JUSTIFICATION
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity
Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Corona Division (Corona Division), Contracts Department, Code 0221.
2. Description of the Action Being Approved
Award of a Firm Fixed Price (FFP) supply contract on a sole source basis to Wideband Systems, Inc. (Wideband) for the procurement of Wideband DRS9300X Multiband RF Telemetry Recorders, Wideband DRS8300X Telemetry Recorders and support cable kits used on the –
. This Justification shall be effective from the date of approval to the end of the contract term.
3. Description of Supplies/Services
The Performance Assessment Department, Telemetry Systems Branch (PA44) at Corona Division has a requirement to provide a telemetry system capable of supporting testing for multiple projects at various test ranges as well as broad open-ocean testing. The table below identifies the specific manufacturer parts and specifications required for this sole source requirement:

RCC is a multi-agency group that is dedicated to serving the technical and operational needs of U.S. test, training, and operational ranges. RCC also provides the framework to identify common needs, seek solutions, establish technical standards, and research advanced concepts and technology.
Additionally, the recorders are highly specialized equipment and a major component of the , and as such, they must possess the required form, fit and function configurations to remain in compliance. The form and function requirements are particularly critical for the existing range and shipboard telemetry systems.
The maximum size for the existing racks at the range and shipboard equipment case for this requirement is 4RU (7”) and 24” deep, and 1RU is taken by a rackmount Keyboard/Video/Mouse (KVM). Thus, the recorders themselves cannot exceed 3RU (5.25”) in height and 24” in depth. They have to fit in tight spaces, carried through hatches and doors when deployed on a ship. The limited range and ship spaces allocated for this equipment installation cannot be adjusted. The required capabilities in this form factor are unique for its type of equipment meeting this limited space requirement.
The Wideband DRS8300X Telemetry Recorder and DRS9300X Multiband RF Telemetry Recorder are the only recorders that meet the Government’s needs. Both the Wideband DRS8300X Telemetry Recorder and DRS9300X Multiband RF Telemetry Recorder are required as each model is required for different testing events based on the event and scenario that is being supported. The two models are not interchangeable. Specifically, the Wideband DRS8300X Telemetry Recorder is configured for range use whereas DRS9300X Multiband RF Telemetry Recorder is for shipboard use.
The Wideband support cables are required to provide a compatible telemetry system
DRS8300X Telemetry Recorder and DRS9300X Multiband RF Telemetry Recorder. Without the cable kit, the recorders cannot function properly as they will be unable to receive transistor-transistor logic (TTL) clock and data.
Knowledgeable individuals in PA44 reviewed information available on other similar items, including reviewing products on recently awarded contracts, and determined that no other products could meet government’s minimum needs.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A sources sought notice was posted on System for Award Management’s (SAM) website on July 11, 2023 with a closing date of July 20, 2023 to express the government’s intent to purchase Wideband DRS9300X Multiband RF Telemetry Recorders, Wideband DRS8300X Telemetry Recorders and support cable kits, and to request interested parties to submit a capabilities statement.
No responses were received. The Contract Specialist contacted Wideband Systems Inc., the manufacturer, to request additional information on the availability of authorized resellers.
Wideband Systems Inc. stated that it does not have authorized resellers of its products.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the Justification will be fair and reasonable.
8. Actions to Remove Barriers to Competition
Corona Division will continue to perform market research to identify capable sources for future requirements related to this effort and if another potential brand name source emerges, Corona Division will assess whether full and open competition is feasible.
