GENERAL
The Naval Surface Warfare Center, Corona Division (NSWC CODIV) invites vendors to enter into a Blanket Purchase Agreement (BPA) that establishes the terms and conditions applicable to future purchases of move, relocation and assembly services. As a result of this solicitation approximately 2 to 3 vendors are needed to provide the required services; however, the Government reserves the right to award to a single vendor. A BPA will be issued to the vendor(s) determined to be technically acceptable and offering the lowest cost to the Government, using the Evaluation Criteria established in Section M of the solicitation. Vendors must be capable of providing services within the geographic area encompassing Orange and Riverside counties. Services may also be required at other sites within a 100 mile radius of NSWC CODIV.
Definitions
A Blanket Purchase Agreement is a “charge account” arrangement, between a buyer and a seller for recurring purchases of services. BPAs are not contracts and do not obligate government funds in any way. A Request for Quotations (RFQ) is initiated upon the placement of a call from the Facilities Management Division’s appointed BPA Caller. The BPA call becomes a contract upon the award of the call to the selected vendor and the vendor’s acceptance of the call. RFQs can be rotated among all the vendors on the BPA or one vendor can be selected depending on the urgency and dollar value of the requirement.
Supplies and Services
Expiration Date: The BPA shall be valid for a period of three years or $150,000.00 whichever comes first. The total duration of this BPA shall not exceed 36 months.
Section B includes three CLINS to cover a three year ordering period. The total cost for each CLIN shall include all cost associated with labor, moving supplies, equipment, storage and transportation. Offerors shall propose on all CLINS. All CLINS will be evaluated and included under any resultant agreement. Offerors failing to quote on all required CLINS will be considered technically unacceptable.
Vendors are required to also include a detailed price list for a three year ordering period in response to this solicitation in the format similar to the table provided in Section C.
Estimated Quantities:
Estimated Quantities (EQs) in Section C represent an estimation of the total yearly quantities to be ordered under the BPA. Each vendor placed on the BPA may receive a share of the total quantity stated. However, EQ’s are estimates only and do not bind the government to meet these estimates.
NSWC CODIV is NOT obligated to purchase any definite amount under this agreement
Terms and Conditions:
No single purchase will be less than $2,500.00 or more than $150,000.00 The total amount ordered under this agreement will not exceed $150,000.00 over the three year period.
The prices to the Government shall be as low as or lower than those charged to the vendor’s most favored customer for comparable quantities under similar terms and conditions in addition to any discount for prompt payment.
Authorized Employees:
The following employees are authorized to place orders:
Name
Job Title
Dollar Limitation
TBD
Contracting Officer
$3,000-$150,000
$2,500-$3,000
$2,500-$3,000 No other employee may place an order against this BPA unless formally authorized by the Contracting Officer.
