?), HVAC's, grounding, cable ladder, and power needed for the building
D) We have contacted both companies. Here are the responses we have received:
i. Old Castle will not sell Sabre any buildings. Get Original Quote
ii. Thermobond doesn't know which building is being specified in the RFP. They say they don't recognize the provided part #. Get Original Quote
1.2. RS14 Response
A) Monopole Tower – monopoles shall comply with the requirements of ANSI/TIA-222-G (and all current addendums).
REQUIREMENTS:

Anchor Bolts: All monopoles shall include anchor bolts compatible with base plate and capable of supporting specified load requirements. Tower manufacturer will need to coordinate with precast concrete foundation manufacturer to ensure anchor bolts are compatible with foundation sizing.
Hardware Surplus: All monopoles shall include a 3% surplus of hardware
Bonding: Any bonds between dissimilar metals shall be thoroughly sealed against moisture to minimize corrosion.
Horizontal/Vertical Ratio: The horizontal distance between the vertical centerlines at any two elevations shall not exceed
0.25% of the vertical distance between the two elevations
Continuity: The monopole shall be electrically continuous over the entire structure through the use of either direct bonds and/or bonding jumpers.
Grounding: The base of each monopole shall permit an exothermic weld for a bond to the grounding electrode system without compromising the rating of the tower.
Lightning Protection: Each monopole shall be equipped with a lightning rod(s) in compliance with NFPA 780 (2011 edition)
Climbing Facility: All monopoles shall be equipped with a climbing facility and a safety climb device, continuous over the entire height of the monopole. The cable support system of the safety climb device shall have a stamped or engraved metal identification tag affixed at the base of the structure indicating the size and type of cable to ensure compatibility with a climber’s safety sleeve, Item Unique Identification: All monopole components shall be marked in accordance with MIL-STD-130N for item unique identification.
Cable Access Port/Strain Relief: All monopoles shall provide the capability of routing feedlines on the inside of the monopole
(without exceeding the bending radius limits for cabling) and provide a mechanism to provide strain relief on cabling and port sealing.
PE- stamped Drawings: For each purchased tower, drawings shall be certified wet stamped by a licensed P.E. in the state of the installation site. The following information shall be provided for all towers:
Overturning moment
Axial load
Uplift reactions
Shear reactions
B) Precast Concrete Foundation for tower, shelter, generators and fuel tanks are to satisfy a one site communications area distribution node.
TOWER PRECAST CONCRETE FOUNDATION REQUIREMENTS:
Tower type: 3-legged with 21′ face widths

The pre-cast concrete blocks shall be manufactured off site and transported to the point of installation for assembly by the Government.
The solutions shall provide for a non-penetrating installation (e.g. sits atop graded earth surface) and shall be comprised of multiple blocks. The blocks shall be fastened together via post-tensioning cables or steel rods.
The concrete blocks shall have alignment keys in the vertical faces that resist movement between the blocks upon post-tensioning.
Each block will have integral conduits perpendicular to each vertical face to accommodate the post-tensioning rods.
Each block shall not exceed 15,000 lbs.
The concrete shall have a minimum compressive strength of 5,000 psi @ 28 days matching the strength used in the engineering calculations.
The top surface of each block shall be fully level with the top surface of each of the adjacent blocks, once the blocks are post-tensioned. A cumulative variance not to exceed ½” across the entire foundation in any direction will be acceptable. Variance from block to block shall not exceed ¼”.
The design of the post-tensioning cables or threaded rods shall bind together the requisite number of blocks in a manner that can resist the tower loads. The block and post-tensioning design shall ensure that there will be no movement between blocks once they are post-tensioned. The contractor shall provide post-tensioning values and calculations for each site.
Stacking of blocks is acceptable as long as the design is approved and wet stamped by a qualified
Professional Engineer (P.E.) in the state of the installation site.
The design shall allow for increase in load capacity by adding additional blocks without disrupting the integrity of the existing foundation.
The spacing of the post-tensioning cables or rods shall accommodate the placement of three (3) sets of cast anchor bolts (one for each tower leg) spaced 21’ apart. The bolt center for each leg shall be 18”. See paragraph “s” for alternate tower mounting possibilities.
The foundation drawings and calculations shall be prepared in accordance with the specific state of installation standards. All drawings shall be certified wet stamped by a licensed P.E. in the state of the installation site.
The design and engineering analysis of the precast block foundation shall be in accordance with the American Concrete Institute’s ACI 318-08: Building Code Requirements for Structural
Concrete (and Commentary).
All post-tensioning cables or rods must be coated in a manner that will preclude corrosion due to prolonged exposure to the elements.
The conduits in the blocks are not required to be filled, following post-tensioning.
The exposed hardware used with the blocks shall be hot dip galvanized (HDG).
Each block shall have a minimum of three (3) lifting points that shall not protrude beyond the outer surface of the block. The top surface shall allow for drilling to a depth of 5”, which will allow for equipment anchoring at additional locations.
The block configurations shall be designed to the listed reactions and provided soil reports. The blocks shall be designed to accommodate 3-legged towers with 21′ face widths. Additionally, the bolt pattern for each leg shall consist of six (6) 2″ diameter bolts equally spaced in a bolt circle of
18″ diameter, centered on the 21′ face corners. The orientation of the bolts shall be aligned such that all bolts on opposite sides of the bolt circle are parallel with the faces of the tower.
Alternate tower mounting interface solutions (e.g. mounting plates that can be drilled in the field for precise alignment with the tower bolt pattern) can be proposed. Upon government approval, proposed mounting interface solutions may be utilized in lieu of precast bolts.
SHELTER PRECAST CONCRETE FOUNDATION REQUIREMENTS:
The foundations shall be pre-cast concrete sections that are manufactured off site and transported to the point of installation for assembly.
The solutions shall provide for a non-penetrating installation solution (i.e. sits atop graded earth surface) and shall be comprised of 2 individual pre-cast concrete sections. The 2 sections shall be fastened together via post-tensioning steel rods.
The blocks shall support the loads of a 26’x18’-4” communication shelter.
The foundation drawings and calculations shall be prepared in accordance with the specific state of instillation standards. All drawings shall be certified wet stamped by a licensed P.E. in the state of the installation site.
GENERATOR PRECAST CONCRETE FOUNDATION REQUIREMENTS:
The foundation shall be a pre-cast concrete block(s) that is manufactured off site and transported to the point of installation.
The solutions shall provide for a non-penetrating installation solution (i.e. sits atop graded earth surface) and shall be comprised of one pre-cast concrete block.
The foundation shall be capable of supporting generator loads.
The foundation shall be 12’-6”x6’x12”
The foundation drawings and calculations shall be prepared in accordance with the specific state of instillation standards. All drawings shall be certified wet stamped by a licensed P.E. in the state of the installation site.
6 bollards per shall be provided 18” from the generator as needed for protection per National Fire
Protection Agency’s NFPA 30, “Flammable and Combustible Liquids Code”. Placement shall not interfere with operation and access to generator entry points.
FUEL TANK PRECAST CONCRETE FOUNDATION REQUIREMENTS:
The foundation shall be a pre-cast concrete block(s) that is manufactured off site and transported to the point of installation.
The solutions shall provide for a non-penetrating installation solution (i.e. sits atop graded earth surface) and shall be comprised of a pre-cast concrete block.
The foundation shall be capable of supporting fuel tank loads.
Type foundation shall be 16’x6’x12”
The foundation drawings and calculations shall be prepared in accordance with the specific state
(AZ or CA) of instillation standards. All drawings shall be certified wet stamped by a licensed
P.E. in the state of the installation site.
8 bollards per shall be provided 18” from the fuel tank as needed for protection per National Fire
Protection Agency’s NFPA 30, “Flammable and Combustible Liquids Code”.
The contractor shall provide three days of all necessary training at the first job site to (to be determined by the Government upon award) to properly assemble foundations, including requirements, maintenance schedule and any necessary training for periodic maintenance. Training will be given to both Government
Employees and Support Contractors.
The contractor shall provide two sets of all equipment necessary to post-tension the steel rods.
C) Old Castle building and Thermobond building Specifications
OLD CASTLE BUILDING REQUIREMENTS:
Size: 24’ X 27’ turnkey precast reinforced concrete shelter
Minimum Interior Dimension: 263” X 287” X 120”
Concrete Strength: Concrete shall achieve a 28-day cure minimum comprehensive strength of 4000 pounds per square inch or greater
Bullet Protection: The shelter outer walls, floor, ceiling and doors shall provide protection against bullets in accordance with level 4 of UL 752 Standard for
Bullet-Resisting Equipment.
Shelter Door: Main Doorway (Metal double door 96” X 84”)

Engineering for Facilities, with Change 1.
