STATEMENT OF WORK

ADVANCED TELEMETRY SYSTEM – CLASSIFIED/UNCLASSIFIED (ATS-C/U)

SMARTRONIX G2 PBN OMEGA-NExT UPGRADE, PA44

1.0 INTRODUCTION

NSWC, Corona, Code PA44 requires the SMARTRONIX G2 PBN OMEGA-NExT UPGRADE in support of the Program Seven SM TLM RDT&E and Missile Defense Agency Sea Based Terminal (MDA SBT) projects. The SMARTRONIX G2 PBN OMEGA-NExT is a new integral component of the ADVANCED TELEMETRY SYSTEM – CLASSIFIED/UNCLASSIFIED (ATS-C/U). This system will be used to record and process live missile TM data during the events those projects have scheduled for the next several years. TM data is used in the performance and readiness assessment of Fleet combat systems.

2.0 BACKGROUND

The NSWC Telemetry Systems Branch (PA44) facility at Corona has a requirement to support MDA SBT SM-6 missions by mid-July 2015. These missions will require support for multiple missiles simultaneously. The legacy Wyle G2 PBO OMEGA system is limited to supporting one missile at time and needs to be upgraded to the SMARTRONIX G2 PBN OMEGA-NExT system in order to support up to four missiles simultaneously. The MDA SBT and Program Seven SM TLM RDT&E projects have a mission requirement for the SMARTRONIX G2 PBN OMEGA-NExT in support of their missions. The system needs to be fully integrated on the Pacific Missile Range Facility’s (PMRF) Mobile At Sea Sensor MATSS Barge by the end of May 2015. The integration period takes 60 days. The items listed in this SOW are a hard requirement in order to successfully execute the missions stated above. The SMARTRONIX G2 PBN OMEGA-NExT UPGRADE in accordance with required configuration management considerations meets the requirements of 100% form, fit and function as a component of ADVANCED TELEMETRY SYSTEM – CLASSIFIED/UNCLASSIFIED (ATS-C/U).

JXT Processor Upgrade G2 PBN OMEGA-NExT UPGRADE

Level-I : Basic Warranty Warranty covers G2-0107, G2-0108, G2-0119, G2-0152, G2-0153 and G2-0168 plus related boards and software.

OMEGA-NExT Upgrade, Program License: SERV (PBO) to NExT Professional (PBN) Network Server Software License, Five Clarity Connections, Proc Threads (16), Data Src (1) - up to quantity 16 factory upgrade/installations, supporting same program, for use at different locations as needed.

NOTE - These factory upgrades shall include installation of the customer-provided licensing of the Windows 7 64-bit operating system and the Smartronix-provided "uncontrolled" licensing of the NExT Professional data processing software to enable identical OS-software configurations installed on all upgraded units.

JXT Processor Upgrade, 48 GB

The SMARTRONIX G2 PBN OMEGA-NExT UPGRADE, as a component of the NSWC Corona ADVANCED TELEMETRY SYSTEM - CLASSIFIED/UNCLASSIFIED (ATS-C/U), meets or exceeds the following requirements:

Specifications The issues being addressed by the upgrade include the following:

1) Eliminate requirement for THICK Client computer by meeting all mission requirements with the G2 PBN OMEGA NExT, thereby reducing operational costs related to power consumption, cooling, maintenance and sparing, as well as training.

2) Minimizing the number of physical I/O channels required, thereby reducing acquisition costs and heat loading internal to the chassis, improving MTBF.

3) Enhance the Best Data Engine algorithm to support the significant latency variations naturally associated with the range’s various receive site link latencies, thereby improving overall quality of the combined data signal. This will include improved real-time data quality logging, post mission performance analysis, and merging of data files.

4) Providing an enhanced Range Safety output stream capable of rate reduced, continuous, uninterrupted, low jitter output, thereby improving service and timing accuracy for data clients that rely on the clock and data outputs for active monitoring and evaluation.

5) Support 4 simultaneous data streams.

6) Convert from single threaded OMEGA-SERV to the multi-threaded OMEGA-NExT software suite to take full advantage of the multi-core environment.

7) Upgrading SBC memory from 4GB to 16GB

8) JXT EC5549 Processor Upgrade
