J&A Number: 50,222
NSWC Corona Division provided a response on 10 February 2020 to the four (4) firms that were deemed not technically capable There were no known responses from industry technical capability review.
This proposed action was formally synopsized on the beta.SAM.gov website on 19 January 2021 and closed on 03 February 2021; the posting produced zero (0) responses.
No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph five above, for any other than MTM to provide the required supplies and services.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable. The Contracting Officer will use price analysis including historical cost estimating relationships from previous procurements to determine that the final price to the Government is fair and reasonable. This information should be sufficient to support the fair and reasonable price determination of this procurement.
8. Actions to Remove Barriers to Competition
This is a one-time buy via an out of scope modification. For the reason set forth in paragraph five, NSWC Corona Division has no plans to compete future contracts for the items covered by this J&A. However, if potential sources emerge, NSWC Corona Division, Code 02 will assess whether competition for future requirements is feasible.
