About this file
This Justification and Approval (J&A) document is for a sole-source procurement by the Naval Surface Warfare Center Corona Division to purchase seven (7) Fluke AGPG Systems from Fluke Electronics Corporation. The acquisition is an Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed-Price contract valued at an unspecified amount, to be funded through FY25 appropriations. The systems are precision instruments used for measuring pressure in Navy calibration laboratories, specifically supporting the NAVSEA METCAL Program's intermediate naval calibration activities, fleet training activities, and Navy calibration laboratories.
The contract is being awarded under 10 U.S.C. 3204(a)(1) for other than full and open competition. The Navy determined Fluke is the only source capable of providing a device that meets their technical requirements, including maintaining a minimum test uncertainty ratio of 4:1 and compatibility with existing naval infrastructure. Market research and a Sources Sought Notice posted on SAM.gov confirmed no other manufacturers could meet the government's minimum needs. The procurement is for Part Number 2465A AGPG Systems, and the contract is expected to be awarded with a date of 22 January 2025, as indicated by the approving official's signature.
