SPECIFICATIONS
1.0 SCOPE
The Naval Surface Warfare Center (NSWC) Corona, Code MS14 requires the procurement of a 3D Printer (with cleaner) to create calibration standard fixtures in a rapid prototyping environment to support the Multi-Spectral
Targeting System-B (MTS-B) Forward Looking Infrared (FLIR) Depot Special Test Equipment (STE).
2.0 BACKGROUND
A calibration support effort is required to establish Navy organic support for the MTS-B FLIR Depot STE being fielded at Fleet Readiness Center Southeast (FRCSE) in support of the U.S. Air Force. This program requires the use of a 3D modeling tool (with cleaner) to create calibration standard fixtures in a rapid prototyping environment.
Other prototype fabrication methods, such as Computer Numerical Control (CNC) and hand machining, molding, and casting can incur lead and wait times that will exceed the scheduled timeframe. Procuring 3D modeling tool
(with cleaner) will support the “V” development process, allowing for design iterations without exceeding the scheduled timeframe. The ability to meet schedule is critical to program deployment.
3.0 NAVY SPECIFICATIONS
Minimum specifications are provided below.
Printer Out Volume: 1 ft³
Printer Output Accuracy: +/- 0.007 in or better
Printer Material: Meets or exceeds ABS mechanical, thermal, hardness, and dielectric properties
Installation Space: 42 sq. ft. or less
Installation Type: Portable (may be moved to a different location by two persons)
Space Adjoining: Rated for use in common/shared laboratory or office. No additional venting, heating, cooling, or water required.
Printer System Power:
Standard; 115 VAC, 60 Hz, 1 phase, 15A service
Void Support: Supports distributed load design (can print voided material)
Software: Compatible with a variety of 3D CAD programs
The following are also required:
1. Training provided with printer
2. Installation upon delivery
3. Local technical support
4. Local 3D printer material stock
The recommended procurement model is the Dimension SST 1200 ES 3D Printer (with cleaner). The material required for this procurement is ABS plastic because it provides the required strength and operational environmental range at the lowest cost. The SST 1200 (with cleaner) prints using ABS plastic. The SST 1200 (with cleaner) also uses a cleaner that removes void filler material from the object. The cleaner satisfies the Navy specification requiring void support.

(a) The Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level.
