This document is a Justification and Approval (J&A) for the award of a sole source contract for a High Energy Lasers (HEL) Adaptive Optics System. The Department of the Navy's Naval Sea Systems Command (NAVSEA) is rapidly developing directed energy technology, including laser technology, to meet Fleet demand for alternatives to kinetic weapon systems. However, HELs require an adaptive optics system to correct for wavefront aberrations, and NAVSEA's Corona Division does not currently have such a system.
Based on market research, the Boston Micromachines Corporation (BMC) manufactured HEL Adaptive Optics System is the only system that meets the technical requirements, including the ability to survive extremely high irradiance values and accurately manipulate the wavefront of a HEL. A Sources Sought Notice was posted, and only BMC responded. The Contracting Officer has determined the anticipated cost will be fair and reasonable. NAVSEA will continue to perform market research to identify capable sources for future requirements.

4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. § 3204 (a) (1), only one responsible source and no other supplies or services will satisfy agency requirements as implemented by Federal Acquisition Regulation (FAR) 6.302-1.
5. Rationale Justifying Use of Cited Statutory Authority
The Department of Defense is rapidly developing directed energy technology, including laser technology, to meet Fleet demand for alternatives to kinetic weapon systems. HELs can be utilized to provide pinpoint accurate effects on target. However, HELs are also highly nuanced and can be adversely affected by atmospheric effects and other aberrations to the wavefront, even at the laser source.
Adaptive optics systems are capable of correcting for wavefront aberrations prior- or post-propagation in atmosphere. For the Navy needs, there are survivability and correction performance challenges associated with the use of a HEL adaptive optics system. In particular, the adaptive optics system needed must survive extremely high irradiances values

Corona Division currently does not have an adaptive optics system in place. Corona Division requires an adaptive optics system to facilitate basic and applied research into structured and conventional Gaussian light propagation, whereby the adaptive optics system will allow for corrective wavefront shaping amenable to theoretical and computational calculations.

Based on market research conducted by subject matter experts at Corona Division, the Boston Micromachines Corporation (BMC) manufactured HEL Adaptive Optics System is the only adaptive optics system that can meet the requirements outlined above. Additionally, the initial requirement for the adaptive optics system contemplated its utilization beginning in the

In addition to the BMC-produced adaptive optics system being the only system that can meet the technical specifications of this requirement, and no other products could meet government needs, it is also the only adaptive optics system that can be procured to meet the current scheduling needs of the Corona Division.
The rationale for using this statutory authority is based on the unique and specialized nature of the system produced by BMC being the only adaptive optics system that meets the requirements needed for the Corona Division to develop directed energy technology to meet Fleet demand for alternatives to kinetic weapon systems.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
In accordance with DFARS PGI 206.302-1(d), a Sources Sought Notice (SSN) was posted on SAM.gov. The posting was issued on 10/30/2023 and closed on 11/13/2023. One (1) response was received from Boston Micromachines Corporation (BMC).

7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition
Corona Division will continue to perform market research to identify capable sources for future requirements related to this effort and if another potential source emerges, Corona Division will assess whether full and open competition is feasible.
