About this file
This document is a Justification and Approval (J&A) for a Bridge Contract for the Department of the Navy Naval Sea Systems Command. The contract will be awarded to Science Applications International Corporation (SAIC) for a Cost-Plus-Fixed-Fee (CPFF) bridge contract valued at $2,269,572, covering a six-and-a-half-month period from 17 February 2025 to 31 August 2025. The contract will provide continuation of technical support services for the Technical Support Management (TSM) Suite, specifically supporting the Electronic Trial Cards Management (ECM) system and various shipbuilding data collection and workflow management functions across SUPSHIP (Supervisor of Shipbuilding) operations.
The sole-source procurement is justified under 10 U.S.C. §3204(a)(1), with SAIC being the only responsible source capable of fulfilling the Navy's requirements without causing unacceptable service delays. The contract will support critical information technology engineering services for NAVSEA Program Executive Offices, Naval Surface Warfare Centers, and various technical support groups, including program management, system and database administration, incident analysis, cyber security support, data migration, and system testing. The government plans to incrementally fund the contract through Operations and Maintenance, Navy (O&M,N) funding, with the total estimated dollar value set at $2,269,572 for fiscal year 2025.
